Monarch: Legacy of Monsters centers its family story on Hiroshi Randa: he is the father of Cate and Kentaro, making them half-siblings. The earlier-generation story links Hiroshi to Bill Randa and Keiko Miura. Lee Shaw is connected through his work with them and his relationship with Keiko, but the available sources do not establish him as anyone’s parent.

How are Cate and Kentaro related?
Cate and Kentaro are half-siblings through their father, Hiroshi. Their connection is the family revelation that brings them together as they search for him. The creators describe the initial story idea as Cate discovering that her father had a second family; co-creator and executive producer Matt Fraction called that realization a “eureka moment” that opened up the story. The sources establish the half-sibling relationship, but do not identify both of their mothers. It is safest to leave those names out rather than infer them from the family reveal.
Who are Hiroshi Randa’s parents?
The earlier-generation connection is Bill Randa and Keiko Miura → Hiroshi Randa. In the series’ 1950s backstory, Bill and Keiko are part of the same close-knit Monarch circle as Lee Shaw. Later reporting says Bill left with 11-year-old Hiroshi after the fallout involving Keiko and Lee. That account adds context to the family’s history, but it is secondary reporting rather than an official genealogy chart. TV Insider

Is Lee Shaw part of the Randa family?
Lee matters to the family story, but the documented connection is personal and professional, not established parentage. He worked alongside Keiko and Bill in Monarch’s early years and had a romantic relationship with Keiko. Neither the cited creator interview nor the cited later reporting identifies Lee as Hiroshi’s father. That distinction matters: his role in the emotional history does not make him a documented branch of the Randa family tree.
