Why reports call it a skirt or a dress
Contemporary coverage used different descriptions. UPI said Hawkins lost her skirt; News24 described half of her gold dress dropping to the floor; Fox News wrote that a skirt unraveled from her waist. Taken together, the accounts support the broad description that her garment fell, but they do not establish a single construction detail or a precise mechanical cause. What Hawkins said afterward
UPI reported that Hawkins was discussing an upcoming similar fashion show in her hometown when she joked: “I don’t know if I’ll be wearing that dress, but definitely if I am I’ll be having safety pins and better panties.” The comment is about preparation for a future show, not an explanation of what caused the earlier mishap.

An AnandTech Forums post dated September 2, 2004, used the phrase “Miss Universe loses skirt on catwalk” and repeated an account that Hawkins caught her dress on a shoe. That is an early forum post rather than independent primary verification, so the shoe explanation should not be treated as confirmed.
