Business Insider’s 2024 review of accounting records, as summarized by several outlets, attributed an $8.9 million Shuttered Venue Operators Grant to Lil Wayne and a $10 million grant to Chris Brown’s company, CBE Touring. The accounts described private-jet and clothing expenditures associated with Wayne and an approximately $80,000 birthday party associated with Brown, alongside touring-related payments. Those are reported spending claims—not court findings that either artist committed fraud.
What COVID relief program was involved?
The grants at issue came from the federal Shuttered Venue Operators Grant (SVOG), not the Paycheck Protection Program. SVOG was designed to support shuttered venues and businesses connected to live entertainment; touring companies could apply. The FADER’s 2024 account said applicants had to make a good-faith statement that the funds were needed to maintain ongoing operations and show at least a 25% revenue decline between one quarter of 2019 and the same quarter of 2020. It also reported that applicant assets were not considered, a feature that helps explain how companies connected to wealthy performers could meet the program’s criteria. What did the reporting say about Lil Wayne’s grant?
Business Insider’s accounting-record review was described by Rolling Stone, Pitchfork and The FADER in 2024. Rolling Stone reported that the records attributed an $8.9 million SVOG grant to Lil Wayne and listed $1.38 million in private-jet travel and more than $460,000 in clothing expenditures. Rolling Stone and Pitchfork also reported more than $327,000 in payments to contractors for Wayne’s shows. These are figures from secondary accounts of Business Insider’s document review, not independently audited totals established by the cited coverage.
What did the reporting say about Chris Brown’s grant?
Rolling Stone, Pitchfork and The FADER reported in 2024 that Brown’s company, CBE Touring, received a $10 million SVOG grant. Pitchfork and The FADER said about $5.1 million was reportedly paid to Brown personally. Rolling Stone and Pitchfork described an approximately $80,000 cost for Brown’s 33rd birthday party among the reported expenditures. Rolling Stone also reported more than $383,000 in crew payroll. The reporting therefore described both personal or celebratory spending and business-related payments; the figures remain reported amounts from the accounting review, not independently audited totals in those accounts.

Why did the spending draw criticism?
The apparent tension is between a grant intended to sustain shuttered live-entertainment businesses and reported spending on private travel, clothing and a birthday celebration. Rolling Stone quoted Sen. Gary Peters calling the reported spending “an abuse of federal resources.” The FADER quoted former Comptroller General David Walker saying, “Whether it’s legal or not is up to a lawyer or ultimately to a court. But it sure smells.” Those statements express criticism of the reported expenditures; they do not establish a legal violation.
Do the reports establish fraud or illegal use?
No court judgment establishing fraud by Lil Wayne or Chris Brown is reported in the coverage summarized here. The accounting records and media accounts raise questions about how grant funds were spent, but “misuse” and “fraud” are not interchangeable conclusions. The same accounts describe potentially legitimate touring expenses, including show contractors and crew payroll. A definitive legal conclusion would require more than the reported spending categories, and the cited accounts do not provide one.

What the reported numbers do—and do not—show
The reported grant amounts, payments to individuals and spending categories answer different questions. A grant awarded to a company is not the same as the amount reportedly paid to an artist, and neither figure alone proves that a particular expense violated program rules. The 2024 coverage presents accounting records as the basis for its descriptions, but it does not establish a final agency or court determination about either artist’s compliance.
