A library-streaming license could add a funding and distribution opportunity alongside other release plans. The report says co-production partners retain the relevant educational and public-library streaming rights and can pursue licensing opportunities under the arrangement. That description does not establish the precise legal structure or how a particular film would be selected.
What ITVS’s general funding policy says
ITVS’s Working With Us page says filmmakers retain copyright. It also explains that filmmakers funded by ITVS receive a distribution partner for certain broadcast and streaming rights during the contract period. This is general context about ITVS funding and distribution; it does not establish the terms of the reported Kanopy program.
What filmmakers should verify before considering a license
The October 7 report does not publish a detailed eligibility checklist or contract. Before relying on the opportunity in a financing or release plan, filmmakers should ask ITVS or Kanopy to clarify:
- Which ITVS co-productions qualify, and whether participation is automatic, opt-in, or subject to title selection.
- The minimum guarantee amount, valuation method, payment timing, and any conditions attached to payment.
- Which rights are licensed, for what term and territories, and whether the license is exclusive.
- How the license interacts with existing broadcast, educational, library, or other streaming agreements.
- How to submit a title or confirm eligibility, since the report does not provide an application or contact procedure.
Earlier distribution initiatives are separate
ITVS announced an independent digital distribution initiative with PBS in April 2009, planning distribution of nearly 50 independent works through online partnerships that included download-to-own and ad-supported video sites.
