Is Rajab Butt on INTERPOL’s Wanted List? What the PCL Reports Actually Say

The reported legal action involved Pakistan’s Passport Control List, not an established INTERPOL Red Notice. Here’s what the available court reporting says about Rajab Butt’s status.

The available reporting does not substantiate the claim that Pakistani YouTuber Rajab Butt is on, or is about to be placed on, INTERPOL’s wanted list. It concerns Pakistan’s Passport Control List (PCL): the Islamabad High Court ordered his name removed in May 2026, and a September report said the government had confirmed the removal. That is different from an INTERPOL Red Notice.

What is known about Rajab Butt’s PCL status?

On May 5, 2026, Dawn reported that the Islamabad High Court (IHC) ordered authorities to remove Butt’s name from Pakistan’s Passport Control List. The court said the National Cyber Crime Investigation Agency (NCCIA), which had requested the listing, had no objection to removing it. The order was subject to any separate legal impediment or restraining order issued by a competent court.

Hum English reported that a government notification dated September 16, 2026 confirmed Butt had been struck off the PCL. The report said the IHC disposed of his contempt petition on September 21. The notification itself was not available in the reporting cited here, so the September update is a secondary account of it.

These reports establish a change to his status on Pakistan’s PCL; they do not establish that every separate legal matter has ended or that no other travel restriction applies.

How is Pakistan’s PCL different from an INTERPOL Red Notice?

Who is involved? The May 2026 reporting says the NCCIA requested Butt’s listing and the IHC ordered its removal. A member country’s National Central Bureau requests publication. The requesting country or tribunal—not INTERPOL itself—wants the person.
Does it itself mean arrest? The cited reports concern a passport-control listing and its removal, not an international arrest request. No. INTERPOL says, “A Red Notice is an international alert for a wanted person, but it is not an arrest warrant.” Each member country applies its own laws in deciding whether to arrest.
Is it publicly searchable? The cited reports describe the PCL court proceedings; they do not provide a public-search system for the list. Most Red Notices are restricted to law enforcement. INTERPOL’s public site shows selected extracts only, so no public result cannot prove that no notice or diffusion exists.

INTERPOL’s explanation of Red Notices is available on its official Red Notices page; its guidance also explains that only selected notices are published publicly. A PCL listing reported in Pakistan is not evidence, by itself, of an INTERPOL notice.

What do the separate court reports say?

The PCL proceedings are distinct from other cases mentioned in reporting about Butt. In April 2026, Dawn reported that a Karachi sessions court recalled interim bail after Butt failed to appear in a case concerning alleged hurt to religious sentiments. In January 2026, Dawn reported that a Lahore court extended pre-arrest bail in proceedings concerning alleged promotion of gambling apps on social media. These are procedural updates about allegations, not findings of guilt.
