Yes. Mai Shiranui is a playable character in FATAL FURY: City of the Wolves and belongs to the game’s base roster—not Season Pass 1 DLC. SNK announced her as a launch-roster fighter in August 2024, and later included her in the game’s open-beta roster.
Is Mai Shiranui DLC in City of the Wolves?
No. Mai is part of the base game’s main roster. SNK’s launch announcement described 17 main-roster fighters, alongside five separate Season Pass 1 DLC characters. Those DLC fighters were Ken, Chun-Li, Andy Bogard, Joe Higashi, and Mr. Big—not Mai. SNK’s open-beta announcement also listed Mai among eight playable beta characters.
Mai’s character status is separate from a Classic Mai costume announced as a Nintendo Switch 2 preorder bonus. SNK said that costume may later be offered as paid DLC on all platforms; that offer concerns an outfit, not access to Mai as a fighter. SNK revealed Mai as a playable launch-roster character on August 20, 2024, according to contemporaneous reporting by Gematsu. SNK announced the game’s release date and platforms the following day. It launched on April 24, 2025.
