The most accurate answer is both, depending on what “Ultra Instinct” describes. Official Dragon Ball Super manga coverage shows Goku using Ultra Instinct while in Super Saiyan God form, and also refers to a “fully-realized Ultra Instinct form.” The distinction is between the broader ability or combat approach and a particular manifested presentation.
How can Ultra Instinct be both?
The official examples use the term in two related ways, rather than setting out a single exhaustive classification. In its June 2021 coverage of the Granolah the Survivor arc, the Dragon Ball Official Site says Goku uses Ultra Instinct in his Super Saiyan God form, describing his speed and accuracy in that state. That account treats Ultra Instinct as something he can use without replacing the named Saiyan form: Dragon Ball Official Site, June 2021.
In August 2021, the site describes a “fully-realized Ultra Instinct form,” connecting Goku’s precision to his training with Whis: Dragon Ball Official Site, August 2021. Here, “form” refers to a particular realized presentation. Read together, the examples support calling Ultra Instinct an ability or combat approach in one context and a form in another; they do not establish a complete power-system taxonomy.
What does the Granolah arc clarify?
The official retrospective follows Goku’s development in the manga’s Granolah the Survivor arc. It describes him as searching within himself and tapping into his “own unique version of Ultra Instinct”: Dragon Ball Official Site, December 21, 2022. The same retrospective contrasts his development with Vegeta’s Ultra Ego. Ultra Ego is Vegeta’s separate path, not evidence that Ultra Instinct must be classified in the same way.

Does Ultra Instinct always look like a transformation?
No single visual rule follows from these sources. The Super Saiyan God example shows Ultra Instinct use while Goku is in that named form, while the August retrospective uses “fully-realized Ultra Instinct form” for another presentation. The cited official coverage does not say that every use changes Goku’s appearance in one consistent way, nor does it provide a transformation multiplier.
