India did not dissolve 25 streaming companies. On July 25, 2025, the government ordered public access in India to be blocked for 25 named OTT platforms, their websites and/or apps, citing content it described as obscene, vulgar and, in some cases, pornographic. The action restricted access; it did not by itself prove that every company had closed, stopped operating worldwide or been convicted of an offence.
What happened on July 25, 2025?
The reported action targeted 25 OTT services operating through websites, mobile applications or both. The government’s stated concerns included allegedly unlawful sexual material and possible harm to women and children. The announcement was widely described as a “ban” or “shutdown,” but those words can obscure the mechanism: the documented measure was disabling or directing the blocking of public access in India.
All India Radio News reported the July 25 action. A block can be implemented through networks, app distribution and related online accounts without cancelling a company’s incorporation or removing its service from every country.

The readily available government statements confirm the number of platforms but do not reproduce a platform-by-platform annexure in the material cited here. Ownership and current operating status therefore should not be inferred from brand names alone.

Why did the government intervene?
The Ministry of Information and Broadcasting characterized material associated with the services as obscene or vulgar and, in some cases, pornographic. Official statements also framed the material as potentially harmful to women and children and contrary to Indian law. Those descriptions are the government’s allegations and rationale; they do not establish that every programme in every catalogue met the same legal threshold.
Reporting by The Indian Express said consultations involved the Ministries of Home Affairs and Electronics and Information Technology, the Department of Legal Affairs, industry bodies including FICCI and CII, and experts concerned with women’s and children’s rights. That consultation account should be understood as reported process information, not as a substitute for a published platform-by-platform evidentiary order. Read the report on ULLU, ALTT and the consultations.
What legal framework was invoked?
The government’s explanations place the action within the Information Technology Act, 2000 and the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.

Section 69A: blocking access
Section 69A is the government’s stated authority for directing that online information, websites or related services be blocked in specified circumstances. A blocking direction limits access through covered networks; it is not the same legal act as striking a company from the corporate register.
Section 79(3)(b): disabling unlawful material
Section 79(3)(b) provides a mechanism for notifying intermediaries to remove or disable access to unlawful content. The provision concerns intermediary protection and compliance duties, not a finding that every employee, performer or viewer connected with a platform committed an offence.
Sections 67, 67A and 67B
These provisions address electronic material that is obscene, sexually explicit or connected with child sexual abuse. The legal categories are not interchangeable: sexually themed or adult-rated content is not automatically identical to material that satisfies a criminal-law test.
OTT obligations under the 2021 Rules
The Code of Ethics for publishers of online curated content requires compliance with material prohibited by law, age-based classification and measures intended to prevent children from accessing unsuitable programming. Government statements describing the enforcement and rules are available through the July 2025 PIB release and the later Ministry statement.

What does “blocked” mean for viewers?
Different distribution controls can produce the same visible result—an error page, failed app connection or an unavailable listing—but they are legally and technically distinct.
- Network or ISP blocking: Internet providers can restrict access to listed domains or addresses in India.
- App-store action: A store can delist an application or restrict installation and updates.
- Social-account restrictions: Associated accounts can be disabled, reducing discovery and promotion.
- Commercial disruption: Payment, advertising or hosting relationships may be affected, although each restriction requires separate evidence.
An inaccessible Indian domain does not prove that a company has ceased to exist, that its catalogue was erased everywhere or that all copies of a programme were removed. Conversely, a mirror, replacement domain or overseas operation does not demonstrate that the Indian blocking direction was withdrawn.
Do not treat unofficial APK files, clone sites or “renewal” pages as safe alternatives. They can expose users to malware, payment fraud, credential theft and privacy loss, with additional risks for children. This explanation does not provide instructions for evading the block.
Was this India’s first OTT crackdown?
No. In March 2024, the government announced action against 18 OTT platforms, disabling 19 websites, 10 applications and 57 associated social-media accounts. The government again described the material as obscene, vulgar and, in some instances, pornographic. The March 2024 announcement and a related government release show that the 2025 action followed an existing enforcement pattern.

How do the later numbers fit?
Subsequent government statements used different totals and time windows:
| Date | Government figure | What it covered |
|---|---|---|
| July 30, 2025 | 43 platforms | Platforms said to have been blocked after consultation, in a broader context that included fake news, misinformation or inappropriate content |
| February 11, 2026 | 25 platforms | Platforms the government said had been banned in 2025 for inappropriate content |
| July 22, 2026 | 50 platforms | Platforms disabled during the preceding two years for obscene content and violations of specified laws |
These figures should not be added together as if they were one cumulative list. Their dates, categories and reporting windows differ, and the cited statements do not provide a single reconciliation methodology. The February figure is in the February 2026 PIB release; the July 2026 figure is in the July 2026 release.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.ULLU and ALTT: prominent names, unresolved status
ULLU and ALTT were among the best-known brands in the reported 25-platform action. Reporting said ULLU removed the series House Arrest in May 2025 after ministry intervention. The Digital Publisher Content Grievances Council, a self-regulatory body headed by a former Supreme Court judge, had also handled content complaints and included services such as ULLU and ALTT among its members or associated platforms.
Neither the reported removal of one series nor inclusion in the 2025 list proves that either brand permanently ceased all operations. A current corporate closure or permanent global shutdown would require a separate company announcement or official filing.

What remains unclear?
- The public record cited here does not supply a complete, platform-by-platform blocking order or evidentiary explanation.
- Ownership, licensing and current operating status are not established for every brand in the reported list.
- It is not shown that all services received identical procedural treatment or that each was independently prosecuted or convicted.
- The cited material does not establish whether every affected platform mounted a court challenge.
- The relationship between network blocking, app-store decisions and social-account restrictions may differ by service.
What the action means for India’s OTT market and online speech
For OTT publishers, the episode raises the cost of weak age-gating, moderation and complaint handling. Services may face pressure to document classification decisions, restrict children’s access, respond quickly to complaints and maintain clearer compliance systems. Distribution and payment partners may also treat regulatory exposure as a business risk.
The speech question is more difficult. Protecting minors and enforcing laws against genuinely unlawful sexual material are legitimate stated objectives. At the same time, broad executive blocking can affect lawful adult expression, due process and the Article 19(1)(a) right to freedom of speech and expression. Without a publicly available, platform-specific record showing the material, reasoning and review path in each case, outsiders cannot independently assess whether every restriction was proportionate. The 2025 action therefore illustrates both stronger content enforcement and continuing questions about transparency, procedural safeguards and the boundary between regulation and censorship.
Frequently Asked Questions
Did India permanently shut down the 25 companies?
No. The documented action concerned blocking or disabling public access in India. It does not by itself establish corporate dissolution, a worldwide shutdown or permanent unavailability.
Are the 25, 43 and 50 figures the same list?
No. They come from statements issued on different dates and describe different enforcement windows or categories. The available statements do not provide a method for combining them.
