Juneteenth marks June 19, 1865, when Union forces arrived in Galveston, Texas, and announced that enslaved people there were free under the Emancipation Proclamation. To commemorate it well is to understand both the milestone and the unfinished history behind it—and to choose an observance rooted in learning, remembrance, community, or joy.
What Juneteenth commemorates
Juneteenth takes its name from June nineteenth. It commemorates the arrival of Union forces in Galveston and the delivery, on June 19, 1865, of General Order No. 3. The National Archives Museum says 250,000 enslaved people in Texas learned of emancipation through these events; that figure describes the historical account, not a count of people observing the holiday today. The announcement came more than two years after President Abraham Lincoln’s Emancipation Proclamation took effect on January 1, 1863. The proclamation applied to states in rebellion, but enslavers in Texas ignored it for over two years. Texas’s distance from Union forces and their limited presence there helped delay enforcement. The arrival of the Army brought the proclamation’s announcement to people in Texas; it did not mean slavery had already ended everywhere in the country.
General Order No. 3 began: “The people of Texas are informed that in accordance with a proclamation of the Executive of the United States, ‘all slaves are free.’” The order, issued by Union General Gordon Granger, also instructed freedmen to remain at their homes and work for wages. That tension matters: the document announced freedom while setting terms for labor, so it should not be reduced to a simple, complete account of emancipation. The 13th Amendment abolished slavery nationwide six months later. Juneteenth commemorates a crucial moment in emancipation’s history, not the amendment itself.
Why the 2024 observance was significant
Juneteenth became a federal holiday in 2021. In Proclamation 10778, published by the Federal Register on June 24, 2024, President Joe Biden designated June 19, 2024, as Juneteenth Day of Observance. He called on Americans to acknowledge and condemn slavery’s history and recognize its continuing effects. The proclamation described Juneteenth as an acknowledgment of national history and a call to realize freedom and equality; those are the President’s words and framing. Biden wrote, “Juneteenth is an acknowledgment of the truth of our Nation’s history.” In the same proclamation, he described the time between the Emancipation Proclamation and the announcement in Texas as two and a half years. This is historical context from the 2024 proclamation, not a current event notice.
Ways to commemorate Juneteenth
There is no single required way to observe Juneteenth. The Associated Press reports that people may mark it with joy, remembrance, education, service, rest, or a combination. Family gatherings, cookouts, parades, and festivals are among the ways people celebrate; gatherings also have roots in reunions among formerly enslaved families. - Learn the history. Read General Order No. 3 in context, or explore the National Archives’ account of emancipation and its delayed enforcement in Texas.
- Join a community-led program. Look for a local museum, cultural institution, or community organization hosting a gathering, discussion, performance, or educational event.
- Gather with family or community. A shared meal or reunion can be a joyful observance as well as a way to connect across generations.
- Make time for service or reflection. Some people choose to serve others, remember the people whose freedom was delayed, or rest. These choices are not mutually exclusive.
These suggestions are practical possibilities, not an official checklist. If you attend a program, follow the host’s guidance and let the community organizing it shape the event’s meaning.

As one historical example, the Smithsonian’s National Museum of African American History and Culture announced a community day for June 15, 2024. Its program included an author reading by Tami Charles, cultural activities, and food programming. Keeping the meaning visible
Axios reported concerns from advocates that merchandise and retail promotions can make Juneteenth’s message less visible. Buying themed products is not necessary to commemorate the holiday.
