There is no official answer: Ichigo Kurosaki and Naruto Uzumaki have never been given a shared-canon fight in the sources reviewed. What versions of Ichigo and Naruto are being compared?
“At their strongest” is ambiguous across manga, anime adaptations, and other continuities. For a bounded comparison, this article uses the manga versions at the end of their respective main stories: Ichigo as depicted in the concluding Bleach material, and Naruto as depicted after the Kaguya conflict in Naruto. This is a framing choice, not a claim that every adaptation presents identical events or abilities.
Official publisher summaries offer useful context, but not a shared scale for comparing the two. VIZ describes Ichigo as a Soul Reaper who could see ghosts from birth; after a Hollow attacks his family, Rukia tries to lend him her power, and he absorbs it instead. VIZ’s Bleach series page summarizes that origin. For Naruto, VIZ’s Vol. 71 synopsis places him in the Kaguya conflict and says that he and Sasuke receive special powers from the Sage of Six Paths. The Naruto Official Site’s Vol. 71 listing identifies the volume as chapters 680–690 and gives the same broad account. Neither source says how the characters would fare against one another.
What assumptions make a crossover comparison possible?
The matchup cannot be judged fairly without deciding how the franchises’ rules overlap. The official sources above do not establish whether Naruto can perceive or strike Ichigo in spiritual form, or whether chakra techniques can affect a Soul Reaper. They also do not establish how Ichigo’s spiritual abilities interact with Naruto’s defenses.

For the comparison below, assume both fighters can perceive and physically affect each other, and that spiritual attacks and chakra-based techniques can interact. This gives each character access to their usual tools rather than letting an unresolved crossover rule decide the fight by default. If the rules instead prevent one character from sensing or harming the other, that could change the result before their combat abilities are meaningfully compared.

Who is more likely to win?
With both characters able to perceive and affect one another, and their power systems allowed to interact, Ichigo is the cautious pick in a straightforward duel. The reasoning is qualitative: the matchup favors a combatant whose simplest route is to close distance and finish with direct offense, and Ichigo’s sword-centered fighting makes that route central. The available publisher summaries do not establish that he is faster, stronger, or certain to land a decisive blow, so this is a conditional judgment rather than a fact about canon.
Naruto’s best case is to avoid letting the fight become a single direct exchange. His range of chakra-based options gives him more potential to vary the pressure and control the encounter. But the official Vol. 71 summaries establish his Six Paths power-up only in broad terms; they do not demonstrate that any particular technique would reliably stop or defeat Ichigo under crossover rules.

Change the rules or the versions and the balance may change. In particular, a rule that denies Naruto the ability to perceive or affect Ichigo would make the comparison lopsided for reasons of crossover mechanics, while different adaptation choices could alter the abilities under discussion. No official shared-canon result resolves those questions.
