Compatible players can then follow the live edge without waiting for full parent segments or repeated playlist polling. A player alone cannot make an ordinary HLS stream low-latency.
What changes with Low-Latency HLS?
LL-HLS keeps HLS’s playlist-and-media model but changes how quickly a live presentation exposes media and how clients request updates. The main publishing unit remains a parent segment, but the packager can make its partial segments available as they are produced.

The four mechanisms to understand
- Partial segments: let the playlist and player advance toward the live edge before a full parent segment is complete.
- Blocking playlist reload: the client requests a playlist update for a future media sequence or part; the server holds the request until that state is available instead of making the client repeatedly poll.
- Preload hints: tell the client what next partial resource the packager expects to publish. The client may request it before it is ready, and the server can respond when it becomes available. A hint is a forecast, not a promise that the resource’s final properties will remain unchanged or that it will necessarily be published.
- Rendition reports: tell a client the recent sequence and part state of another rendition, helping it switch bitrates without an extra discovery round trip.
Prepare the presentation and tune the part duration
Start with a correctly authored live HLS presentation, then add LL-HLS behavior. Keep variant renditions aligned in their timing and boundaries, accurately declare media durations and formats, and follow Apple’s device authoring requirements. Apple’s broader authoring specification includes at least six segments in a live playlist and gzip delivery for playlists.
Choose a part target that suits the network
Apple’s HLS Authoring Specification for Apple Devices says a part target duration must be no shorter than the expected 95th-percentile (P95) round-trip time between clients and server. It should be at least three times that P95; Apple recommends a one-second part target duration. These are related constraints, not a guarantee that choosing a one-second target will produce one-second end-to-end latency.

Set the part hold-back to at least three times the part target duration. This gives the player a playback buffer in units of the part target; making parts shorter does not by itself ensure playback remains stable over the real network path.
Package partial segments and advertise server behavior
- Publish each partial segment as it becomes available. Preserve the intended parent-segment timeline and keep variant boundaries synchronized so clients can move between renditions coherently.
- Represent the LL-HLS capabilities in the playlists. The relevant tags include
EXT-X-SERVER-CONTROL,EXT-X-PART-INF,EXT-X-PART,EXT-X-PRELOAD-HINT,EXT-X-RENDITION-REPORT, and, where offered,EXT-X-SKIP. They communicate part information and supported server behavior; include only capabilities your service actually implements. - Keep playlist updates and media availability coordinated. A playlist must not promise a part that the delivery path cannot serve according to the advertised behavior. Make sure a request that is meant to wait for future content can complete when that content becomes available.
- Keep reports current across renditions. Report the other rendition’s recent media sequence and part position so a switching client can find the corresponding live-edge state.
Understand the request directives
_HLS_msn=<M>asks the server to wait until the playlist includes media sequence M or later._HLS_part=<N>asks for a particular partial segment and requires_HLS_msn._HLS_skip=YESor_HLS_skip=v2requests a playlist delta update.
These directives only work as intended when the origin and intervening caches handle them correctly. Do not assume that a successful ordinary playlist request proves that blocking reloads, partial-segment requests, or delta updates work.

Make preload hints and playlist deltas resilient
A preload hint names the next resource the packager expects to appear. A change in the segmentation plan may change the eventual resource properties or mean the hinted resource is not published. The client and origin should tolerate that possibility rather than treating the hint as immutable media.
Apple says services with live playlist windows longer than two minutes should offer playlist delta updates. If a service offers delta updates and its playlist uses EXT-X-DATERANGE, Apple says to use CAN-SKIP-DATERANGES=YES. These recommendations concern playlist behavior, not a promise that every player or delivery provider supports every optional capability.

Preserve ads, discontinuities, and encryption boundaries
If you insert ads, keep ad boundaries and discontinuities consistent across partial and completed segments. Apply key rotation consistently as well. A mismatch between the partial presentation and the eventual parent-segment timeline can disrupt playback or switching, so validate the transition points as part of packaging rather than treating partial segments as independent media.
Validate the whole HTTP delivery path
LL-HLS is a system behavior involving the packager, origin, HTTP caches or CDN, playlist responses, media availability, and player. Apple expects LL-HLS delivery through CDNs and other HTTP caches; a cache that mishandles waiting requests or returns stale playlist state can undermine the low-latency behavior even when the packager emits the right tags.

Test the deployed path, not only the origin
- Check tune-in freshness: confirm a newly joining player receives a current playlist and can find available parts.
- Check blocking behavior: confirm requests for future playlist state wait and then complete when that state is available.
- Check hinted-part requests: verify what happens when a client requests the hinted resource before it exists and when the segmentation plan changes.
- Check cache behavior: verify that playlist and media responses remain consistent through the actual HTTP cache/CDN path.
- Check rendition switching: confirm rendition reports reflect current sequence/part positions and that switching does not require avoidable discovery cycles.
- Check ad and discontinuity transitions, key rotation, and delta playlist responses if those features are in use.
Apple’s materials do not certify particular CDN or packager vendors. Compare implementations by testing current LL-HLS server-profile support, blocking reload, blocking preload-hint requests, cache and tune-in behavior, rendition reports, ad handling, and operational visibility on your own delivery path.

Report the measurement method and conditions alongside any latency result; do not treat a protocol target or a presentation headline as a deployment benchmark.

At WWDC20 in 2020, Apple described the delay of the LL-HLS extensions discussed in that presentation as two seconds or less. That is a statement from the 2020 presentation, not a universal measured result or a current guarantee for every packager, cache/CDN, player, or network.
Use the current specification for implementation details
Apple’s LL-HLS supplement explains the feature, but Apple says protocol rules were moved into the HLS specification in 2020. The authoring specification’s revision history extends through June 26, 2025, and says LL-HLS must meet the profile in HLS2 revision 7 or later. Check the current HLS specification for exact normative and edge-case requirements before shipping; the supplement is guidance, not a substitute for the current specification.
