To stream an Indian community FM station’s online feed on YouTube, create a live stream in YouTube Studio, send the feed and a video presentation through an encoder using YouTube’s server URL and stream key, then check the preview and monitor the broadcast. An audio-only station still needs video, such as a station logo or programme slate. Before going live, confirm that the station has the necessary rights and permissions for the YouTube transmission and any archive.
Before you set up the stream: confirm rights and permissions
Separate the rights questions before configuring equipment. Confirm that the station may retransmit its broadcast feed online, that music and programme material are cleared for YouTube live transmission, and that an archived copy may be retained. Permission for terrestrial broadcast should not be assumed to cover YouTube or an archive.
YouTube’s livestream terms put responsibility on the provider to have the necessary rights for exploitation of the live content on Google services worldwide, including music licensing rights, and to meet applicable requirements in the stream territory. Read the YouTube livestream terms and conditions. Indian copyright law separately recognizes a broadcasting organisation’s broadcast reproduction right; see Chapter VIII of the Copyright Act, 1957.
For community radio in India, the Ministry of Information and Broadcasting (MIB) lists revised policy guidelines dated 13 February 2024 and says community radio content is governed by GOPA guidelines and the AIR Broadcast Code. The official material cited here does not establish whether an existing CRS permission alone covers a concurrent YouTube simulcast. Ask MIB/WPC or qualified Indian broadcast counsel about the station’s permission and circumstances rather than assuming the online transmission is covered. MIB also lists 2026–31 scheme implementation guidelines; that listing does not settle the legal treatment of a YouTube simulcast.

What you need
- The station’s online audio feed: this workflow starts with an existing internet feed, not necessarily an FM tuner.
- An encoder: software or hardware that sends the outgoing stream to YouTube. The encoder needs access to the audio feed and to YouTube’s server URL and stream key.
- A video source: for an audio-led broadcast, use an appropriate station logo, programme slate, or other visual presentation.
- A stable upload connection and an operator: the connection must sustain the chosen outgoing settings, and someone should monitor the preview, sound, and stream health.
The exact way to route audio depends on the feed format and encoder. If the station instead needs to capture a console or other physical audio output, its signal path may call for different equipment. YouTube documents encoder software and hardware as alternatives; it does not require a particular named device. Its encoder setup guide explains the platform workflow.
Set up the YouTube stream
- Enable live streaming in advance. In YouTube Studio, choose Create → Go Live, then open the Stream tab in Live Control Room. YouTube says first-time live streaming can take up to 24 hours to become available, so activate the channel early and test it before the broadcast.
- Create or schedule the event. In Live Control Room, set the title, visibility, and schedule. Copy the server URL and stream key. Treat the key like a password: it identifies where the encoder sends the feed and lets YouTube accept it. Do not expose it in a public document or on air.
- Configure the encoder. Choose YouTube as the destination if the encoder offers it. Otherwise, enter the YouTube server URL and stream key in the encoder’s stream settings. Route the station’s online audio feed to the encoder’s audio input and select the visual source for the live presentation.
- Choose audio and connection settings. For RTMP/RTMPS, YouTube lists AAC or MP3 audio and recommends 128 Kbps stereo. YouTube recommends RTMPS for secure ingestion. Set the outgoing bitrate to one the station’s upload connection can sustain reliably; do not select a setting solely because it is the highest available. Consult YouTube’s encoder settings guidance for video settings appropriate to the chosen output.
- Start the encoder and preview. Send the stream from the encoder. Check Live Control Room’s preview before going live; in a scheduled workflow, click Go Live there when the preview is ready. Confirm that the sound is present and intelligible and that viewers see the intended visual.
- Monitor the broadcast. Keep an operator available to watch stream health, listen for audio problems, and respond to platform warnings. Check that viewers can reach the event from the channel or watch page, including on a mobile device.
- End the stream and verify any archive. Stop the stream through Live Control Room and stop sending from the encoder as appropriate. YouTube says streams under 12 hours are automatically archived. Check the archive and its visibility, and make sure the rights cover retaining that copy.
Prevent and respond to copyright interruptions
YouTube scans live streams for third-party content, including another live broadcast. If it detects a match, it may show a placeholder, issue a warning, interrupt or terminate the stream, and in some cases apply a copyright strike. A station’s licence does not necessarily prevent an automated interruption: YouTube says a rights holder may need to add the channel to its Content ID allowlist even when the use is licensed. - Before the event, confirm the online-use and archive permissions for music and programme content, and ask relevant rights holders about Content ID allowlisting where needed.
- If YouTube interrupts the stream, check YouTube Studio for the warning or strike and identify the flagged content.
- Resolve the identified rights issue and seek allowlisting from the relevant rights holder where appropriate before restarting or relying on the material again.
A stream being accepted by YouTube is not proof that the station’s rights are cleared.
Software routing or a hardware encoder?
The right path depends on where the station’s audio currently exists and what the team can monitor reliably. Neither route changes the need to clear the content and feed for YouTube.
