First confirm those conditions, check that your channel is eligible for live streaming, and test the café’s upload connection. A public PC adds another priority: protect your YouTube login and stream key, then sign out and remove local copies when you finish.
Before you start: get permission and check the essentials
A cyber café’s general internet access does not automatically mean you may install software, connect removable media, run a long broadcast, or use its network for sustained outbound streaming. Ask the operator before relying on any of those. The Information Technology (Guidelines for Cyber Cafe) Rules, 2011 describe user identification and recordkeeping, including a one-year minimum for specified records; that text does not settle a customer’s permission to use a particular PC or network, or every current local requirement. Read the 2011 rules.
- Confirm the café permits the encoder or playback software, the length of the stream, and use of its upload connection.
- Ask whether USB drives or other removable media are allowed if you need to bring the video file.
- Check whether you can use a YouTube channel you are authorized to manage and access its Live Control Room.
- Find out whether the café PC already has suitable software. Do not assume a particular looping application is installed or permitted.
- Test the actual upload connection from that PC; a shared network’s available bandwidth can fluctuate.
Check YouTube channel eligibility in advance
YouTube’s encoder workflow requires a channel that meets its live-streaming eligibility conditions. The channel must be verified and have no live-streaming restrictions in the preceding 90 days; streamers must be at least 16. First-time live-stream activation can take up to 24 hours, so do not leave channel activation until the day of the broadcast. See YouTube’s live-streaming eligibility guidance.
Prepare a video and a permitted loop-capable encoder
Have a video file that the available player or production software can repeat continuously. Confirm the loop behavior before scheduling: the café’s PC software and policies determine whether this is possible, and no particular loop application can be assumed. Use a file you have the rights to stream. YouTube’s copyright rules apply to live content too; a broadcast is not exempt because the video is prerecorded or played on repeat. Create the YouTube stream and protect its key
- Open YouTube Studio and go to Create > Go live to enter Live Control Room. Set up the broadcast and choose the encoder option.
- Copy the stream URL and stream key from the Live Control Room into the encoder’s matching fields. YouTube describes the stream key as the credential that lets the encoder deliver the feed; handle it like a password. See YouTube’s encoder setup guidance.
- Keep the key out of screenshots, shared notes, and browser or password storage on the café computer. Do not leave it visible or saved for the next user.
- After the broadcast, end the stream, sign out of YouTube and the browser, and remove downloaded media or saved encoder configuration where appropriate. Use only an account and channel you are authorized to control.
Choose video settings to fit the café’s real upload speed
YouTube recommends RTMPS, a secure extension to RTMP. For a conventional SDR stream, use H.264 video and AAC or MP3 audio, constant bitrate (CBR), and a two-second keyframe interval; YouTube says the interval should not exceed four seconds. Its H.264 recommendations include the following bitrates. These are platform recommendations, not evidence that a café connection can sustain them. See YouTube’s encoder settings.

Run an upload-speed test at the café, then choose a bitrate that leaves at least 20% headroom below the available upload bandwidth. The total stream bitrate must fit the connection; a shared café network may limit the capacity available to your PC, and other users can change that capacity while you are live. For example, if a speed test shows 10 Mbps upload, do not plan a 10 Mbps stream: with 20% headroom, keep the total bitrate at or below roughly 8 Mbps. If the connection varies, choose a lower resolution and bitrate rather than risk repeated interruptions. The video bitrate recommendations above do not include a guarantee about the café’s performance.
Preview, test, and monitor the broadcast
- Allow time to set up the encoder and verify the video, audio, loop, and key. YouTube recommends configuring the encoder at least two hours before the event.
- Start the encoder 15 minutes before the scheduled event, as YouTube recommends, so you can wait for the Live Control Room preview and address setup problems before viewers arrive.
- Check the preview and stream health in Live Control Room. Confirm that the video repeats as intended and that audio is present and not clipping.
- Open the public watch page on a separate device or browser session to confirm viewers can see and hear the stream.
- Keep monitoring stream health while live. A café’s shared connection can become congested after a successful test, so be prepared to lower the bitrate or stop if the operator requires it.
YouTube’s timing suggestions are useful planning guidance, not a guarantee that a café will permit a long session or that its connection will remain stable. YouTube’s network guidance explains the bandwidth constraint.

RTMPS or HLS?
Use RTMPS for the ordinary encoder workflow unless you have a reason and compatible encoder to use HLS. YouTube’s HLS ingest has additional requirements: HTTPS ingestion, YouTube’s HLS stream-key protocol, transport-stream segments of 1–4 seconds, no byte ranges, and a rolling playlist with no more than five outstanding segments. HLS has higher latency than RTMP because it sends segments rather than a continuous stream. Consult YouTube’s HLS ingest instructions before selecting it.

The channel cannot go live
Check channel verification and live-stream restrictions first. If this is the channel’s first live stream, activation may take up to 24 hours; activate it ahead of the planned broadcast rather than troubleshooting the encoder as if it were the cause. Review eligibility.

The encoder will not connect
Verify the stream URL and key were copied into the correct fields, that the key is current, and that the encoder is set to RTMPS. If the café network blocks the connection, only the operator can clarify or authorize access; do not try to bypass the venue’s network controls.
The stream buffers or drops
Compare the encoder’s total bitrate with a fresh upload-speed test and leave the recommended 20% headroom. Lower the resolution or bitrate if the shared connection cannot sustain the setting. Re-test if performance changes; a single speed result does not establish sustained capacity.

The video does not repeat
Confirm that the selected player or production software is actually set to loop and that the café permits its use. Test the end-to-start transition before the public broadcast. If the installed software cannot loop the file, ask the operator about an approved alternative rather than installing an unapproved program.
The broadcast is live but viewers cannot see or hear it
Check the Live Control Room preview and encoder audio/video meters, then confirm playback from another device. Verify that the intended video source is active and audio is routed to the encoder; check stream health for connection trouble.

No. A test is a snapshot; available upload can change on a shared network during the broadcast.
