Those are connection details for sending a broadcast to YouTube Live. If you mean Google Cloud’s paid Live Stream API, eligible Indian Google Cloud customers can use UPI for billing, subject to Google’s account and payment requirements.
First, identify what you mean by a “YouTube live streaming server”
YouTube’s standard encoder workflow is not a server rental. You get a server URL and stream key from YouTube Studio, enter them in compatible streaming software or hardware, and start sending your broadcast. YouTube’s instructions put it plainly: “To start streaming, enter your YouTube Live server URL and stream key into your encoder.” (YouTube Help: Create a YouTube live stream with an encoder.) The setup page describes connecting an encoder; it does not describe paying YouTube for that endpoint.
A separate product, Google Cloud Live Stream API, is a paid cloud service for live encoding and streaming. Its usage-based charges depend on active channel time and input/output resolution. If this is the service you intend to use, UPI may be available under specific India billing conditions. (Google Cloud Live Stream API.)
Can you pay for Google Cloud with Google Pay UPI?
Google Cloud documents UPI for qualified organizations in India that pay in INR and have an Indian billing address and bank account, along with a configured UPI account. It does not guarantee that every billing account qualifies or that the standalone Google Pay app will be available as the payment option. Use the UPI option shown in your eligible Cloud Billing account and follow the payment or app prompt. Google says an initial prepayment is typically INR 500 to INR 1,000 before UPI can be added; this is a billing setup prepayment, not the Live Stream API’s service price. (Google Cloud: Use UPI for Google Cloud payments.)

If Google Cloud invoices your account
For invoiced Google Cloud accounts in India, the invoice PDF includes a UPI QR code. Scan it with a UPI-enabled application and follow the remittance details on the invoice. This is a separate invoice-payment route rather than the Cloud Billing manual-payment screen. (Google Cloud: Make a payment.)
Understand Live Stream API charges before starting a channel
The Live Stream API is billed on demand. Google bases charges on active channel time and input/output resolution; an active channel can incur charges even when it has no input stream. Google’s pricing page specifies a ten-minute minimum active-channel charge, after which duration rounds up to the nearest minute. Use the current pricing page and your actual configuration to estimate cost; channel count, resolution, encoding configuration, and active duration all affect the result. (Google Cloud Live Stream API pricing.)

Do you need a hardware encoder?
No hardware encoder is required just to pay a Google Cloud bill or to use YouTube’s encoder workflow. YouTube’s documentation covers compatible software and hardware encoders; it lists the AJA HELO Plus as one hardware option. Consider dedicated hardware only if it suits your production setup, not as a prerequisite for UPI or a YouTube stream key. (YouTube encoder setup; YouTube Live hardware encoder information.)

Keep a prerecorded YouTube stream running without a home computer
If your goal is a YouTube channel that loops uploaded recordings continuously, that is different from paying Google Cloud for a live encoding pipeline. StreamNeo is a cloud service for keeping a YouTube channel live from uploaded videos. You upload a recording or build a playlist, add your YouTube stream key once, and go live; the cloud keeps the loop running without a computer or home connection left on.
Each slot streams the uploaded video as made, up to 4K 60fps, at one flat price per slot regardless of quality. It includes 10 GB storage per slot pooled across active slots, 24/7 looping and playlists, automatic recovery if YouTube drops the stream, and StreamNeo team support. The first day is free with no card, one free day per account. Plans differ by duration, not features: daily, weekly, monthly, 6 months, or yearly; cancel any time. UPI and cards are available in India, and card checkout is available worldwide. For five or more slots, contact support.
