To livestream a town hall on YouTube, enable live streaming on the channel, schedule the event in YouTube Studio, choose webcam streaming for a simple setup or an encoder for slides and multiple audio/video sources, then test the event page, sound, picture, and venue internet before attendees arrive. Enable streaming early: YouTube says first-time activation can take up to 24 hours.
Choose webcam streaming or an encoder
Use the production method that fits the meeting. YouTube’s webcam workflow is the simpler option for a computer-based stream. An encoder is better suited to screen sharing, slides, overlays, external audio/video hardware, or a more involved production. A town hall with presentations, several microphones, or multiple cameras will generally be easier to manage through an encoder; that is a practical recommendation based on the tools’ capabilities, not a YouTube requirement.
- Webcam: Suitable for a straightforward single-camera meeting. Select the camera and microphone in YouTube’s webcam workflow.
- Encoder: Suitable when you need slides, overlays, external audio/video equipment, or a multi-camera arrangement. Confirm the encoder can connect to YouTube and configure its output before event day.
You do not need expensive equipment for every town hall. YouTube says a laptop and webcam can work. Consider an external microphone if the room is difficult to hear or several speakers need to be captured, but check your existing equipment and room acoustics first; YouTube does not specify a required microphone model.
Enable live streaming and schedule the event
- Check channel eligibility. Confirm the channel is verified, live streaming is enabled, and there is no live-streaming restriction that prevents the event. YouTube’s current help page says streamers must be at least 16. Allow up to 24 hours for first-time live-streaming activation.
- Schedule in YouTube Studio. Open the Live Control Room, create or schedule the stream, and enter the event title and description. Choose the intended privacy setting before sharing the page.
- Test the attendee link. Copy the stream’s watch-page URL and open it as an attendee would, ideally while signed out or from another account. Check that the page is accessible to the intended audience before distributing it widely.
- Share the correct page. Send attendees the watch-page URL, not the encoder’s stream key. Viewers can set reminders for scheduled streams on YouTube.
For a private or unlisted rehearsal, make sure the selected privacy setting matches the people who need to attend the test. Do not assume a link works for every attendee simply because it opens for the organizer.

Prepare the encoder, connection, and rehearsal
Follow YouTube’s encoder timing guidance
For an encoder-based event, YouTube advises configuring the stream at least two hours ahead and starting the encoder at least 15 minutes before the scheduled start. Use that lead time to confirm the preview appears in Live Control Room and the event page is ready before the meeting begins.
Check upload bandwidth at the venue
Test outbound internet speed from the actual venue, not just from an office or home where conditions differ. YouTube recommends upload capacity with 20% headroom beyond the total stream bitrate. Treat this as guidance, not a guarantee: other people sharing the connection can reduce available bandwidth, and a backup feed requires additional capacity.

Keep an eye on stream health during the test and event. If you plan an encoder backup or failover, test the switch before the town hall rather than relying on it for the first time during the meeting.
Rehearse the meeting as it will happen
- Use speech and representative movement, not only a static opening screen.
- Listen for clear speech and check that every expected speaker is audible.
- Inspect the Live Control Room preview and stream-health indicators.
- Open the watch page on both desktop and mobile.
- Check that slides, overlays, and any external audio/video sources appear and behave as intended.
- If making a local recording, confirm the recording is being written correctly.
Run the town hall and protect the stream key
Before starting, verify that the public-facing watch page is available and that attendee notices contain the correct event link. During the meeting, monitor audio, video, and stream health instead of assuming a healthy preview will remain healthy throughout.

In an encoder workflow, the stream key is a credential that connects the encoder to the scheduled stream. Keep it out of public screen shares, slides, and recordings. If it is exposed, use YouTube’s reset process to replace it. Where your encoder supports it, use RTMPS: YouTube says RTMPS encrypts data in transit to and through Google’s servers.
End the stream and manage the replay
Stop the stream in YouTube or the encoder as appropriate, then check the Live tab for the archive. YouTube’s cited webcam and encoder instructions say streams shorter than 12 hours are automatically archived. Decide whether the replay should remain public, be unlisted, or be removed, and set its visibility intentionally after the event.

Livestreams must comply with YouTube’s Community Guidelines and Terms of Service, and YouTube can restrict livestream access. Organizers should separately check any local requirements that apply to public access, notice, records retention, captions, or meeting procedure; YouTube’s streaming setup guidance does not determine those obligations.
