You cannot keep sending a live lecture feed through a complete loss of every available internet connection. You can, however, reduce the chance that one provider outage or local power cut ends the stream: arrange a genuinely separate backup connection, use equipment that can switch to it, and keep the entire network and streaming chain powered. Test each layer at the venue before relying on it.
Build resilience in four separate layers
Internet redundancy and power backup solve different failures. A second connection is of little use if the modem, router, or encoder has no power; a UPS cannot restore an upstream connection. TRAI identifies multiple ISP connections, UPS or battery backup, alternate routing paths, and disaster-recovery planning as resilience measures (TRAI recommendations, 2022).
1. Primary internet path
Use the venue’s normal broadband or other primary uplink. Measure sustained upload at the place and time the stream will run, using the actual network path and equipment. Choose stream settings that leave headroom rather than consuming all measured upload capacity. A speed test is a snapshot, not a guarantee of performance during congestion or an outage.
2. Backup internet path
Arrange a second ISP connection or mobile broadband link that is available at the venue. Check coverage, sustained upload, data limits, recurring cost, and whether it depends on the same local infrastructure or power as the primary route. A second SIM or hotspot helps only if it can connect at the site and has enough sustained upload for the selected stream. TRAI names multiple ISP connections as a resilience measure, but no cited source establishes coverage or performance for a particular address.

3. Switching between connections
A dual-WAN router with failover can monitor a primary WAN and route traffic through a backup WAN. It does not provide that second internet service; you must procure and verify the backup separately. Switching may cause the encoder or platform to reconnect or briefly interrupt playback. The result depends on the router, encoder, and streaming service, so test the entire chain during realistic conditions rather than assuming failover is invisible to viewers.
4. Power continuity
Put the modem or ONT, router, encoder, and any essential audio/video equipment on a suitable UPS or battery backup. Size it for the actual connected load and the ride-through time you need; the cited government guidance does not set a universal capacity or runtime for a lecture venue. Test the connected equipment under load and confirm which devices remain powered during a mains outage. TRAI discusses backup power for network equipment and power continuity in telecom infrastructure (TRAI recommendations, 2022).
Plan what viewers experience during a failure
Local failover can reduce the risk of losing the stream, but it cannot guarantee uninterrupted viewer playback. A switching event may break the encoder’s connection even if internet service returns through the backup route. If uninterrupted playback is essential, ask the chosen platform or streaming operator what it supports for redundant ingest, a second encoder, or an independently hosted fallback. Do not assume any of these capabilities without confirming them for the specific service and configuration.

Decide in advance what viewers should do if the main webcast becomes unavailable: where an alternate access link will be published, who will communicate the change, and who is responsible for checking the stream. A backup viewing link helps people find a webcast; it is not a backup encoder, uplink, or automatic source failover.
For a government webcast, check NIC’s requirements
The National Informatics Centre (NIC) says it provides webcast services to Central and State government institutions. Its stated requirements apply to its described hired-agency feed-sharing setup, not to every streaming platform. Check current service terms and booking details directly with NIC before planning around it (NIC webcast services).
- Use an encoder configured for the required protocols and settings.
- Provide a static public IP address for whitelisting.
- Allow outbound RTMP traffic on port 1935.
- Provide dedicated network bandwidth of 2–4 Mbps per stream, as NIC specifies for this service scenario.
NIC also describes a YouTube link as a backup access option in certain DD and ministry-channel webcast situations. That is a way to help viewers access a webcast, not a guarantee of encoder or network failover. NIC says to request an extension of live webcast service at least two working days in advance; confirm the current process with NIC. Its description of 24Ă—7 webcast services for government TV channels, including UGC-CEC, does not establish that it will accept a private 24/7 lecture channel.

Test the setup before depending on it
- Record the actual configuration. Note the stream platform, encoder, bitrate and other selected settings, primary and backup providers, router failover configuration, and the equipment connected to backup power.
- Measure both internet paths at the venue. Check sustained upload and data restrictions on each connection. Verify that the backup is usable where the equipment will sit and investigate shared route or power dependencies.
- Run a controlled failover test. During a non-critical test stream, disconnect the primary WAN and observe whether the router switches, whether the encoder reconnects, and what viewers see. Restore the primary connection and observe whether the system switches back as expected.
- Run a power test. With the system operating, simulate loss of mains power safely and check which components stay online and for how long under the actual load. Use a qualified installer where electrical work or safe battery installation requires one.
- Write down recovery steps and ownership. Specify who monitors the stream, how they identify a failure, how viewers will be notified, and how the primary service is restored. Re-test after changes to providers, hardware, stream settings, or venue wiring.
Choose backup connections and power by the site, not by a national ranking
No one provider or hardware choice can be recommended for every venue in India without knowing its location and measurements. Compare options against the failure modes they are meant to cover.
Compare internet backups
- Does the service have usable coverage at the exact venue?
- What sustained upload does it deliver there, including at the time lectures are scheduled?
- Is its route and power supply meaningfully separate from the primary connection?
- What data cap, recurring cost, and setup effort apply?
- Can the router monitor it and switch traffic automatically?
Compare power backups
- What is the combined load of the modem or ONT, router, encoder, and indispensable AV equipment?
- How long should the equipment ride through an outage?
- Can the unit support all required devices safely, and what battery maintenance or replacement does it require?
Government guidance supports the principles of backup power and multiple connections, but it does not specify a universal UPS wattage, runtime, or router model for a lecture stream. Determine those from the venue’s equipment and a real test.
DIY streaming versus an institutional webcast
A venue running its own channel can choose its platform, equipment, and failover plan, but it also has to verify those systems and assign someone to monitor them. NIC’s webcast offering is a separate option for eligible Central and State government institutions, with service-specific technical prerequisites and terms to confirm directly. Do not treat institutional eligibility, service availability, or NIC’s stated network requirements as universal rules for self-managed streams.

Common failure questions
Will a second SIM or mobile hotspot keep the lecture live?
Only if it has usable signal and enough sustained upload at the venue, remains available during the same incident, and the router or encoder can use it. Test it as the actual backup path; a second SIM alone does not configure automatic switching.
Does a UPS keep the internet working during a power cut?
It can keep the venue’s powered equipment running for its tested runtime, but it cannot restore an upstream outage or keep provider infrastructure powered. Include the modem or ONT, router, encoder, and necessary AV equipment in the protected load.

How much upload speed does a 24/7 lecture stream need?
Use the selected platform’s and encoder’s requirements for the chosen stream settings, then measure sustained upload at the venue and leave capacity headroom. NIC’s 2–4 Mbps per stream figure is a requirement for its described webcast service, not a universal bitrate or recommendation for every platform.
Can NIC webcast a college lecture?
NIC says its webcast services are for Central and State government institutions. A college should confirm eligibility and current service terms with NIC rather than infer acceptance from the fact that NIC has provided 24Ă—7 services for government TV channels.
