Rules, deadlines, fees, exemptions, and appeal routes vary by state and school, so check the college’s current policy before filing.
1. Find the right office and confirm the process
Search the college’s official website for “public records,” “open records,” “public information,” or “records request.” Look for a Public Records Officer, records custodian, or public-information office, along with any request form or portal. At a multi-campus university, the relevant custodian may depend on which campus holds the documents; the University of Colorado’s guidance says requests often need to go to a particular campus custodian.
Follow the institution’s stated route rather than sending the request to a professor or an employee who happens to hold a document. For example, Oregon State University’s policy directs written requests to its designated Public Records Officer and reserves authority to handle them to that officer.
2. Describe records the college can locate
A public-records request is generally for existing records, not a demand that staff create a new report, perform analysis, or answer questions. State the record type, subject, relevant office or custodian if known, and a reasonable date range. Oregon State calls for enough detail to objectively identify and locate records; Ohio University’s rule likewise addresses requests for existing records that are clear enough to identify.

For example, you could write: “Please provide the Board of Trustees meeting minutes and agenda packets from January 1 through June 30, 2025.” If you do not know the precise document name, describe the subject and likely office. A focused request is easier to search and less likely to need clarification than a broad request for “all documents about” an issue.
3. Submit through an accepted channel and request an estimate
Use the form, portal, email address, mailing address, or other submission method the school lists. Available channels differ: Central Washington University lists a form and email, fax, and mail details; the University of Washington lists a portal, email, fax, and mail.

Ask whether electronic copies are available and request an estimate before substantial copying or preparation work. If the school accepts it, you can state a maximum charge you authorize before it proceeds. Do not assume the request will be free: Oregon State permits recovery of actual duplication, copying, and preparation costs; NC State’s regulation says actual copying costs may be charged. The University of Colorado warns that some requests involving substantial staff time or many copies can incur fees. Rates and fee-waiver rules depend on the applicable law and local schedule.
4. Track the request and understand timing
Keep a copy of the request and save acknowledgments, clarification questions, estimates, and productions. Ask the custodian to confirm receipt and provide an estimated schedule, especially if the request covers many records or multiple offices.

There is no single national response deadline. For example, Central Washington says it acknowledges requests within five business days, while the University of Texas at Arlington says it reviews and complies within ten business days from the day after receipt. These are institution-specific practices, not a general rule. Ohio University’s rule says timing can depend on the request’s breadth, clarity, volume, location, medium, and legal review; it allows staged production for voluminous records.
5. Know what may be withheld or redacted
Public-records laws generally cover records held or used in public business, subject to the jurisdiction’s definitions and exceptions. Student education records receive particular protection: FERPA and state law restrict access to personally identifiable education information. Florida’s 2026 statute, section 1006.52, treats student education records and specified applicant records as confidential and exempt from that state’s public-records provision, subject to FERPA. Central Washington and Louisiana also describe protections for student information.

An ordinary public-records request is not a way to obtain another student’s transcript, grades, class schedule, or similar personal records. Other state-law exemptions can apply to personnel privacy, security information, investigations, and protected interests. A school may release non-exempt portions while redacting protected material. Central Washington says it removes exempt material and provides the remainder with a description of the exemption applied.
If you need your own student records
Use the college’s student-records or FERPA process instead of its general public-information channel. UT Arlington says transcripts cannot be released through its public-information office and directs requesters to the Registrar. The University of Washington likewise points to a Registrar release-of-records process for relevant FERPA requests.

6. Distinguish state university requests from federal FOIA
Federal FOIA applies to federal agencies, not state or local governments, according to FOIA.gov. For records held by a state public university, start with the school’s state-law public-records process. If a federal agency holds separate records about a college or federal program, you may request those records from that agency through its FOIA process. The applicable rules for a private college depend on the institution and the records; do not assume that the public-university process or FOIA applies.
7. Respond to a denial, redaction, fee, or delay
If the school denies access, withholds material, or quotes a charge you question, ask for the decision or fee explanation in writing and identify the exemption or rule relied on. Check the institution’s policy and state law for reconsideration, administrative appeal, or court review, including any filing deadline. Appeal routes are local: Oregon State, for example, identifies a route to the Benton County District Attorney for appeals of fee decisions and denials under its Oregon-law process.
If the request is too broad or difficult to locate, narrow the date range, record categories, or offices and clarify what you mean. For a long search or large volume, ask whether the college can produce records in stages and provide an updated schedule.
