To accept donations from people in other countries, set up PayPal’s Donate Button on your organization’s website and have donors complete payment through PayPal. First confirm that the PayPal account in your organization’s home market can receive funds; then check that market’s fee schedule, your charity-approval status, and the currency you will receive. There is no single worldwide rate, and a donor’s apparent location alone does not determine whether PayPal treats a payment as international.
What you need to check before adding a Donate Button
- Receiving account market: PayPal’s fee schedule and eligibility rules depend on the market where the organization’s account is registered or identified. Check that market’s current rules for receiving payments.
- Charity status: Discounted charity pricing is conditional. PayPal’s US guidance describes confirmation evidence such as legal registration and proof that the account holder represents the organization. PayPal’s US and UK schedules make charity rates subject to application and approval; do not budget for a reduced rate until PayPal confirms eligibility.
- Payment currency: Fixed fees vary by the currency received. Currency conversion can also affect the net amount credited, so check the applicable conversion terms.
How to set up PayPal donations
- Check the account’s market and receiving eligibility. Identify the legal home market of the organization’s PayPal account and confirm that the account can receive funds there. Rules and supported markets are not universal.
- Set up PayPal’s Donate Button. PayPal’s US help guidance directs organizations to create a Donate Button and integrate it into their website. Donors complete payment on PayPal’s site. The button can also support optional monthly donations and a mobile-optimized presentation, according to PayPal’s help article: How do I accept donations with PayPal?
- Apply for charity confirmation if applicable. Follow the requirements for your market and provide requested proof. The US guidance says PayPal may link a charity bank account or request information demonstrating legal registration and the representative’s connection to the organization. Do not describe the account as approved or quote charity pricing before PayPal confirms it.
- Publish clear donor instructions. Explain that supporters can donate through the PayPal button and that they complete the payment on PayPal. PayPal says button payments have no monthly or setup fee, but processing fees apply when a donation is received.
- Estimate net proceeds using the right fee schedule. Classify a payment as domestic or international using PayPal’s account-market definition, then account for the applicable percentage rate, international surcharge if any, fixed fee for the received currency, and conversion costs.
How PayPal classifies international donations
PayPal defines an international transaction using the sender’s and recipient’s registered or identified account markets. Some markets may be grouped when PayPal calculates international fees. As a result, a donor’s physical location—or the country they appear to be visiting from—is not enough to determine the fee. Check the applicable schedule for the account markets involved.
Examples of published fees: US and UK schedules
These are market-specific examples, not a worldwide quote. The US schedule below was last updated October 1, 2026; the UK schedule was accessed October 3, 2026. Confirm the active schedule for the organization’s account market and currency before setting fundraising targets.

Do not apply the US rates to a UK account, or either example to an organization elsewhere. The fixed fee depends on the currency received, and conversion may further change the amount credited. PayPal’s US fee schedule is available at PayPal merchant fees; the UK schedule is at PayPal UK merchant fees.

Do not confuse a Donate Button with PayPal Giving Fund
PayPal’s fee page lists transaction charges for donations received through the Donate Button or other covered payment types. A separate PayPal Giving Fund statement that fees are covered applies specifically to donations through Giving Fund and is subject to its terms; PayPal says funds may take up to 45 days to reach the selected charity.
