It supported Rangoon’s growth by strengthening connections to trade and migration, but it was one part of a broader colonial transformation—not the single cause of the city’s expansion.
When the Calcutta–Rangoon service began
In 1855, the East India Company invited tenders for a regular mail-steamship service between Calcutta and Rangoon. Mackinnon and Mackenzie won the contract. The National Archives’ catalogue describes an initial fortnightly service linking Calcutta with Akyab, Rangoon and Moulmein, and records its first two steamers: The National Archives: British India Steam Navigation Company.
A 2022 account in Scroll.in identifies the first mail steamer as the Cape of Good Hope, a 500-tonne vessel, and dates the start of operations to 1856. It says the Baltic later joined after the service was disrupted by the 1857 uprising. These vessel details are reported by the feature; the archival catalogue independently supports the tender and route, but not every detail of that account. Scroll.in, 30 March 2022.
What the steamers carried—and why that mattered
The line was not simply a mail connection. Scheduled voyages also carried passengers and cargo, making travel and commercial exchange between Calcutta and Lower Burma more regular. In practical terms, a dependable sea link could help traders move goods and people move between the two ports, reducing the friction of crossing the Bay of Bengal. The available sources establish the service and its broader traffic, but do not quantify how much it reduced travel time or how much cargo it carried.

That connectivity mattered as British rule expanded in Lower Burma after its annexation in 1852–53. Trade and agriculture grew, drawing workers and migrants as well as merchants. The Calcutta route helped support these movements; it did not create them on its own. Scroll.in connects frequent steamship services with Indian immigration, labour supply and demand for housing, while citing historian Uma Shankar Singh’s account of Rangoon’s development.
How migration and building changed Rangoon
Rangoon’s expansion depended on people who could build and sustain a growing port city. The Singh passage, as quoted by Scroll.in, says: “It took two decades (1852 to 1872) to develop the central part of the city and all was done by Indian labourers imported seasonally by Indian contractors.” It also links the city’s quick expansion to trade and agriculture in Lower Burma, frequent steamship services from India, Indian immigration and demand for accommodation.

This account describes an interacting chain rather than a single-cause story: expanding trade and agriculture increased activity and labour needs; migration supplied workers; and a growing population created pressure for new housing. A regular route across the bay helped connect these processes, but the sources do not establish its precise share of the city’s growth.
Scroll.in reports that Rangoon’s population was about 30,000 around the annexation of Lower Burma in 1852–53 and exceeded 150,000 by 1881. These figures are reported by that secondary account; they should not be mistaken for independently checked census totals here. The same feature, citing Michael Adas’s The Burma Delta: Economic Development and Social Change on an Asian Rice Frontier, 1852–1941, reports that Bengalis made up 30% of Indians in Burma in 1881. That proportion is likewise a statistic reported through the feature.

The sea route was not the Irrawaddy Flotilla
The Calcutta–Rangoon line crossed the Bay of Bengal. It should not be confused with the Irrawaddy Flotilla, a separate river-transport concern formed in 1865. Royal Museums Greenwich’s collection description says the flotilla carried troops, stores and mail under government contract and was intended to encourage trade: Royal Museums Greenwich: Papers of The Irrawaddy Flotilla Company. Together, sea and river transport formed parts of a wider network, but they were distinct services with different routes.

The steamship service made Rangoon more closely connected to Calcutta through regular movement of mail, passengers and cargo. That connection supported the commercial, migratory and labour flows associated with the city’s expansion. But annexation, agricultural growth, migration and the need to house a growing urban population were also central to the transformation. The evidence supports describing steamships as an important contributor, not as the force that single-handedly turned a village into a boomtown.
