Some workers are trafficking victims compelled to take part; their direct contact with a scam victim does not, by itself, show that they joined freely. Understanding the chain—from deceptive recruitment to coercion and forced fraud—helps distinguish the people operating a scam from those organizing and controlling it.
What is an online scam compound?
An online scam compound is a site where criminal networks organize internet or telephone fraud. Reports from the UN Office of the High Commissioner for Human Rights (OHCHR), the UN Office on Drugs and Crime (UNODC), and the U.S. Department of State describe compounds in Southeast Asia where some people are held or controlled and compelled to carry out online criminality.
The term does not establish the circumstances of every person at every site. People working in a compound may have different roles and experiences; it would be inaccurate to assume that every worker is trafficked, or that every person involved in fraud has the same degree of choice. The specific concern documented in these reports is that criminal networks recruit some people under false pretenses and then use coercion to make them commit fraud.
The structure creates two layers of harm. Targets are deceived and may lose money, while the person communicating with them may also be under threat or confinement. Treating those harms as mutually exclusive obscures how the operation works and who controls it.

How do scam compounds recruit workers?
The job offer
Recruitment may begin with an online advertisement promising a legitimate, skilled, or unusually well-paid job. Reported roles include information technology, human resources, translation, and interpretation. UN regional reporting describes fraudulent listings on social media and messaging platforms, sometimes followed by online interviews. Recruitment can also involve agencies or acquaintances, so a convincing personal introduction does not prove that an offer is safe.
The deceptive offer is central to the pipeline: a person may agree to travel for what they believe is ordinary employment, not knowingly accept a role in fraud. The Cambodia country report describes false, high-paying job offers. That account is country-specific; it should not be taken to mean every recruited worker or every destination follows the same pattern.
Travel and onward movement
After recruitment, some people travel across borders. The UN regional migration report describes recruits traveling on tourist visas and then being moved onward to compounds. The Cambodia report notes movement by air, land, or sea. Routes vary: some people may travel directly to a destination, while others pass through another country.
Thailand has been described in U.S. State Department reporting as a transit country, including cases in which people recruited for jobs there were transported onward to neighboring countries. This is a reported route, not a rule for all cases. Country lists and routes reflect reporting at particular times; they are not a complete or permanent map of the networks.
What happens after someone reaches a compound?
Reports describe control methods that can make leaving or refusing work difficult or dangerous. These include guarded or restricted movement, isolation, confiscation of identity documents or phones, threats, physical abuse, arbitrary fines, and debts imposed or manipulated by those controlling the worker. The reported details vary by account and country; no single list describes every compound.

Debt can be used alongside physical restrictions. A person may be told to repay recruitment costs or other charges, or be required to meet a sales quota. The 2024 U.S. State Department Cambodia report describes people who could not meet quotas or repay debts being resold to other criminal networks. That detail is reported in the Cambodia context, rather than as a claim about every operation across the region.
These methods matter because apparent participation is not the same as meaningful consent. A worker may be the person typing, speaking, or making a pitch, while another person or network controls the worker’s movement, communications, and consequences for refusal. The available reports document coercion; they do not establish that every worker experiences every form of control.
What kinds of scams are workers forced to carry out?
Reported forced work includes romance fraud, cryptocurrency investment scams, illegal gambling, and telephone scams. The method depends on the operation. Some scams rely on sustained online contact, while others involve direct solicitation or calls.

Romance and investment fraud
In a romance-investment scam, a worker may be required to build a relationship with a target and then persuade that person to transfer money, often under the pretext of an investment opportunity. The relationship can appear personal to the target, but the worker may be following instructions as part of a criminal operation. That does not lessen the target’s financial or emotional harm. It does mean that the person delivering the deception may also be subject to trafficking and coercion.
Other reported fraud
Reports also identify cryptocurrency investment schemes, illegal gambling, and telephone scams as forms of compelled work. The sources do not provide a reliable ranking of these activities or establish that each type is present at every compound. The useful distinction is between the scam a target encounters and the larger system that recruits, directs, and may coerce the person carrying it out.

Where have scam compounds been reported?
OHCHR and UNODC describe online scam operations as a regional trend in Southeast Asia. A 2024 U.S. State Department report on Thailand names operations in Burma/Myanmar, Cambodia, Laos, Malaysia, and the Philippines, and describes Thailand’s transit role. These are documented examples at the time of reporting, not an exhaustive list of locations or a statement that every named country has the same pattern or scale.
Locations and routes can change. OHCHR’s account discusses operations that shift or relocate, so a country named in a report should not be treated as a fixed address for a network. Nor do the selected reports support ranking countries by prevalence, victimization, or enforcement performance.

A 2024 U.S. Department of State report relays an NGO estimate that as many as 100,000 workers were exploited in forced labor in compounds in Cambodia. The report says the estimate was likely conservative. This is an attributed estimate—not a census or an independently verified count—and it concerns Cambodia, not Southeast Asia as a whole.
In an OHCHR Regional Office for South-East Asia briefing dated 28 August 2023, the office said that “hundreds of thousands of people from across the region and beyond have been forcibly engaged in online criminality”. The statement describes the situation “at the time of writing” in 2023; it is not a count for 2026. It should not be combined with the Cambodia estimate to produce a regional total.
The regional reports establish a serious cross-border problem, but the sources cited here do not establish a comparable, reliable total for all of Southeast Asia. Estimates from different places, years, and methods cannot safely be added together as though they measured the same population.

Are people in scam centers trafficking victims or criminals?
Those categories can overlap. A person may have directly participated in fraud and still have been trafficked and compelled to do so. Evidence of involvement in a scam, on its own, does not establish that the person had a free choice to take part. Conversely, the possibility of coercion does not erase the harm done to a target. A sound response has to recognize both.
The Asia-Pacific Migration Report describes a recurring identification problem: when authorities fail to recognize forced criminality as trafficking, people may be treated as criminals for acts resulting from their exploitation. The report also warns that punishment can interfere with recovery and access to protection. Screening for trafficking is therefore important when authorities encounter people leaving or being recovered from scam operations.
Recognizing a potential victim does not require ignoring the fraud or abandoning accountability. It means distinguishing the people who organize and profit from an operation from workers whose conduct may have been compelled, and investigating the circumstances before deciding how to respond. The reports emphasize identifying and protecting victims while pursuing those who control or enable the criminal operation.

A target cannot usually determine from a message alone whether the person behind it is acting freely. A polished pitch, an apparent romance, or repeated contact does not reveal who is directing the operation or what pressures the worker may face. Equally, the possibility that a worker is coerced does not make an investment pitch, request for money, or false identity genuine.
- Assess the communication as a potential scam based on its claims and requests, rather than trying to infer the sender’s freedom or status.
- Do not send money or sensitive information because of a relationship, promised return, or urgent demand that cannot be independently verified.
- Keep the distinction clear: the target may be harmed by fraud while the person carrying it out may also be exploited.
The central point is not that every person involved in online fraud is a victim. It is that some scam compounds use trafficking and coercion to supply the people who directly deceive targets. Responses that see only the immediate operator can miss the underlying abuse and the network directing it.

Frequently Asked Questions
How do scam compounds recruit workers?
Reports describe false online job advertisements for apparently legitimate, often skilled or high-paying work, including IT, human resources, translation, and interpretation. Recruitment may involve social media or messaging platforms, online interviews, agencies, or acquaintances. An offer may lead to cross-border travel, sometimes on a tourist visa, followed by onward movement; there is no single route followed by everyone.
Are people in scam centers trafficking victims?
Some workers are trafficking victims compelled to commit fraud, but the circumstances of every person at every site are not the same. A person’s direct participation in a scam does not, by itself, establish free choice. Reports describe confinement, threats, abuse, confiscated documents or phones, debts, and quotas as possible means of control.
What happens inside an online scam compound?
Reported conditions include guarded or restricted movement, isolation, threats, physical abuse, arbitrary fines, and imposed or manipulated debts. Some workers are required to meet sales quotas or repay recruitment costs. The types of fraud reported include romance schemes, cryptocurrency investment scams, illegal gambling, and telephone scams. Not every report describes every condition or scam type.
Where are scam compounds operating?
UN and U.S. State Department reporting documents operations in multiple Southeast Asian countries, including Burma/Myanmar, Cambodia, Laos, Malaysia, and the Philippines; Thailand is also described as a transit country. These are examples in reports from particular years, not a complete or permanent map. Locations and routes shift, and the selected evidence does not support ranking countries by prevalence.
The Bottom Line
Some online scam compounds rely on trafficking and coercion to make workers deceive targets. The person sending the message may be both an immediate participant in fraud and a victim of exploitation. Recognizing that distinction helps direct protection toward coerced workers and accountability toward the networks that control and profit from the operation.
