Did the dog’s crossing count as an official race result?
The reported fact is that the dog crossed the finish line during the heats. The available accounts do not say that it was an official competitor, that its crossing was recorded as a race result, or that it affected the athletes’ result. Crossing a line in the scene is not, by itself, evidence of how officials handled the race timing or classification.
