They describe digital terrestrial television (DTT)—how broadcasts reach homes—not HD channel availability or HD viewing across terrestrial, cable, satellite and broadband services. Those are different measures.
What “HDTV status” can mean
HDTV describes television delivered in high definition; it does not identify a single way of delivering it. A household may receive HD channels through an antenna, cable, satellite or an internet connection. A broadcast standard, meanwhile, specifies part of the system used to transmit and receive terrestrial television. Knowing which standard a country uses does not establish how many HD channels it offers or how many households watch them.
The available international figures chiefly describe DTT coverage, household reception and broadcast standards. They do not provide a harmonized comparison of HDTV adoption or HD channel availability across continents and platforms.
Europe’s position: DVB systems and changing DTT use
DVB-T and DVB-T2 are part of the terrestrial digital television systems used in Europe and many other parts of the world. DVB’s November 2023 deployment snapshot reports that DVB-T and/or DVB-T2 had been implemented or adopted in 147 countries. It says DTT services were on air in 82% of countries, representing 91.3% of the world’s population. These are global deployment and population-reach figures, not measures of HD service or viewing.

- Easy to Install: Plug the coaxial cable from your digital indoor HDTV antenna into the ANT/IN connector on the back of your TV, point the TV antenna toward your local TV tower and scan for channels. (Check "dtv gov maps" for available channels).
Within the EU, terrestrial reception remains relevant, but it is not the only way households watch television. A European Commission report published in 2026 cites estimates from the European Broadcasting Union (EBU) and Broadcast Networks Europe (BNE) that 40–42% of European TV households receive DTT on at least one set. The measure is household reception on at least one television, not the share of all viewing, and it does not specify HDTV reception.
EU household estimates show a decline in DTT households
The same Commission report estimates about 52.1 million EU households with DTT in 2015 and 34.9 million in 2024, an overall decline of approximately 33%. The figures indicate a change in terrestrial reception, not a fall in HDTV adoption: households may use other delivery platforms, and the estimates do not identify picture resolution.

How terrestrial systems differ by region
DVB’s global snapshot describes DVB solutions as used across much of the world, while identifying other regional patterns. The distinctions below compare terrestrial broadcast systems and selected transitions; they do not rank regions by HD quality, channel choice or household adoption.
| Region | Terrestrial system or transition described in the sources | What this does—and does not—show |
|---|---|---|
| Europe | DVB-T and DVB-T2 are used. Spain’s 2025 DTT plan sets out a DVB-T2 evolution path for UHD. | Shows a standards and transition direction, including a Spain-specific example; it is not a universal timetable for Europe or evidence of household HDTV adoption. |
| North America | DVB identifies ATSC as dominant. ATSC describes the US ATSC 3.0 rollout as voluntary and market-driven. | Describes the broadcast system and rollout approach, not HD availability or how many households use ATSC 3.0. |
| South America | DVB identifies ISDB-T as dominant. ATSC reports that Brazil adopted ATSC 3.0 technologies in 2025 as the basis for its DTV+ next-generation system. | Brazil’s adoption is a country-specific development; it does not make ATSC 3.0 the system used across South America. |
| Asia | DVB says China and Japan use systems developed domestically. ATSC reports that South Korea adopted ATSC 3.0 for UHD television in 2016 and launched 4K broadcasts in May 2017. | The Korean dates are historical deployment details reported by ATSC, not a current measure of UHD or HD household use across Asia. |
| Africa and Oceania | DVB says its solutions are used across much of the world. An ITU handbook map published in 2021 depicts 2016 status and shows DVB-T across much of Africa and Oceania. | The map represents dated status, not a current country-by-country inventory or a measure of HD services. |
Why these comparisons do not settle which continent has more HDTV
A sound comparison of consumer HDTV status would need comparable information on HD channel or service availability, delivery platforms, household access or reliance, receiver compatibility and transitions to newer standards. The cited material is useful mainly for DTT reception and terrestrial-system deployment. It does not supply harmonized worldwide figures for HD channels or household HDTV use across platforms. It therefore cannot establish which continent leads.

Even a shared broadcast-standard label would not make household experiences identical. Countries can differ in the services they broadcast, the share of households using an antenna, local transition schedules and the equipment needed to receive a signal. Digital terrestrial reach, DTT reception and HDTV adoption should not be treated as interchangeable statistics.

For over-the-air viewing, check compatibility with the broadcast system and services used in the country where the television will be installed. A DVB-T2 or ATSC label alone does not guarantee that a set supports every country’s tuner requirements, codecs, services or reception setup.

- Confirm the tuner standard required by the local terrestrial service, including the relevant broadcast generation.
- Check that the television supports the codecs and service features used by the channels you intend to receive.
- Verify reception requirements for your location and setup; a compatible tuner by itself does not ensure that an antenna signal is available.
- For a planned standards transition, consult the national broadcaster or regulator’s receiver guidance. Spain’s 2025 plan is a national example, not a Europe-wide rule.
