Film festivals usually make two separate decisions: programmers decide which eligible films enter the festival, then a jury, audience, or other designated body decides which selected films receive prizes. The rules and decision-makers vary by festival, section, and year. Cannes’ 2026 regulations, for example, assign Official Selection choices to the festival and prescribe awards for its feature competition; Sundance’s 2027 materials set category-specific eligibility and describe both jury and audience awards for World Cinema competition films.
How selection and prizes fit together
A festival’s program is not simply a list of award contenders. First, a film has to meet the relevant entry conditions and be chosen for a particular program or section. Only then can it be considered for prizes attached to that section or competition. Selection is a programming decision; an award is a later recognition decision with its own rules and decision-makers.
The distinction matters because being invited to a festival does not, by itself, mean a film is competing for every prize—or any prize. Some festivals have non-competitive screenings alongside competitions. Others have awards whose eligible films are drawn from more than one program. A filmmaker should therefore check both the rules for the submission category and the award’s eligibility, rather than treating “selected” and “in competition” as synonyms.
Published regulations can establish who has authority, what makes a film eligible, and which prizes a jury must award. They do not necessarily describe how artistic judgment is reached. The Cannes and Sundance examples below illustrate particular editions; they are not a universal festival formula.

Who chooses which films are screened?
At Cannes, the 2026 feature-film regulations give the Association Française du Festival International du Film sole discretion in choosing films for the Official Selection. The festival’s official submission information identifies its Selection Committee as responsible for the Official Selection and says it decides which section a chosen film may enter.
Cannes’ Official Selection includes Competition, Un Certain Regard, Cannes Première, special screenings, and opening and closing films. Those labels describe distinct places in the program; inclusion in the Official Selection does not automatically mean inclusion in the Competition. The committee’s authority to choose a film and place it in a section is separate from the jury’s authority to award competition prizes.
For Sundance’s 2027 cycle, the materials divide entries among categories including U.S. and international narrative or documentary features, shorts, and episodic work. Category descriptions and eligibility rules define what can be considered for a given slot. The cited World Cinema Dramatic Competition describes a selection of new films from emerging filmmakers, but that description should not be mistaken for a complete scoring rubric.
Public rules for these festivals establish eligibility gates and decision authority, not a shared points system, a fixed number of viewing rounds, or a standard deliberation method. They also do not establish a reliable formula for predicting which eligible film will be chosen. It is reasonable to distinguish the published administrative rules from the festival’s artistic judgment, without claiming to know private discussions or preferences that the rules do not disclose.

Eligibility comes before artistic selection
Eligibility is a threshold question: if an entry does not satisfy the conditions for its category and edition, it may not be considered there. Passing that threshold is not a guarantee of selection. Runtime, production origin, financing, release or screening history, and premiere status can all matter, but not necessarily in the same way at every festival.
Cannes feature-film conditions for 2026
Cannes’ 2026 preselection conditions for feature films included several restrictions. The film had to have been produced during the twelve months before the festival; distribution had to be limited to its country of origin; and it could not previously have been presented at an international motion-picture event. The rules also excluded films shown on the internet or released on DVD.
The feature category required a runtime longer than 60 minutes. Films between 15 and 60 minutes were not accepted in that feature category; that statement does not establish how every other Cannes category treats those runtimes. Applicants should use the rules for the precise category they intend to enter.
For the 2026 edition, the feature-film registration deadline was March 13, and the film or upload deadline was March 23. Those dates belong to that past cycle, not to a future submission period. Deadline dates, eligibility wording, and technical conditions can change by edition, so anyone preparing an entry should consult the applicable edition’s official rules rather than rely on historical dates.

Sundance categories and premiere status for 2027
Sundance’s 2027 submission rules make eligibility category-specific. Depending on the category, relevant distinctions include whether a project is U.S. or international, how it was financed, its runtime and format, and its premiere or prior-availability status. A requirement stated for one category should not be generalized to all Sundance entries.
For instance, the 2027 World Cinema Dramatic Competition calls for a world or international premiere under the stated category rules. The same materials describe accepted World Cinema competition films as eligible for jury prizes and an audience award. That combination shows why premiere conditions and prize eligibility need to be checked together for the exact category; it does not mean all Sundance categories have the same premiere requirement or award options.
Why premiere history can affect an entry
A premiere is the first qualifying public presentation of a film, but festivals may define qualifying presentations and geographic scope differently. The practical consequence is that a screening, online release, or other public availability before a festival may affect eligibility even when the film has not had a conventional commercial release. The Cannes 2026 feature conditions explicitly restrict earlier international-event presentations and internet or DVD availability. Sundance’s 2027 requirements vary by category, with a world or international premiere specified for the cited World Cinema Dramatic Competition.
Do not assume that a film’s premiere status is interchangeable across festivals. Nor should a filmmaker infer that every prior screening disqualifies a film everywhere: the relevant question is what the particular festival’s current category rules define and restrict. If a planned screening might affect eligibility, verify the rule before committing to that screening or submitting the film.

Submission materials, deadlines, and fees
Submission logistics are part of eligibility and review, not a shortcut to being selected. For applicable Cannes 2026 feature entries, the official materials listed a DCP or online upload route for preselection. Subtitle requirements depended on the film’s original language. A selected film also faced separate final-delivery requirements, distinct from the materials used for preselection.
Cannes listed different preselection fees for a mailed DCP, an uploaded DCP, and a video-file upload. The cited information establishes that fees varied by route, but does not provide amounts here; no single fee should be assumed for every entry. These are edition- and category-specific logistics, not general advice that a filmmaker needs to purchase DCP equipment. Sundance publishes separate submission rules for its own cycle, which should be read independently.
- Choose the exact festival edition and category. Start with the current official regulations, then identify the section or competition whose criteria match the film. Do not borrow a requirement from another category.
- Check every eligibility condition. Confirm runtime, production or financing origin, prior public availability, premiere status, and any other category-specific terms before paying or arranging screenings.
- Confirm submission dates and materials. Record both registration and film-delivery deadlines where the festival distinguishes them. Check the accepted preselection format and subtitle requirements for the film’s original language.
- Plan separately for final delivery. Preselection materials and final exhibition materials may not be the same. Review delivery instructions if invited, rather than assuming an upload used for consideration satisfies every later technical requirement.
Following these steps can prevent a category mismatch or a missed requirement. It does not improve a film’s artistic fit or guarantee an invitation. Submission fees and technical compliance buy neither selection nor an award.

Once a film is selected for an eligible competition, prizes follow that competition’s published structure. Cannes’ 2026 feature competition rules require the jury to award seven types of prize: Palme d’Or, Grand Prix, Best Director, Jury Prize, Best Screenplay, Best Actress, and Best Actor.

The Cannes rules generally limit a film to one of those awards. They permit only one tie, with the Palme d’Or exempt from that tie limit, and allow specified combinations with an acting award if the festival grants a dispensation. The practical point is that a film’s work can be recognized in more than one way only within the constraints of that edition’s rules; multiple wins should not be assumed.
Sundance’s cited World Cinema competition illustrates a different combination: jury prizes and an audience award can both be available to accepted films. A jury prize and an audience award represent different forms of recognition, but the existence of an audience award in that category does not imply that audiences vote on every prize at Sundance or at other festivals.
Some prizes span multiple sections
Cannes’ Caméra d’Or is an award, not a program section. The festival’s 2026 announcement says that debut films selected in specified Official Selection sections, as well as films in the independent Directors’ Fortnight and Semaine de la Critique selections, compete for the prize for best first film. This is a useful counterexample to the assumption that every prize is limited to one competition: the award’s own rules define its eligible pool.
What submission volume does—and does not—tell you
A Sundance Institute staff biography says a programming manager oversaw selection for nearly 14,000 film, episodic, and VR submissions annually. The cited passage does not state the year, so the figure should be understood as an undated annual figure reported in that biography, not as a verified count for the 2026 or 2027 festival.
Submission volume gives a sense of the scale of programming work, but it cannot be used to calculate an individual film’s odds without a matching count of available slots and comparable category-level data. It also says nothing about the artistic criteria or deliberations applied to a particular entry.
A practical way to evaluate a festival’s rules
When comparing opportunities, compare like with like: the edition, category, and kind of recognition. The following checklist helps separate firm conditions from assumptions.
- Selection authority: Identify who controls invitations and who assigns the section. A festival committee’s programming decision is not the same as a competition jury’s prize decision.
- Eligibility: Check runtime, origin or financing rules, premiere status, and prior exhibition or online availability for the specific category.
- Entry logistics: Verify current deadlines, submission format, subtitle expectations, fees, and any separate final-delivery instructions.
- Prize eligibility: Determine whether the film’s selected section qualifies for jury prizes, an audience award, an award spanning sections, or no competition prize.
- Edition date: Treat old dates and regulations as historical examples. Confirm current terms directly with the festival before acting.
This approach is more dependable than searching for a supposed universal recipe. The official rules can tell filmmakers whether a film is eligible and how it must be submitted. They cannot turn an uncertain programming judgment into a predictable outcome.
