Documentaries about refugees can avoid stereotypes and protect participants by treating safety, informed consent, and agency as part of the filmmaking—not as paperwork completed before filming. Explain the project and its risks in language each person understands, revisit consent as the film changes, and check whether footage, captions, or distribution could identify or endanger someone. At the same time, represent people as individuals with varied lives and choices, not as symbols or a single story.

Start with protection, not the interview

Before approaching someone, ask what could happen if their participation becomes known. Could filming or publication expose the person or relatives to retaliation, stigma, unwanted identification, or interference with a refugee claim? UNHCR Canada’s journalists’ checklist specifically raises the possibility that an interview could be used by government authorities in relation to a claim, and asks whether publication could endanger the person or family. Those questions belong at the start of editorial planning, not only after a participant expresses concern.

Risk depends on context. A name may be withheld while a face, voice, neighborhood, route, family relationship, or distinctive event still makes someone recognizable. A detail that appears harmless alone may become identifying when combined with others or circulated internationally online. Think through who might see the film, what they could infer, and whether those inferences could have consequences.

UNHCR’s December 2024 Ethical Communications Guidelines set out six principles: doing no harm; dignified representation; challenging stereotypes and avoiding bias; amplifying refugee voices; informed consent; and accountability. The principles cover editorial decisions, production, distribution, and storage. They offer a useful framework for documentary work, though they are not a substitute for jurisdiction-specific legal advice or a documentary-specific professional code.

Make consent informed, voluntary, and ongoing

A signed release is not the same as informed consent. UNHCR’s executive summary describes consent as a process involving ongoing dialogue. UNHCR calls informed consent “the keystone in ethical communications.” For a documentary, that means a participant should understand what is being recorded, why, how it may be edited and used, and what risks may follow from being identifiable.

Explain the project in plain language

Tell prospective participants who is making the film, what it is about, what kinds of images or conversations you hope to record, and who may see the finished work. Be candid about planned distribution, including online circulation and audiences in other countries. Explain the limits of privacy: a filmmaker cannot guarantee that a released film will remain within its first intended audience or that viewers will not share identifying material.

Check understanding rather than relying on a form, a translation, or a quick yes. Give the person time to ask questions and decide. Make clear that declining does not bring an adverse consequence from the filmmaker. Consent is voluntary only if the person can say no without pressure or an implied penalty.

Build in a conversation about disclosure before recording: does the participant want their name or face shown, and are there particular locations, family members, or details they do not want included? Do not treat a single answer as a substitute for explaining the project’s likely uses. The person needs enough information to weigh the choice, including that a film may circulate online and internationally, beyond the audience a filmmaker initially imagines.

Revisit consent when the project changes

A documentary evolves. New scenes, a different edit, a festival or broadcast release, promotional clips, or a change in distribution can alter what participation means. Return to the conversation when those changes affect the person’s exposure or the use of their material. Consent at the start should not be treated as blanket approval for every later editorial choice.

Separate permission to participate from the question of whether a particular detail is safe or necessary to publish. A participant’s agreement does not erase a foreseeable risk to them or their family. If a safety concern remains, reconsider the identifying detail, the editorial value of including it, and whether the material should be changed or withheld.

Build an identity and privacy plan

Ask each participant what they are comfortable disclosing: name, face, voice, location, family connections, and other details. Discuss anonymity as a practical protection choice, not a promise that changing a name makes someone unidentifiable. UNHCR’s journalists’ checklist and its multimedia guidance both emphasize consent, identification risks, and protection from disclosure that could put people at risk.

  • Names and captions: Check whether a name, place, role, or biographical detail could point to a person or relatives.
  • Images and sound: Consider whether a face, distinctive voice, clothing, home, or background reveals identity.
  • Context: Look for combinations of details—such as a route, a small community, a family relationship, and a date—that could identify someone even without a name.
  • Distribution: Consider where the film, stills, trailers, and social clips may travel, and who could access them.
  • Storage: Consider who can access raw footage and identifying records, and whether keeping them creates avoidable exposure.

Where appropriate, plan anonymization or identity changes before filming and apply them consistently in the edit and promotional materials. Do not imply that anonymity is absolute if other details may still reveal who the person is. UNHCR’s multimedia content-gathering page discusses protection, consent, and image use, but it was last updated on 5 March 2025 and is marked outdated and under revision; treat its operational details as provisional. See UNHCR’s multimedia content-gathering guidance for its stated scope and status.

Represent people as more than a category

A film can avoid stereotypes without obscuring the realities of displacement. The key is not to assume there is one typical refugee story. People have different histories, views, skills, relationships, interests, and choices. Give participants room to describe their own lives and what matters to them now, while preserving relevant context and factual accuracy.

Pay attention to the film’s framing, not just its spoken claims. A sequence of images can imply a story that the footage does not support. UNHCR Canada’s checklist offers a concrete example: imagery focused only on police interactions can reinforce an association between asylum and unlawful activity, even if the film advocates for asylum rights. Accurate captions and context matter because images shape the viewer’s understanding as strongly as narration does.

Use images that fit the story

Ask what an image communicates in context. Does it accurately show the person and situation being described, or does it invite a misleading association? Does the edit reduce someone to distress, danger, or helplessness? A dignified portrayal can include hardship without making suffering the person’s only defining feature. It can also show agency without suggesting that people must demonstrate exceptional resilience to deserve attention.

Refugee voices should be part of decisions about how their stories are told. That does not require surrendering editorial responsibility; it means taking participants seriously as partners in decisions affecting their representation and safety. Check that captions, voice-over, sequencing, and promotional material do not contradict what a person said or imply consent to disclose more than they agreed to share.

One useful editorial check is to compare the image, caption, and surrounding sequence with the account the film is presenting. A still or short clip may travel without the context of the full documentary, so review promotional material as carefully as the main cut. Accurate representation means more than avoiding a false sentence: the overall framing should not create an association or conclusion that the footage does not support.

Film interviews without demanding trauma

Do not make painful disclosure the price of participation. A person may choose not to discuss a traumatic event, may want to stop, or may not want to answer a particular question. Respect that boundary without pressing for graphic detail to make a scene more dramatic. UNHCR Canada’s checklist recommends considering psychological support when sensitive subjects arise; it does not presume that every refugee has the same experience or response.

  • Explain that the participant can decline a question or pause the conversation.
  • Offer privacy and breaks, especially when the subject matter becomes sensitive.
  • Ask permission before recording images and make sure the participant understands how footage may be used.
  • Know how to offer a route to psychosocial support if distress arises; do not imply that you are providing care if you are not qualified to do so.
  • Do not treat visible emotion or disclosure as proof that an interview is more truthful or valuable.

The Dart Centre Europe and UN Action’s 2022 practical guide to reporting on sexual violence in conflict offers trauma-aware suggestions for a specific reporting context. Apply those suggestions with care: the guide is not a basis for assuming that every refugee participant has experienced trauma or wants to discuss it.

Review the finished film, not just the filming plan

Ethical review continues into editing, storage, captions, and release. Reassess the actual cut rather than relying only on the intentions you had when filming began. A combination of dialogue, images, names, locations, and contextual details may reveal more than any single shot did on set. Promotional stills, trailers, metadata, and short clips can also expose information or remove context.

  1. Review every identifying detail. Watch for faces, voices, names, locations, family references, and combinations of facts that could identify the participant or relatives.
  2. Check the context of each image and caption. Confirm that visuals and text accurately reflect the story and do not create a misleading association.
  3. Compare the edit with what the participant agreed to share. Revisit consent where the film’s use, audience, or context has materially changed.
  4. Consider distribution and storage. Review the reach of the film and associated materials, as well as access to footage and identifying records.
  5. Resolve remaining safety concerns. If a risk cannot be addressed, reconsider the editorial necessity of the material and change or withhold it where appropriate.

These checks reflect UNHCR’s emphasis on accountability and on treating distribution and storage as part of ethical communications. The goal is not to promise a risk-free release, which a filmmaker cannot guarantee, but to identify avoidable exposure and make deliberate choices about what the film reveals.

Accountability also means treating review as a continuing editorial responsibility, not a box checked once the production team has a release form. If the edit, caption, still, or distribution plan changes, revisit the risk and the participant’s understanding of what is being shared. The relevant question is not simply whether permission was obtained, but whether the finished communication remains accurate, dignified, and as safe as it can reasonably be.

Use a clear test when editorial choices compete

When deciding whether to include a scene, name, image, or location, compare the options against five questions. This is a practical synthesis of UNHCR’s principles, not a formal scoring system:

  • Safety: Which option creates less risk of identifying or harming the participant or relatives?
  • Agency: Does the person understand and have a meaningful say in their participation and disclosure?
  • Accuracy: Does the edit preserve what was said and the context needed to understand it?
  • Dignity: Does the choice represent a person as an individual rather than reinforce a stereotype?
  • Reach: How might distribution and storage change who can see or use the material?

Safety and accuracy are not reasons to flatten a person’s story; nor does a compelling story justify exposing details without careful thought. A strong editorial decision is one that tells the truth with the least avoidable harm and preserves the participant’s dignity and agency.

Frequently Asked Questions

Is a signed release enough to establish informed consent?

Not by itself. Explain what will be recorded, how it may be edited and distributed, and the risks of being identifiable in language the participant understands. Treat consent as ongoing dialogue and revisit it when the project or distribution changes.

Can someone be identified if their name is removed?

Yes. A face, voice, location, family connection, route, or combination of contextual details may reveal identity even without a name. Review the whole film and its promotional materials, and plan anonymization where appropriate.

How can a documentary avoid reducing refugees to a stereotype?

Do not assume a single typical story. Give participants room to describe their own interests, skills, relationships, choices, and present lives, while preserving context and accuracy. Check that images, captions, and sequences do not imply unsupported associations.

Should filmmakers ask participants to describe traumatic experiences?

Do not press for painful or graphic detail. Let participants decline questions, pause, or stop; offer privacy and breaks, and know how to connect someone with psychosocial support if needed. Do not assume every person has the same experience or response.
