How do media companies sell advertising across TV and streaming? They sell placements alongside programming to brands or agencies buying on brands’ behalf. A deal may cover a scheduled TV spot, an ad in a streaming program, or inventory assembled across several platforms. Buyers weigh audience, placement, timing, targeting, measurement and brand suitability; the mechanics and terms vary by seller and campaign.

In the U.S. market, linear television commonly uses advance Upfront commitments and purchases closer to airtime called scatter. Streaming can be sold directly or through programmatic bidding. Cross-platform packages combine inventory, while measurement helps buyers evaluate who was reached across viewing environments.

What is being sold?

A media company sells opportunities to show an advertisement in or around its content. The underlying product is advertising inventory: a place for an ad, associated with a particular program, service, time, format or audience opportunity. A brand may buy directly, or an advertising agency may negotiate and place the buy on the brand’s behalf.

The seller’s offer is not just a number of spots. It can specify where and when an ad may appear, the audience the campaign is intended to reach, the way delivery will be measured, and any verification or suitability requirements. A TV schedule can identify a network, program or daypart; a streaming offer can identify a service, ad-supported tier, format or position within a break. Not every deal specifies every item, and the reviewed sources do not establish a universal rate card, standard contract, commission or agency fee.

Linear TV and streaming have different ways of presenting and filling ad opportunities. The distinction matters to a buyer because the inventory, transaction timing, targeting options and evidence of delivery may differ. A package can also span more than one environment rather than asking the advertiser to choose only one.

How are linear TV ads sold?

Upfront commitments are made in advance

In the U.S. sources reviewed, the Upfront is a spring period when networks and other distributors present upcoming programming. Buyers may commit six to twelve months before ads air. That timing lets sellers secure funding ahead of the season and gives buyers the chance to pursue placements in desired time slots before the schedule is underway.

An advance commitment can be useful when a buyer wants planned access to particular programming or time periods. The exact inventory, placement guarantees and negotiation terms depend on the transaction and seller. The Upfront label describes a buying period and route to market; it does not by itself define one uniform guarantee or contract.

Scatter buys are closer to airtime

Scatter, which Nielsen’s explainer also calls remnant, refers to purchases made nearer to airtime during the year. It offers buyers a later opportunity to seek placements rather than making all commitments far in advance. Availability and terms are transaction-specific, so a buyer should confirm precisely which spots are on offer and what delivery commitments apply.

Nielsen’s 2024 explainer estimated U.S. Upfront transactions at around $20 billion for primetime broadcast and cable, with about the same amount for other dayparts and connected TV (CTV). It estimated another $20–30 billion for scatter. These are Nielsen’s 2024 market estimates, not a 2026 total, a universal budget benchmark or a price for an individual campaign.

How does streaming advertising get bought?

Direct arrangements and programmatic bidding

Streaming services sell opportunities within ad-supported programming. Some are arranged directly between a seller and a buyer. Others can be offered through programmatic systems, in which buying platforms submit bids for available ad impressions or for slots grouped into an ad pod, such as a commercial break.

IAB Tech Lab’s CTV guide illustrates a break-level opportunity: a streaming platform signals that a full commercial break is open, and buyers submit bids to fill the slots in that break. OpenRTB 2.6 podded bidding is one way to convey the available slots. This is an example of how a transaction can work, not a claim that every streaming service, seller or programmatic deal uses this mechanism.

Programmatic does not mean the buyer has no control over the campaign. Buyers still need to understand what inventory is eligible, how the audience is defined, what targeting is available and what delivery or verification conditions apply. The specific options depend on the seller and transaction. The guide covers targeting, measurement and verification, interactivity, ad fraud and brand suitability as parts of the CTV transaction environment.

Transparency tools help identify the supply chain

Streaming inventory may pass through publishers and intermediaries before an ad reaches a viewer. The standards guide describes several tools that help buyers inspect this chain:

  • ads.txt and app-ads.txt: publisher mechanisms for identifying which sellers are authorized to sell their inventory.
  • sellers.json and the SupplyChain Object: mechanisms that help buyers discover sellers and intermediaries involved in a transaction.

These tools improve visibility into authorization and the path through the supply chain. They are not guarantees that every impression is legitimate, that every seller is risk-free or that an ad will meet a buyer’s suitability requirements. Buyers still need to set and check their campaign’s verification, fraud-control and suitability expectations.

What does a cross-platform package include?

A media company can offer advertising across linear television, streaming and digital properties. A package may help a brand seek audiences in more than one viewing environment, rather than relying on one schedule or service. TV and digital audiences and viewing habits differ, which is one reason advertisers may want cross-media information for both planning and measurement.

The precise combination is seller-specific. Warner Bros. Discovery US Advertising Sales, for example, says it creates brand partnerships across linear, streaming and digital channels. In September 2025, Nielsen announced a measurement deal with WBD covering all of the company’s linear and streaming platforms and described continued use of Big Data + Panel as Upfront currency. This is one company’s arrangement; it should not be treated as the standard package or measurement setup for every media seller.

  • Compact without compromises: Our sleek design won’t block neighboring HDMI ports, so you can switch from streaming to gaming with ease. Plus, it’s designed to stay hidden behind your TV, keeping wires neatly out of sight

A cross-platform label alone does not tell a buyer how much inventory is included, whether placements are guaranteed, or how reach will be counted. Ask for the channels and properties in the package, the audience definitions, the method used to measure delivery and reach, and how duplicate viewers across platforms will be handled. Those details determine what the package can demonstrate.

Why audience measurement matters

Advertisers are buying the opportunity to reach people, not simply a list of platforms. Audience evidence helps a buyer decide whether an offer reaches the intended group and whether a second channel adds viewers beyond those already reached elsewhere. Measurement also helps evaluate whether delivered advertising matched the agreement.

Nielsen’s March 12, 2026 release reported that adults ages 18–49 spent 63.8% of their TV time with ad-supported TV. Within that age group’s ad-supported TV viewing time, streaming accounted for 66.7%. The release also said 81.1% of this group’s streaming viewing occurred on ad-supported tiers of the listed platforms, while linear accounted for 33.4% of their ad-supported TV time. These measures describe adults ages 18–49 and the release’s measurement period; they are not shares for all viewers.

The same March 2026 release reported that ad-supported viewing represented 74.2% of overall TV viewing in Q4 2025, the highest point during 2025. It said the share was up 9% from Q3 2025 while total TV viewing rose 7%. The 74.2% figure is a Q4 2025 measurement cited in a March 2026 release, not a real-time figure for October 2026 or a forecast.

These figures describe viewing patterns, not campaign results or guaranteed inventory delivery. They can provide context for planning, but a buyer should use audience definitions and measurement applicable to the particular seller, campaign and reporting period. Nielsen’s 2025–2026 planning overview emphasizes the convergence of TV and digital and the need for cross-media data in audience strategy and measurement; it does not establish that every seller uses one common currency or method.

How buyers can compare advertising offers

When evaluating alternatives, compare the offer’s actual contents and commitments rather than relying only on its channel label or headline reach. A useful review covers these dimensions:

  • Audience and incremental reach: Who is the intended audience, how is it defined, and does the inventory add viewers beyond other campaign placements?
  • Inventory and placement: Which network, program, daypart, live event, streaming service, ad tier, format or pod position is included? Identify any placement left unspecified.
  • Timing and buying route: Is the commitment an advance Upfront buy, a scatter purchase nearer airing, a direct streaming agreement or a programmatic bid? When can inventory be confirmed?
  • Targeting and data: What audience targeting is available, what data does it rely on, and can the parties interpret the audience definition consistently?
  • Measurement and verification: How will delivery, reach and cross-platform duplication be measured? Which methods or currencies does the seller accept, and what verification is included?
  • Suitability and fraud controls: What content or placement restrictions apply? How are authorized sellers, ad fraud and brand suitability addressed?
  • Commitments and terms: What delivery is promised, what happens if it is not delivered, and which inventory or reporting details are part of the agreement? The reviewed sources do not provide universal answers; confirm the terms with the seller.

The first five items are linked: a broad audience definition may produce a different reach estimate from a narrow one, and a cross-platform total may include people who saw ads in more than one environment. Ask how the seller defines and reports the audience before comparing totals across offers. Programmatic opportunities add the practical question of how the eligible impression or pod is represented and how the bid maps to a particular slot.

There is no source-supported basis for assuming that one buying route is always cheaper, reaches more people or performs better. Upfront timing, scatter availability, direct streaming offers and programmatic bids address different buying circumstances. A sound comparison uses the same audience goal and asks each seller for the placement, delivery and measurement details needed to judge its offer.

Which buying route fits the campaign?

Route When the buyer commits What it is useful to assess
Linear Upfront Six to twelve months before airing may be possible in the U.S. context described by Nielsen. Desired programming or time slots, inventory, guarantees and the terms of the advance commitment.
Linear scatter Nearer to airtime during the year. Available placements, schedule fit and transaction-specific delivery commitments.
Direct streaming Arranged directly; the timing is not specified as a universal rule in the reviewed sources. Service, ad tier, format, audience targeting, delivery and measurement terms.
Programmatic CTV Bids can be submitted for an available impression or ad pod; timing depends on the transaction. Eligible inventory, slot or pod details, targeting, verification, suitability and supply-chain transparency.
Cross-platform package Depends on seller and agreement. Included properties, audience overlap, incremental reach and cross-media measurement.

The table is a decision aid, not a ranking. Routes can coexist in one campaign, and a package may mix them. The best fit depends on when the buyer needs to commit, which audience and placements matter, and what delivery evidence the parties can agree to use.

What to ask before signing

  1. Request an inventory description. Get the included networks, programs, services, dayparts, formats and pod positions in writing where applicable. Distinguish confirmed placements from broad access to inventory.
  2. Clarify audience definitions. Ask how the target group is constructed, what data supports targeting and whether reported audiences can be compared across linear and streaming.
  3. Define delivery and measurement. Confirm which measurement method or currency will be used, how impressions or audience reach are reported, and how cross-platform duplication is treated.
  4. Confirm quality controls. Establish suitability restrictions, verification expectations, fraud controls and, for programmatic supply, how authorized sellers and intermediaries can be identified.
  5. Read the transaction terms. Confirm the commitments, timing, inventory availability and remedies or adjustments that apply if delivery differs from the agreement. These are negotiated matters, not terms established universally by the buying-route label.

What the market figures do—and do not—show

Nielsen’s 2024 estimates indicate that the U.S. TV advertising market has sizable advance and nearer-to-air buying routes, but they should not be used as present-day market totals or as a forecast for a particular seller. Nielsen’s March 2026 audience release shows substantial ad-supported viewing for specified populations and periods, but viewing share is not the same thing as inventory volume, price or campaign effectiveness.

The available sources describe industry practices, a standards framework and examples of company arrangements. They do not establish universal pricing, standard agency compensation, private deal terms, a complete comparison of all selling platforms or independently verified performance for any particular campaign. For a buyer, the reliable basis for a decision is the seller’s concrete inventory proposal and the measurement, verification and delivery terms attached to it.
