The decimal numeral 70.5 and the base-60 transcription 1,10;30 represent the same value. The writing changes; the quantity does not. That distinction is the key to understanding numeral systems: a number is a value, while a numeral is a way of writing that value. In positional systems, each digit’s contribution depends on both its symbol and its place—and the base determines what each place is worth.

What changes when the same number is written differently?

Think of the decimal numeral 12345. It is not one indivisible mark whose meaning must be memorized. In ordinary decimal notation, its digits stand in places worth powers of ten:

12345 = 1×10⁴ + 2×10³ + 3×10² + 4×10¹ + 5×10⁰.

The digit 1 contributes ten thousand because it is in the ten-thousands place; the same digit in the tens place would contribute ten. A written digit therefore does not carry its full value by itself. Its contribution comes from the digit together with its position.

Change the notation, and the place values or symbols may change while the quantity represented stays fixed. A useful analogy is expressing a distance in different units: the written measurement changes, but not the distance. Numerals are not the numbers themselves; they are systems for expressing numbers.

How does a base determine place value?

A positional numeral system uses a base to determine the progression of place values. In base ten, each place is ten times the place to its right: ones, tens, hundreds, thousands, and so on. These are powers of ten, beginning with 10⁰ = 1.

In base sixty, each place is sixty times the place to its right. Its places represent powers of sixty: 60⁰, 60¹, 60², and continuing in that pattern. This is why the same position does not mean the same quantity in decimal and base 60. A place’s worth is set by the base, not simply by how far left it appears on the page.

To interpret a positional numeral, identify its base, identify the place of each digit, multiply each digit’s value by that place’s worth, and add the contributions. That procedure is the same in both systems; the place values differ.

Decimal example: 12345

In decimal, the five positions from left to right are 10⁴, 10³, 10², 10¹, and 10⁰. Multiplying each digit by its place value and adding gives 10,000 + 2,000 + 300 + 40 + 5, or 12,345. The familiar string of digits is compact shorthand for that sum.

Base-60 example: 1,10;30

The Open University gives the modern transcription 1,10;30 as a base-60 example. In this transcription, commas separate base-60 places and the semicolon marks the fractional part. Read the places as 1 sixty, 10 units, and 30 sixtieths:

1,10;30 (base 60) = 1×60¹ + 10×60⁰ + 30×60⁻¹

= 60 + 10 + 30/60 = 70.5 (decimal).

The calculation makes the equivalence explicit: one place contributes 60, the next contributes 10, and the fractional place contributes one-half. Added together, those contributions equal 70.5 in decimal notation. The commas and semicolon are part of a modern way of writing the value for readers; they should not be mistaken for a claim that the ancient written marks looked like modern digits and punctuation.

How to convert a base-60 numeral to decimal

For a positional numeral, conversion is an expansion into place-value terms. For 1,10;30, the base is 60, so the position immediately left of the units place is worth 60, and the fractional position immediately right of it is worth 1/60. Follow these steps:

  1. Read the transcription convention. Here, commas separate whole-number places, and the semicolon separates the fractional part.
  2. Assign each place its power of 60. The 1 is in the 60¹ place, the 10 is in the 60⁰ place, and the 30 is in the 60⁻¹ place.
  3. Multiply each place value by its numeral value. This gives 1×60, 10×1, and 30×(1/60).
  4. Add the results. The terms are 60, 10, and 0.5, totaling 70.5.
  5. Label the result in the destination notation. The final value is 70.5 in decimal notation.

The place-value method is more reliable than trying to match the written groups to familiar decimal digits one by one. A group such as 10 in the transcription is the value within one base-60 place; it does not mean “ten times ten” or “one followed by a zero” in the decimal sense.

Why does a base-60 place contain values like 10?

Base-60 positional notation needs a way to express values within each place, from 1 through 59. The Babylonian system described by the sources did not rely on a separate unique written sign for every one of those values. Instead, values within a place were represented by combinations of two basic signs.

That distinction separates two levels of the notation. The base determines how much a place is worth; the signs or sign combinations express a value within that place. A written group standing for 10 in one place contributes 10 times that place’s worth. If that place is worth 60, the contribution is 600; if it is the units place, the contribution is 10.

Modern transcriptions make positional reasoning accessible by presenting the groups in a consistent sequence. But they are explanatory notation, not facsimiles of ancient writing. When reading a transcription, use its stated conventions rather than assuming that modern commas, semicolons, or familiar-looking digits reproduce the original marks.

What does zero do in a positional numeral?

Zero can mean the number zero, but it can also serve a different job: marking an empty place in a positional numeral. These roles are related, but they are not interchangeable. A number system can use a sign to indicate an empty position without having a fully equivalent modern convention for writing zero in every context.

The distinction matters because position carries information. In a modern decimal numeral, a zero can show that a place is empty while keeping the other digits aligned with their intended powers of ten. Without a placeholder, a written sequence may not make the intended scale clear. As OpenStax notes in its discussion of early numeral systems, missing placeholders can create practical ambiguity.

OpenLearn reports that later Babylonian texts used a sign for empty places, but not at the end of a numeral. That limitation meant the marker did not settle every question about a numeral’s absolute magnitude: context could still be needed to determine its scale. It is more accurate to describe this as a limited empty-place marker than to assume it worked in every way like the modern positional zero.

This is a general reading lesson: do not infer a system’s treatment of zero just from the fact that its notation is positional. Ask whether the source describes zero as a number, as a placeholder, or both—and whether the placeholder was used consistently in the positions that affect interpretation.

How are Roman numerals different?

Roman numerals provide a useful contrast because they are not read as a sequence of digits occupying fixed powers of a base. OpenStax introduces Roman notation as an additive system: symbols contribute values that are combined according to the notation’s conventions, rather than taking their value from decimal-style place positions.

For example, XIV is conventionally read as X (10) followed by IV (4), giving 14. The pair IV uses the subtractive convention: I before V indicates one less than five. That convention affects how the symbols are read, but it does not turn the sequence into a positional base system. X does not mean “ten times the value of the place it occupies” as a decimal digit would.

So the comparison is not simply “different symbols for the same digits.” Decimal and Babylonian sexagesimal notation are positional systems with different bases. Roman notation follows a different structure. Each can express quantities, but the rules for interpreting their written forms are not the same.

How to tell whether a numeral system is positional

When you encounter an unfamiliar notation, check how it encodes both symbol values and position. A few questions help distinguish a positional system from an additive one:

  • Does a symbol’s contribution depend on where it appears? In positional notation, the answer is yes.
  • Does the system have a base that determines place values? Decimal uses powers of ten; Babylonian sexagesimal uses powers of sixty.
  • Does the notation need a way to mark an empty place? If so, find out how the system handles that placeholder and whether the convention is complete.
  • Are symbols combined according to a different rule? Roman numerals, for example, use additive conventions with conventional subtractive pairs such as IV rather than decimal-style place values.

These questions prevent a common mistake: treating every written numeral as though it were just a decimal number dressed in different symbols. A conversion requires the rules of the particular system, not merely a symbol-by-symbol substitution.

What stays the same—and what changes?

When the representation changes, the number’s value stays the same. What changes is the notation used to express it: the base and place-value progression in a positional system, the way values within a place are written, the conventions for empty places, or the structural rules used to combine symbols.

The equality 1,10;30 (base 60) = 70.5 (decimal) captures the central idea. Once each base-60 place is interpreted and its contribution added, the result is the same value expressed in decimal. The conversion is not a change in quantity; it is a translation between rules for writing numbers.
