The Chinese Communist Revolution succeeded because the Chinese Communist Party (CCP) adapted after its 1927 rupture with the Nationalists, built rural organizations and armed forces, and gained political opportunities during the war against Japan. When full-scale civil war resumed after 1945, those advantages met a Nationalist government weakened by fiscal and administrative crises, declining legitimacy, and costly military choices. No single factor explains the Communist victory, and it was not inevitable from the beginning.
What counts as the Chinese Communist Revolution?
The term usually describes the longer struggle from the founding of the CCP in 1921 to the proclamation of the People’s Republic of China (PRC) on October 1, 1949. It includes political organizing, shifting alliances, resistance to Japan, and successive phases of armed conflict. The postwar civil war became a full-scale contest in 1946, but the conditions that shaped its outcome had developed over decades.
The 1949 proclamation marked the establishment of the PRC on the mainland, not the end of every conflict or the completion of political consolidation. Chiang Kai-shek and Nationalist forces retreated to Taiwan to regroup. The State Department’s historical account describes the preceding conflict as intermittent since the 1920s, followed by the costly full-scale war after World War II.
How did the revolution develop from 1921 to 1945?
From the 1911 revolution to a new Communist party
The Xinhai Revolution of 1911 ended imperial rule but did not create a stable, unified political order. The CCP’s 2021 historical resolution interprets the period through the party’s framework of China’s “semi-colonial and semi-feudal” conditions; that is an official party analysis, not a neutral description accepted in every historical account.

Marxism-Leninism spread in China after the Russian Revolution and the May Fourth Movement. The CCP was founded in July 1921 in Shanghai. At first, it worked in alliance with the Kuomintang (KMT), or Nationalists, during the Northern Expedition of 1926–27, a campaign against regional warlords.
The 1927 break redirected Communist strategy
The alliance collapsed in 1927, when Nationalists purged and killed Communists and other revolutionaries. The defeat of Communist networks in cities, along with failed uprisings and the disparity in military strength, made a strategy of taking major cities first increasingly untenable.
The CCP instead built rural bases, organized armed resistance, and pursued agrarian revolution. The 2021 CPC resolution calls the shift “a new starting point of decisive importance in the Chinese revolution.” That wording expresses the party’s retrospective interpretation. The underlying strategic change is central to understanding how the CCP survived the rupture and developed a base beyond the urban organizations that had been vulnerable to the 1927 purge.
The Long March and the Zunyi meeting
In 1934, the Red Army was forced to leave the Central Revolutionary Base after defeat in the fifth encirclement campaign. Its retreat, later known as the Long March, continued into 1935 and was a costly effort to survive rather than a straightforward triumph. At the Zunyi meeting in January 1935, Mao Zedong was confirmed as de facto leader of the Central Committee and Red Army, according to the official CPC resolution.

The episode mattered politically because it helped shape leadership within the party and preserved a Communist force capable of continuing the struggle. It should not be treated as proof that victory in 1949 was already assured: the party still had to rebuild, compete for influence, and face a much larger national crisis.
The war against Japan changed the contest
Japan’s invasion made national resistance the central issue of Chinese politics. The CCP and KMT entered a second united front, but their cooperation was uneasy and short-lived. The KMT continued to devote resources to containing its rival even as both parties confronted Japan.
The U.S. State Department’s historical overview says the CCP expanded its influence in rural society during the war, while the KMT spent resources on the internal contest. It also credits resistance to Japan and early land reform with helping the CCP gain support. The official CPC resolution presents the party and its armed forces as important participants in the anti-Japanese united front. These accounts do not support the claim that the CCP alone fought Japan: the Nationalists also fought the invasion and bore heavy burdens. The political consequence was that wartime resistance gave the CCP opportunities to organize, while the two parties’ competing priorities shaped their postwar positions.
Why did the Communists win the postwar civil war?
Rural organization turned presence into political strength
Rural base areas gave the CCP places to organize, recruit, and connect political programs with local communities. The official party account describes building multiple bases, mobilizing people, and redistributing land in places including the Jinggang Mountains. The State Department account likewise identifies early land reform and resistance to Japan as contributors to Communist support.

These policies helped the CCP develop rural constituencies and organization, but they did not mean that all peasants supported the party or that land reform by itself decided the war. Support varied by place and circumstance. The more careful conclusion is that rural organizing made the party more resilient and gave it a social and political foundation that could complement its military effort.
Nationalist authority weakened under war and economic strain
The Nationalist government’s weaknesses were both political and structural. The State Department account cites corruption and the undemocratic suppression of dissent in Nationalist-controlled areas as vulnerabilities. These issues undermined the government’s standing as the war and the postwar crisis continued.
Historian Felix Boecking offers a focused fiscal explanation in a peer-reviewed 2011 study. Japan’s invasion and territorial losses damaged the Nationalists’ revenue base and forced changes in taxation and administration. Boecking reports that by early 1939 the Nationalists had lost control of ports that had produced 80 per cent of Customs revenue. He also notes that Customs receipts had represented more than 40 per cent of annual central-government revenue during 1928–37. The figures describe different periods: the former concerns the ports lost by early 1939; the latter gives Customs’ share of central revenue in 1928–37.
Boecking argues that revenue loss, deficit financing, hyperinflation, and administrative upheaval helped facilitate the disintegration of the Nationalist state, creating one precondition for Communist victory. This is a structural explanation, not a complete account of the war. It helps explain why battlefield setbacks became so damaging, but it does not replace the political, organizational, and military factors in the outcome.

The military balance shifted rather than being settled from the outset
The CCP’s military organization, morale, and access to weapons captured from Japanese stocks in Manchuria helped it contest the postwar war, according to the State Department overview. These advantages interacted with the Nationalists’ state and legitimacy problems; they did not make victory automatic.
Historian Diana Lary’s account is a useful corrective to hindsight. In the summer of 1947, the KMT still controlled most of China and had larger armies than the CCP. By the second half of 1948, however, Lary describes the Nationalists as losing initiative and confidence. Her account identifies Chiang Kai-shek’s costly concentration of forces in the north and food scarcity in major cities, including Nanjing and Shanghai, among the pressures confronting the Nationalists. In a radio broadcast on December 25, 1947, Chiang described the country’s suffering: “We have suffered inestimable losses due to war and internal rebellion.”
This change in relative position matters: the outcome emerged through campaigns and a deepening crisis, not from an unbroken Communist advance or an inevitable collapse visible from the revolution’s start.

Negotiations failed, then fighting escalated
After Japan’s defeat in 1945, Chiang Kai-shek and Mao Zedong negotiated but failed to form a coalition government. By 1946, the two sides were fighting an all-out civil war, according to the State Department historical account. The breakdown left competing claims to national authority to be settled primarily through armed conflict.

Late-1948 campaigns led to Nationalist defeat on the mainland
The official CPC resolution identifies the Liaoshen, Huai-Hai, and Beiping–Tianjin campaigns among the major operations leading to Communist victory. Those campaigns belong to the late-war shift in initiative described by Lary: the Nationalists’ military scale had not prevented their position from deteriorating as strategic decisions and broader political and economic weaknesses converged.
On October 1, 1949, Mao proclaimed the PRC after a series of Communist military victories. Chiang and Nationalist forces retreated to Taiwan. The date is the proclamation of the new state, not a claim that conflict and political consolidation ended everywhere that day.
How should the causes be weighed?
The strongest explanation is cumulative. The 1927 rupture pushed the CCP to change its strategy; rural organization gave it a durable base; wartime resistance created political opportunities; and the Nationalist government entered the postwar struggle with serious fiscal, administrative, and legitimacy problems. Communist military organization and late-war momentum then converted those conditions into victory.
Different sources illuminate different parts of that explanation. The 2021 CPC resolution is valuable for the party’s official chronology and self-understanding, but its interpretation is an institutional political narrative. The U.S. State Department’s historical page is a retrospective government account; the series is retired. Boecking’s peer-reviewed study concentrates on the fiscal and administrative weakening of the Nationalist state. Lary’s social history draws on biographies, memoirs, illustrations, and oral histories to illuminate the 1945–49 civil war and the changing circumstances of the people and armies involved.

These perspectives can be read together without treating any one as a complete explanation. The party resolution foregrounds Communist strategy and organization; the State Department account summarizes political and military developments; Boecking analyzes state capacity; and Lary emphasizes the lived and changing character of the civil war. Their combined picture is of a contingent victory produced by interacting causes—not simply a popular mandate, a single battlefield decision, or one leader’s strategy.

Diana Lary’s China’s Civil War: A Social History, 1945–1949 (Cambridge University Press, 2015) focuses on the postwar conflict rather than the full 1921–49 revolutionary timeline. Cambridge describes it as drawing on biographies, memoirs, illustrations, and oral histories, making it a useful route into the social experience of the war alongside accounts centered on diplomacy, institutions, or military campaigns.
