Cambodia’s National Bank of Cambodia (NBC) supervises microfinance institutions, but not every microfinance lender may accept public deposits. NBC lists deposit-taking and non-deposit-taking institutions separately; taking deposits requires a separate NBC license under the cited regulation. For borrowers, the institution’s category and the terms of the particular loan contract are more useful checks than the label “microfinance” alone.
Who regulates microfinance institutions in Cambodia?
The National Bank of Cambodia is the regulator relevant to licensed and registered microfinance institutions. Its supervisory directory separates microfinance deposit-taking institutions (MDIs) from microfinance non-deposit-taking institutions (MFIs). The directory page showed an update date of 30 April 2026 when checked; use it to verify an institution’s listed category rather than assuming that every lender has the same permissions. NBC’s directory of representative offices and regulated entities provides the current category listings.
This is a useful starting point, not a shortcut for assessing a particular loan or deposit. A directory category tells you how NBC lists an institution; it does not tell you whether a particular loan is suitable, what its repayment terms are, or whether a specific deposit product is covered by an authorization. For those questions, check the institution’s product documents and the relevant permission separately. The distinction helps avoid treating a broad label as a complete description of an institution’s activities.
Cambodia’s financial sector includes the public-sector regulator, NBC, and private-sector institutions such as banks, specialized banks, microfinance institutions, and NGOs involved in rural credit. NBC’s institutional overview reports 89 microfinance institutions as of December 2024. That is a dated sector-wide figure—not a 2026 count and not a count of deposit-taking institutions alone. NBC’s Banking Institutions overview is the source for that figure.

The figure is a scale marker, not a directory of all lenders available to a particular borrower. It also cannot be used to estimate the number of institutions authorized to collect public deposits, because the cited overview does not give that breakdown. For a present-day check of one institution, the supervisory directory is more useful than an older sector total. Keep the dates attached to both facts: the category page has its own update date, while the count refers specifically to December 2024.
What does “microfinance” mean in the regulatory framework?
A 2002 NBC Prakas reproduced by Cambodia’s National Trade Repository defines microfinance in terms of financial services—including loans and deposits—for poor and low-income households and micro-enterprises. The instrument also describes compulsory registration for specified NGOs, associations, and other entities engaged in microfinance when they meet the instrument’s lending-portfolio or savings-and-depositor thresholds. Because the Prakas is from 2002, its provisions are historical legal text, not a complete account of every current registration rule. The reproduced Prakas No. B-7-02-49 sets out its definition and registration provisions.
The historical instrument is useful for understanding why microfinance is not simply a synonym for a small loan: its definition includes services such as deposits as well as loans, and it describes entities and thresholds relevant to registration. But readers should not use the 2002 text to decide whether a particular organization currently needs registration or is currently authorized to offer a service. That would require checking the current rules and the institution’s present listing. The cited 2002 Prakas does not establish the full current registration thresholds.
Registration or an MFI listing should not be confused with permission to take deposits. The practical question for a customer is whether the institution is listed in the appropriate current NBC category and, if it offers public deposits, whether it has the separate deposit-taking license.
Can every microfinance institution take deposits?
No. Under the cited licensing regulation, an existing microfinance institution must obtain a separate NBC license to collect deposits from the public. The reproduced text states: “Any Institution not having a license to collect deposits, and any other microfinance operators, are not allowed to collect deposits from the public.” That sentence comes from Prakas No. B-7-07-163, a 2007 instrument; check for subsequent amendments before treating its detailed provisions as a full statement of current law. The reproduced licensing Prakas is the cited legal text.
The distinction matters because a lender may provide loans without being authorized to receive public deposits. Do not infer deposit permission from an institution’s name, its loan advertising, or the general term “microfinance.” Check NBC’s current directory and the institution’s authorization for the specific activity. If you are comparing two institutions, ask the same questions of both: how does NBC list each one, does it hold the separate public-deposit license if it offers deposits, and what do the relevant product documents say?

| Category or activity | What it tells a reader | What to verify |
|---|---|---|
| Microfinance non-deposit-taking institution (MFI) | A separately listed NBC category; the category does not establish permission to collect public deposits. | Current NBC listing and the terms of any loan being considered. |
| Microfinance deposit-taking institution (MDI) | A separately listed category associated with deposit-taking authorization. | Current NBC listing and whether the institution’s specific deposit product is covered. |
| Public deposits | Require a separate NBC license under the cited licensing regulation. | Do not assume a lender may accept deposits unless its authorization is verified. |
This comparison is about regulatory category and permission, not which institution is better for a borrower. An MDI is not automatically the best choice for a loan, and a non-deposit-taking MFI’s category does not by itself describe the terms or quality of its loans. Compare the product, written contract, institution category, and the date of the evidence you checked. The sources here do not provide institution-by-institution rates or a ranking of lenders.
What should borrowers check before signing a loan?
NBC’s Annual Report 2024 and Target for 2025 describes standardized loan contracts intended to make key terms clearer and protect consumers. The contract rules it describes vary by loan size:
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →| Loan amount | Contract treatment described in NBC’s 2024 report |
|---|---|
| Up to USD 50,000 | Institutions must use the same standard loan contract. |
| Above USD 50,000 through USD 100,000 | Institutions may use their own contracts, but must include specified standard terms and text. |
| Above USD 100,000 | Institutions may use their own contracts without that required standard text. |
These bands describe the loan-contract rules as summarized in the 2024 report; they should not be applied to other financial products without checking the applicable instrument. The middle band is not the same as the lowest band: an institution may use its own contract for a loan above USD 50,000 through USD 100,000, but the report says specified standard terms and text must be included. For a loan above USD 100,000, the report says that required standard text does not apply. Those distinctions are about contract format and required text, not a finding that one loan size is safer or more affordable than another.
NBC announced the launch of the standard contract and standard text in 2023. NBC’s launch notice gives that context, and the Annual Report 2024 and Target for 2025 describes the contract bands. Treat the annual report as the source for the bands stated here; the report does not establish how every later amendment or product-specific rule applies.
Before signing, read the actual contract rather than relying only on a product summary or verbal explanation. Confirm the principal, repayment schedule, interest and fees, and what happens if a payment is late; the cited sources establish the standard-contract framework but do not provide an institution-specific loan offer. Keep a copy of the signed agreement and any disclosures so you can refer to the exact terms later.
Use the loan amount to identify which band the report describes, then read the documents for the offered loan rather than assuming the band tells you the full deal. A contract can be standardized and still contain the terms that matter to your particular borrowing decision. The sources cited here do not supply a method for calculating a lender’s total cost or a comparison of rates, so do not treat the regulatory contract bands as a price comparison. If a term is unclear, the documents and the institution’s explanation are the relevant next points to check; the cited sources do not specify a formal response deadline or escalation path for questions.

Are MFI deposits guaranteed, and where can customers get help?
NBC’s 2024 annual report describes a deposit-protection mechanism as being developed. That does not establish that a protection scheme is already in force, or that all MFI deposits are government-guaranteed. Verify the current status and the coverage of any protection arrangement directly from official information before relying on it.
Do not turn the phrase “deposit protection” in a report about development into an assumption that all deposits at any microfinance institution are protected. First establish whether the institution is licensed to take public deposits; then seek official information on whether any protection arrangement is actually in force and what it covers. The cited report does not settle those coverage questions, so this article cannot say that a particular customer or account would be covered.
The cited material does not establish a complete borrower complaint escalation route or a response deadline. For the wider legal framework, NBC’s Banking Code describes a compilation of laws and regulations. NBC also publishes microfinance institution annual reports and a Financial Stability Review index. These are sources for institutional and sector information, not a substitute for a verified complaint procedure.
That distinction is important if you are looking for help after a disagreement: the sources cited in this explainer do not identify a complete escalation route or say how quickly a complaint must receive a response. Do not infer a specific complaint process from the existence of annual reports, a Banking Code compilation, or a directory. Look for current official guidance that directly sets out the route and any applicable timing before relying on a procedure.
How to verify a lender’s category
- Search the institution’s name in NBC’s supervisory directory and note whether it appears as an MDI or a non-deposit-taking MFI. Record the category and the date you checked; a directory listing is time-specific.
- If it offers a place to deposit money, confirm separately that it holds the NBC license required for public deposit-taking. Do not treat permission to make loans as proof of deposit authorization, and do not assume that a general institutional label establishes the scope of a specific product.
- Review the specific product contract. For a loan, compare the offered document with the standard-contract treatment described for its amount in NBC’s 2024 report. Identify whether the amount is up to USD 50,000, above USD 50,000 through USD 100,000, or above USD 100,000; do not apply these loan rules automatically to another kind of product.
- Check the date and type of evidence. Current directory listings, older legal instruments, and annual-report descriptions answer different questions; do not treat a historical Prakas as a complete statement of present rules.
In practical terms, the directory answers “how does NBC list this institution?” The licensing text addresses the separate question of public deposits. The annual report describes contract requirements by loan amount, while the signed contract supplies the terms offered for the particular loan. None of these sources alone answers every question. For example, an institution’s category does not reveal a specific loan’s terms, and a standard-contract band does not prove that a lender may accept deposits.
When comparing institutions, use the same evidence for each: the NBC listing and its date, whether a separate public-deposit license is verified when relevant, the actual product contract, and the date and kind of source used for the comparison. This is a way to keep unlike facts from being conflated. An institution count from 2024, a directory updated in 2026, and a 2007 regulatory text each serve a different purpose.

What the available figures and rules do—and do not—show
The available institutional count is 89 microfinance institutions as of December 2024, according to NBC. It does not reveal how many were MDIs, how many held a deposit-taking license, or the number of institutions in 2026. The directory is the more relevant source for current category checks.
The 2002 and 2007 Prakas provide useful legal text on registration and deposit licensing, but they are old instruments. Their detailed thresholds or prudential requirements should not be presented as current without checking amendments. NBC’s Banking Code points readers to the relevant collection of laws and regulations; the sources cited here do not establish the full current prudential framework.
Likewise, the available material supports a careful explanation of the contract bands and the fact that deposit protection was described as under development, but it does not answer every product-level question. It does not establish all current prudential ratios, a complete current registration test, the details of a deposit-protection scheme in force, or a complete complaints process. These are limits of the cited sources, not proof that no other current rule or procedure exists. For readers, the safest takeaway is to match each question to the right evidence and check the current official material when a detail matters to a decision.
Frequently Asked Questions
Who regulates microfinance lenders in Cambodia?
The National Bank of Cambodia (NBC) supervises the banking and financial institution sector, including microfinance institutions. Its supervisory directory lists microfinance deposit-taking institutions and non-deposit-taking MFIs as separate categories. Check that directory for an institution’s current listing.
Can all microfinance institutions in Cambodia accept deposits?
No. The cited NBC licensing regulation says an institution needs a separate NBC license to collect deposits from the public. Do not infer deposit permission from an institution’s name or its ability to make loans; check its current NBC listing and authorization.
What is the difference between an MFI and an MDI?
NBC lists microfinance non-deposit-taking institutions (MFIs) and microfinance deposit-taking institutions (MDIs) separately. The distinction is important when checking whether public deposit-taking is authorized. It does not, by itself, tell you which institution has a better loan offer or whether a particular product suits you.

Are deposits at Cambodian MFIs government-guaranteed?
The NBC Annual Report 2024 and Target for 2025 describes a deposit-protection mechanism as being developed. That source does not establish that a scheme is already in force or that all MFI deposits are guaranteed. Check current official information about status and coverage before relying on protection.
What loan-contract rules does NBC describe by loan size?
NBC’s 2024 report says loans up to USD 50,000 must use the same standard contract. For loans above USD 50,000 through USD 100,000, institutions may use their own contracts but must include specified standard terms and text. For loans above USD 100,000, the report says institutions may use their contracts without that required standard text. These are loan-contract bands; do not automatically apply them to other products.
How many microfinance institutions are there in Cambodia?
NBC’s Banking Institutions overview reports 89 microfinance institutions as of December 2024. This is a dated sector-wide count, not a 2026 total and not a count of deposit-taking institutions alone.
Where can a borrower find the complaint process or response deadline?
The sources cited for this explainer do not establish a complete complaint escalation route or response deadline. NBC’s Banking Code is a compilation of laws and regulations, while its annual-report and Financial Stability Review pages provide institutional or sector information; none is a substitute for a verified complaint procedure.
The Bottom Line
NBC is the regulator to check, and its current directory distinguishes deposit-taking MDIs from non-deposit-taking MFIs. A microfinance lender does not automatically have permission to accept public deposits: verify the separate license. For a loan, read the actual contract and use NBC’s 2024 loan-size bands as a guide to the standard text described in that report—not as a substitute for reviewing the terms. The reported count of 89 institutions is as of December 2024, and the cited report described deposit protection as still under development.
