Jokes and image remixes appeared soon after September 11, 2001, first moving through email and print; social platforms later made such formats easier to recreate, circulate and encounter at scale. “Taken over the internet” captures their visibility, not a measured share of online content: no reliable count or ranking establishes that they dominate the web.
There were 9/11 jokes before there were social feeds
Jokes about the attacks surfaced within the first year. As Know Your Meme recounts, folklorist Bill Ellis studied World Trade Center disaster jokes written less than a year after the attacks. Ellis’s analysis, as relayed by that secondary source, considered the relentless replay of news images, the limited avenues for public response and the pressure to treat humor as unacceptable. It is context for how some jokes emerged, not a universal account of how people grieved or responded. Know Your Meme’s account of Ellis’s work reproduces his description of people turning to improvised symbolic acts when they had no effective way to act. He gives blood donation drives as one example.
Early circulation was physical and personal as well as digital. VICE reports that images were printed and sent to the White House, and that a briefing containing memes was seen by President George W. Bush on January 28, 2002. It also describes an FAA employee’s email attachments, showing how jokes could travel through inboxes and forwarding chains. The examples mixed political references with pop culture; they were not all the same kind of joke. VICE’s account of the archived material offers a window into that early circulation.
What changed: distribution, formats and reach
Email chains and printed images depended on someone forwarding or passing them along. Social platforms made reusable formats far more visible: a joke could be copied, altered and encountered by people beyond the original circle. Media sociologist Alex Turvy told Axios that a dark joke that might have reached a few friends in 2001 or 2010 can now become “a reusable format that’s easily seen by millions of people.” This describes a change in potential reach, not proof that every meme goes viral or that 9/11 memes make up a large share of all online posts. Axios’s September 11, 2026 report connects that expanded visibility to platform algorithms and the impulse to push against expected solemnity.

The form has widened too. Early examples could be static images or short text remixes shared by email; contemporary memes also use short-form video, audio and increasingly accessible editing tools. Media professor Whitney Phillips, in a Today, Explained episode summary, points to the democratization of tools for making visual and audio jokes as one reason more people can participate. That explains how creation became easier, not why any individual chooses to joke about the attacks.
Why people make or share them—and why reactions differ
There is no single motive behind 9/11 humor. The sources point to several influences: distance from firsthand memory, the friction between irreverent formats and expectations of reverence, political framing, and the visibility incentives of social platforms. These can overlap, but none explains every creator or audience member.

Firsthand memory and inherited memory
For people who remember the day, a joke can collide with personal memory of fear, loss or the immediate aftermath. Axios reports that about 83% of U.S. adults born before 2001 remember where they were or what they were doing when they heard about the attacks, citing Pew Research. The same Axios report says roughly 10% of U.S. adults were born after 2001. For many younger Americans, knowledge comes through school, films, social media and family accounts rather than direct experience. That difference can shape how the event is approached, but age alone does not determine whether someone finds a meme funny or offensive.
Absurdity and discomfort can coexist
Phillips told Today, Explained that the juxtaposition in some memes can provoke laughter even when a viewer feels uncomfortable about laughing. That ambivalence matters: a reaction to an absurd image is not necessarily approval of the event, and describing a joke’s mechanics does not endorse it. Conversely, a creator’s claim that something is “just a joke” does not erase how an audience may experience it.

Some people also reject the premise of participating. TikTok creator Harry Daniels told Axios, “I don’t think I would personally sit and make 9/11 jokes.” His response illustrates that increased visibility does not mean universal acceptance. Audience reaction remains divided, especially where jokes meet living memory or the grief of people directly affected.
Memes are cultural evidence, not a census or endorsement
Memes can tell researchers how people reinterpret an event, borrow images and references, and communicate with one another. In an interview with the Graduate Institute Geneva, researcher Swadha Bharpilania describes meme images and short videos as material for studying popular imagination and historical memory. Her project treats each meme as a cultural source whose meaning depends on context and intertextual references. The collection is assembled through online searching and audience submissions, not presented as a statistically representative count. The Graduate Institute interview explains why a meme can be worth studying without treating it as a reliable measure of what everyone thinks.

Careful interpretation distinguishes personal or absurdist humor from political messaging—and both from extremist propaganda. An Institute for Strategic Dialogue report hosted by the European Commission describes extremist communities using 9/11 imagery in propaganda. Its researchers tracked 150 extremist memes across Instagram, Facebook and gaming-related niche platforms. That figure is a count from a defined study sample, not a tally of all 9/11 memes, accounts or users. The report concerns extremist networks; it should not be generalized to meme humor or young people broadly. The March 2022 report provides the relevant context for that specific use of imagery.

The phrase captures the impression that 9/11 jokes are now highly visible and easy to encounter, not a verified measure of their prevalence. The sources document early jokes, changing channels of circulation, contemporary formats, varied audience responses and extremist appropriation. They do not establish a platform-wide percentage, total volume or defensible ranking that would make 9/11 the “most memed” event. Treating these very different uses as one phenomenon would obscure the distinction between an uncomfortable joke, political commentary and propaganda.
