HLS vs. MPEG-DASH: Which Streaming Protocol Should You Use?

HLS and MPEG-DASH both deliver adaptive live and on-demand video over HTTP. The right choice depends on target clients, media formats, DRM, delivery stack and tested latency—not a universal protocol winner.

There is no universal winner. Choose HLS or MPEG-DASH based on the devices and players you need to support, your codecs and DRM, the packaging and CDN you already use, and the end-to-end latency you can verify in deployment. If Apple-platform playback and authoring requirements are central, HLS is a practical starting point; if your player and delivery stack are built around ISO/IEC DASH, start with DASH. If you need both ecosystems, shared CMAF media with separate HLS and DASH presentations may work, subject to compatibility testing.

What HLS and MPEG-DASH do

HLS (HTTP Live Streaming) and MPEG-DASH (Dynamic Adaptive Streaming over HTTP) are adaptive streaming protocols, not video codecs. They describe how a player finds and requests media over HTTP and adapts playback to network conditions. The codec encodes the audio or video; the container and packaging organize the media. A protocol choice alone does not guarantee that a device can decode a particular codec, profile, container, or DRM combination.

Both can deliver live and on-demand video using ordinary HTTP infrastructure, including servers, CDNs, proxies, and caches. HLS uses playlists to identify media segments and available variants. DASH uses its own presentation description and ecosystem. They share the general delivery model, but they are not interchangeable manifests.

HLS

HLS is Apple’s HTTP-based adaptive streaming protocol. RFC 8216, published in 2017 as an informational document describing version 7, covers MPEG-2 Transport Stream and fragmented MP4 segments. It is not the last word on every current HLS feature: Apple’s HLS documentation hub also points to a later second-edition specification and preliminary revisions.

MPEG-DASH

MPEG-DASH is the ISO/IEC 23009 suite. MPEG describes it as supporting live and on-demand services over existing HTTP delivery infrastructure, with provisions for MPEG-4 and MPEG-2 Transport Streams and use with other media formats. The standard’s format flexibility does not mean every deployed DASH player supports every format.

How to compare them for your service

Make the decision against the actual delivery workflow, not the protocol name. The relevant combination is your encoded media, packaging, origin or CDN, player, DRM and target devices.

Decision point What to establish
Target clients Test the browsers, native apps, connected TVs and other devices your audience actually uses. Apple documentation establishes HLS guidance for Apple platforms, but does not provide a complete current cross-vendor compatibility matrix.
Codec and container Confirm that each target can decode your chosen codec, profile and container. Neither HLS nor DASH guarantees support for every media combination.
DRM and business rules Verify content-protection systems, licensing, authentication and key delivery with the player and platform vendors. DASH includes a segment encryption and authentication part, and HLS documentation covers HLS encryption; these facts are not a current platform-by-platform DRM compatibility matrix.
Latency and resilience Set an end-to-end latency target, then test capture, encoding, packaging, CDN, player buffering and expected network conditions together. Decide what trade-offs in quality, cost and resilience are acceptable.
Packaging and operations Check the packager, origin/CDN, monitoring, ad insertion and player support already in your stack. If both protocol ecosystems are required, assess whether CMAF-based shared media is compatible with your codecs, clients and DRM workflow.

Can HLS and DASH use the same CMAF media?

Often, a CMAF-based package can provide shared media for HLS and DASH presentations. CMAF (Common Media Application Format) is a segmented-media packaging format, not a streaming protocol. The player still needs the appropriate presentation description, and shared packaging does not remove differences in client support, codec decoding or DRM requirements. Treat “one media package for both” as an option to validate, not a guarantee that one identical asset set will work everywhere.

Latency: compare the whole path, not the label

Both families have low-latency variants: Low-Latency HLS (LL-HLS) and Low-Latency DASH (LL-DASH). CMAF chunks can be delivered in smaller units than complete segments, separating chunk delivery latency from full segment duration. IETF operational guidance describes a difference in delivery: LL-HLS clients request each chunk with a separate HTTP GET, while LL-DASH clients can receive a segment’s chunks through one HTTP GET using HTTP chunked transfer.

LL-HLS requirements are more than shorter segments

Apple’s LL-HLS documentation describes partial segments, playlist delta updates, blocking playlist reloads, preload hints and rendition reports. It also requires additional server/CDN behavior; if a required aspect is unsupported by the server configuration, Apple documents fallback to regular-latency HLS. Apple’s authoring guidance says Part Target Duration must be at least the expected P95 round-trip time and recommends one second; PART-HOLD-BACK must be at least three times Part Target Duration. These are Apple authoring requirements and guidance, not promises of glass-to-glass latency.

Low latency has operational costs

RFC 9317’s operational guidance notes that low-latency live delivery can require a premium service dedicated to live media. Possible trade-offs include higher cost, lower media quality, less flexibility in adaptive bitrate or resolution, and more visible disruption during transient network problems. Simply shortening segments can also reduce encoding efficiency; CMAF chunking helps decouple chunk latency from the full segment duration.

For that reason, do not assume DASH is always faster or HLS is inherently high-latency. Measure glass-to-glass performance using the complete encoder-to-player path and the devices and network conditions that matter to your audience.

A practical selection procedure

  1. Inventory the audience’s devices and players. Identify the browsers, apps and televisions you must serve, then test playback on representative devices rather than relying on a protocol support label.
  2. Lock the media requirements. Choose candidate codecs, profiles and containers, then verify that each target client decodes them. Check DRM, authentication and key-delivery requirements with the relevant vendors.
  3. Map your delivery stack. Confirm which HLS and DASH outputs your packager, origin/CDN, monitoring and ad-insertion components support. If dual delivery is needed, verify whether shared CMAF media is viable for those exact formats and DRM rules.
  4. Set the latency and resilience target. Measure end-to-end under expected network conditions, including player buffer behavior. Compare the acceptable quality, cost and disruption trade-offs before choosing a low-latency mode.
  5. Choose the least complicated setup that meets the requirements. Favor HLS when Apple-platform playback and authoring needs or an HLS-centered stack drive the decision. Favor DASH when your player and delivery stack are built around ISO/IEC DASH and its conformance ecosystem. Use both presentations when your client needs require both and tests validate the shared-media approach.

Common implementation problems and what to check

  • A stream works on one device but not another: isolate the codec, profile, container, DRM and player combination. Do not assume that support for HLS or DASH means support for every media format carried by it.
  • A dual-protocol CMAF package fails on one client: inspect the presentation description as well as the media package, then check client, codec and DRM compatibility. Shared CMAF packaging does not make the manifests or client requirements identical.
  • LL-HLS falls back to regular latency: check whether the server/CDN supports the LL-HLS behavior required by the configuration, including partial-segment and playlist mechanisms. Apple documents fallback when required support is absent.
  • Low-latency playback is unstable on weak or variable networks: evaluate player buffering and the full delivery path. Lower latency can reduce resilience to transient network trouble; do not treat a lower target as a free improvement.
  • Measured latency is higher than expected: measure capture, encoding, packaging, CDN delivery and player buffering separately. The protocol name or segment duration by itself cannot establish glass-to-glass latency.
