What is Heads of State about?
The film begins with a public rivalry between Clarke and Derringer that risks their countries’ alliance. An attack by a powerful enemy turns the rivalry into a matter of survival, and the two leaders must rely on one another while working with Bisset to thwart a conspiracy. Prime Video describes it as an action comedy; the Associated Press has also framed it as a buddy comedy set against strained NATO ties. That is a critic’s description, not a separate official genre classification.
