He is a disgraced villain recruited into her operation, then the telepath whose power lets the crew confront the identity crisis beneath her Gotham takeover.
Why Harley needs a crew in the first place
In its US season-one listing, Apple TV describes Harley as having broken with the Joker and set on becoming Gotham’s criminal queenpin, with Poison Ivy and a crew of DC characters alongside her. That setup makes the series’ central problem larger than assembling a gang: Harley has to build an identity that is not defined by her former relationship.
Showrunner Justin Halpern described season one as a prolonged breakup story about removing yourself from beneath an ex who has dominated the relationship. That framing gives the crew a dramatic purpose. Harley’s allies help her pursue power on her own terms, even as the show turns the absurdity of assembling a criminal team into comedy. Rotten Tomatoes’ November 27, 2019 interview with the showrunners discusses that season-one approach.
What Doctor Psycho contributes to the crew
A recruit with outsider status
Apple’s synopsis for “So You Need a Crew?” identifies Dr. Psycho as a disgraced Wonder Woman villain whom Harley recruits, alongside Clayface. Patrick Schumacker described the choice as part of the show’s use of established DC characters, naming Dr. Psycho as a classic Wonder Woman villain who becomes part of Harley’s crew. His place in Harley’s Gotham operation is therefore a deliberate collision of comic-book worlds, not a claim that he has always belonged to her story.

That outsider position makes him a useful foil: he is a villain from outside Harley’s usual Gotham circle, now forced to function as one of her teammates. The contrast sharpens the crew’s comic friction while keeping Harley at the center of the action. Calling him a foil is an interpretation of the role, rather than a statement attributed to the showrunners.
A power that turns the plot inward
Psycho’s strongest story function is more concrete than his team dynamic. In the episode “Being Harley Quinn,” Apple’s synopsis says the crew uses his telepathic powers to enter Harley’s mind and free her from an identity crisis. A character recruited for a criminal crew thus becomes the means of staging an inward journey: the season’s question of who Harley is without the Joker becomes a problem the plot can make visible.
That is the case for calling Doctor Psycho the villain the series needed. He is both a source of crew comedy and a mechanism for bringing Harley’s inner conflict into the action. The “always needed” part remains an argument about how well those functions fit the series, not a creator consensus or a measured audience ranking.

DC’s official Harley Quinn character page describes Harley as a former psychiatrist who was the Joker’s sidekick before striking out on her own. It also points readers toward comics including Harley Quinn #14. That is a broad route into Harley’s DC history, not a Doctor Psycho-specific companion book.
