Gulf of America to the South China Sea: How Maps Name Disputed Places

Map names reflect government standards, publisher policies, and platform settings. The Gulf and South China Sea show why labels and drawn claims do not settle disputes.

Google Maps reported in February 2025 that people in the United States would see “Gulf of America,” people in Mexico “Gulf of Mexico,” and users elsewhere both names. The difference reflects a map’s audience and display policy—not a single global authority deciding what every map must call a place. Government naming standards, publisher choices, and platform settings each shape what appears on screen.

Why do maps use different names for disputed places?

A map label can come from several distinct sources. A government may standardize names for its own official use; a publisher may set an editorial policy for its maps; and a digital platform may vary labels by location, language, or account settings. These layers can overlap, but none automatically settles an international naming or sovereignty dispute.

Government naming standards

The U.S. Board on Geographic Names (BGN) standardizes geographic names for use across the U.S. federal government. It was established in its present form by public law in 1947 and maintains principles and procedures for different categories of names. That remit does not make BGN decisions a universal rule for other governments, publishers, or map services. The USGS overview of the BGN explains its role.

The National Geospatial-Intelligence Agency (NGA) describes the Geographic Names Server (GNS) as the official federal repository of standard spellings for foreign geographic names, and the Geographic Names Information System (GNIS) as the corresponding official federal repository for domestic names. “Official” here means official within the relevant U.S. federal system and intended use; it does not mean adopted worldwide. NGA’s February 11, 2025 notice describes its implementation of the Gulf name, while USGS’s February 14, 2025 report describes the domestic database update and federal map-service rollout.

Publisher and platform choices

A publisher can choose to show one name, pair alternatives, include a historical name, or add a note. Its policy may also explain how it represents disputed control or boundaries. A digital platform can make another choice: displaying different labels to users in different regions. Neither kind of editorial decision is the same as a government-wide standard.

Why does Google Maps show different Gulf names by country?

Google’s February 10, 2025 statement said: “People using Maps in the U.S. will see ‘Gulf of America,’ and people in Mexico will see ‘Gulf of Mexico.’ Everyone else will see both names.” The statement described Google’s product policy at that time, not a rule for every map service or a guarantee that the behavior remains unchanged. Google’s announcement also explains the location signals it said it used: in the app, country location is based on operating-system information that includes SIM, network, and locale; on the web, display uses the region selected in Search settings or, if none is selected, device location.

This regional display is separate from U.S. federal naming implementation. NGA reported adding “Gulf of America” to the GNS in February 2025, and USGS reported the corresponding GNIS update and federal map-service rollout. National Geographic’s map policy describes the U.S. name as applying to the area between the U.S. coastline and its maritime boundaries with Mexico and Cuba, and treats “Gulf of Mexico, Gulf of America” as an explanatory naming entry. These facts describe U.S. federal use and particular map policies; they do not establish that the world, every government, or every mapmaker adopted one name.

How do mapmakers show competing names and borders?

Paired names, secondary names, and notes

National Geographic says its representative Map Policy Committee evaluates cartographic policy using published information. Its policy gives examples of paired or alternative labels such as “Sea of Japan (East Sea)” and “Persian Gulf,” while noting that some call the latter the Arabian Gulf. Depending on the issue and available map space, the policy also allows secondary historical or non-official names and explanatory notes. National Geographic’s map policy describes these approaches.

Paired labels communicate that different names are in use; they do not by themselves declare the names legally equivalent or decide a sovereignty question. A note can give context that a label alone cannot, especially when the map scale leaves room for explanation.

Line styles and disputed control

Some publishers use fills, line styles, or special symbols to distinguish disputed or unresolved control. National Geographic’s policy describes gray fills, dashed or dotted lines, and special administrative-center symbols for some such cases. Those are choices in that publisher’s cartographic policy, not universal conventions.

Google Earth documents its own boundary legend: solid gray lines for undisputed international boundaries, dotted lines for treaty or provisional boundaries, and dashed gray lines for disputed boundaries. Read those meanings as Google Earth’s legend, not as a standard that every map must follow. Google Earth’s documentation explains its boundary line styles.

For U.S. federal cartographers, the State Department publishes Cartographic Guidance Bulletins about mapping-policy changes, mostly involving international boundaries and sovereignty issues. The department says those policies are intended only for the U.S. federal government and warns that bulletins can be superseded. The bulletin index provides the department’s scope statement and guidance.

Is the South China Sea boundary settled?

A line on a map can represent a claim without being an agreed international boundary. A Congressional Research Service report describes a map included in China’s 2009 submissions to the UN Secretary-General, with nine line segments around waters, islands, and other features in the South China Sea. The report also recounts a Defense Department account saying China had not clearly defined the scope of its maritime claims. That qualified account is evidence of how a claim was represented and interpreted—not proof that the line is an internationally agreed boundary. The CRS report provides that context.

Names, mapped claims, and legal boundaries are separate questions. The name a particular map displays does not establish that all claimants use it, and a drawn line does not show by itself whether a boundary is agreed, provisional, or disputed. The current South China Sea labels used by mapping providers for users in different countries are not established by the sources cited here.

How to read a map of a disputed place

  • Identify the authority. Is the label from a government names database, a publisher’s policy, or a platform’s own display rule?
  • Check the audience settings. Could the map vary by country, language, device location, or selected region?
  • Read the legend and notes. Look for definitions of line styles, fills, paired names, and symbols rather than assuming they have universal meanings.
  • Separate labels from boundaries. A place name or a drawn claim is not, on its own, evidence of an agreed legal boundary.
  • Check the date and scope. A policy may be specific to a country, a federal agency, a publisher, or a platform, and may change over time.
