George Clooney reportedly called White House counselor Steve Ricchetti to object to President Joe Biden’s criticism of the International Criminal Court prosecutor’s applications for arrest warrants against Israeli leaders. The Washington Post, citing three people familiar with the private conversation, said Clooney was especially concerned by Biden’s use of the word “outrageous.” Clooney and the White House declined to comment, so the call was not publicly confirmed.
What the report says George Clooney raised with Biden’s adviser
In its June 6, 2024 report, the Washington Post said Clooney called Steve Ricchetti, a counselor to President Biden, to express concern about Biden’s response to the ICC prosecutor’s applications. The Post reported that Clooney was particularly troubled by Biden’s description of the applications as “outrageous.” It also said the call came weeks before Clooney was scheduled to appear at a June 15 Biden campaign fundraiser. The campaign disputed that there were serious concerns about Clooney withdrawing.
The account relies on three unnamed people familiar with the conversation. Neither Clooney nor the White House commented to the Post, so the call should be understood as reported—not as a publicly confirmed exchange. The Washington Post’s June 6 report provides the account and fundraiser context.
Why Amal Clooney’s work was part of the dispute
Amal Clooney, a human rights lawyer, served on a panel of legal experts that reviewed evidence and legal issues for ICC Prosecutor Karim Khan. In a statement published May 20, 2024, she said Khan had asked her to assist more than four months earlier. She described the panel’s legal findings as unanimous and said it found the court had jurisdiction over crimes committed in Palestine and by Palestinian nationals, and reasonable grounds concerning alleged crimes by named leaders on both sides.

Those were the panel’s legal assessments, not a court judgment. Clooney’s role was to help review evidence and provide legal analysis; she did not personally issue charges or arrest warrants. Her May 20 statement sets out her account of the work and its conclusions.
What Biden said, and how the positions differed
On May 20, Biden publicly rejected the prosecutor’s applications and the suggestion of equivalence between Israel and Hamas. In a statement quoted by the Post, he said: “The ICC prosecutor’s application for arrest warrants against Israeli leaders is outrageous.” He added: “And let me be clear: whatever this prosecutor might imply, there is no equivalence — none — between Israel and Hamas.” Biden’s statement records his public position.

The administration also challenged the court’s jurisdiction. White House National Security Communications Advisor John Kirby said the administration did not believe the ICC had jurisdiction in Gaza. By contrast, Amal Clooney said the expert panel concluded that the court had jurisdiction. These are opposing stated positions; neither a political statement nor the panel’s assessment itself resolves the question judicially. What the ICC prosecutor applied for—and what had not happened yet
On May 20, 2024, Khan announced applications for arrest warrants concerning five people: Israeli Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, and Hamas leaders Yahya Sinwar, Mohammed Deif and Ismail Haniyeh. The applications alleged war crimes and crimes against humanity. They were applications, not warrants already issued: judges still had to decide whether to grant them. The allegations and the panel’s legal analysis were not findings of guilt.

The reported complaint centered on Biden’s public rebuke and the word “outrageous,” in a dispute touching Amal Clooney’s legal work. The Post also described concern about possible ICC-related sanctions and potential effects on her, but its account identifies Biden’s criticism as the main focus of Clooney’s reported call. The administration later opposed a House sanctions measure and said sanctions were not the right answer; that position does not change what Biden said on May 20.
