The 2023 invitation for public input opened a procedural channel; it was not a decision that renewal would be denied.
Which Fox license was at issue?
The proceeding concerned WTXF-TV, Fox 29, a broadcast television station in Philadelphia licensed to Fox Television Stations, LLC—not the Fox News cable channel. The station filed its renewal application on April 3, 2023. The FCC’s August 2023 notice identifies the application and licensee, while the station’s FCC Public Inspection File profile identifies WTXF-TV.
What did the FCC’s 2023 public-response notice mean?
On July 3, 2023, the Media and Democracy Project and co-petitioners filed a petition asking the FCC to deny renewal. Other individuals and organizations submitted informal objections. On August 23, the FCC Media Bureau designated the matter for “permit-but-disclose” ex parte treatment and established MB Docket No. 23-293. The notice opened a public docket and required disclosure of certain communications with decision-makers. It did not decide whether Fox 29 should keep its license or indicate that the agency had found the station in violation.
How did the renewal proceeding end?
On January 16, 2025, the FCC Media Bureau denied the petition and informal objections, then granted WTXF-TV’s renewal application. The order found the station had served the public interest, convenience, and necessity during its license term and met the renewal requirements. In its conclusion, the bureau stated: “Accordingly, we grant the renewal application and renew the license of WTXF-TV, Philadelphia, PA.” The FCC order, DA 25-57, is the controlling record for the outcome.

Why did the FCC grant the license?
The FCC said the petitioners had not made the showing required to warrant further inquiry under the applicable standard. It also said that assessing particular broadcast content in the manner requested would conflict with the agency’s First Amendment obligations and the Communications Act’s prohibition on censorship. Those are the Commission’s stated reasons in this proceeding, not a claim that every content-related complaint is categorically barred.
In general, broadcast licenses can run for a maximum of eight years. Fox Corporation’s 2026 annual report describes renewal as generally appropriate when a station has served the public interest, convenience, and necessity, has no serious violations, and has no other violations that together show a pattern of abuse. What happens next?
Fox Corporation’s 2026 annual report says the next renewal cycle for its full-power broadcast licenses is scheduled to commence in June 2028. That companywide schedule does not mean WTXF-TV’s 2023 proceeding remains open: the FCC granted the station’s renewal in January 2025. The report also refers to an administrative appeal involving one license from the preceding cycle but does not identify the station, so it does not establish that WTXF-TV is involved.
