Spoilers for the complete My Hero Academia manga. Tomura Shigaraki is the strongest villain at his peak; All For One is close behind. This is an editorial ranking, not an official order. “Villain” here means a named, meaningfully combat-active antagonist in the main manga, including major members of villain groups and named accomplices. It excludes unidentified criminals and characters with too little combat evidence for a fair placement. The order weighs demonstrated peak combat threat, not simply who is most dangerous to society.
How to read this ranking
The list ranks each character by their strongest demonstrated version in the main manga. Attack scale matters, but so do speed, mobility, durability, regeneration, versatility, incapacitation, and the ability to control a battlefield. A character who can incapacitate one opponent may be a poor match for another; placements are therefore approximate, especially for powers that require setup or have unusual counters.
Personal fighting strength and strategic impact are not interchangeable. Twice can make a group dramatically more dangerous through duplication, while Kurogiri can change where a fight happens; neither advantage translates neatly into a one-on-one ranking. The official All’s Justice character roster confirms some villain names and Quirk labels, but it is a selective game roster, not a manga census or strength list.
The older official character books are useful for profiles, not a final-series verdict. Shueisha describes Ultra Analysis as its second official character book, supervised by Kōhei Horikoshi and covering more than 200 characters; VIZ’s English edition listing describes profiles, stats, trivia, art, and a creator discussion. A secondary fan reference reports that the villain tiers in Ultra Archive cover manga chapters 1–88 and those in Ultra Analysis extend through chapter 235, with All For One and Shigaraki in S in both. That is a broad, guidebook-era tier, not a fine-grained order or a ranking of the completed story.

Every ranked villain, from weakest to strongest
1. La Brava
La Brava’s Love boosts a person she loves, making her important support for Gentle Criminal rather than a strong independent fighter. Its dependence on that relationship and her limited direct combat showing leave her at the bottom of this combat ranking, even though the boost can matter in the right situation.
2. Mustard
Mustard’s gas can incapacitate opponents who breathe it, giving him a dangerous area-control tool. He is still a comparatively fragile, ordinary combatant whose mask and positioning matter; his threat falls sharply when an opponent avoids or counters the gas.
3. Magne
Magne’s magnetism can reposition people and disrupt a close-range encounter, but its effect depends on the targets’ assigned polarity and the situation. She has far less demonstrated durability and sustained combat power than the stronger League members.
4. Spinner
Spinner begins as a comparatively modest close-range fighter, relying largely on weapons and determination rather than a decisive combat Quirk. His later physical enhancement makes him more formidable, but his best story impact comes from rallying followers, not from matching top-tier fighters alone.

5. Gentle Criminal
Gentle can make surfaces elastic, turning terrain and incoming attacks into opportunities to redirect or rebound force. That versatility lets him challenge stronger opponents, but his combat showings and ability to finish a fight remain below the more powerful villains here.
6. Mr. Compress
Compress can capture targets or objects in marbles, an exceptionally useful ability for surprise, escape, and removing someone from a battle. It is conditional rather than a reliable answer to every opponent: he must get an opportunity to use it, and his personal durability and attack output are limited.
7. Kendo Rappa
Rappa is a dangerous brawler whose rapid punches can overwhelm opponents at close range. His straightforward approach and lack of the broader mobility, range, or battlefield control higher-ranked villains bring make him easier to counter outside a favorable melee.
8. Stain
Stain’s Bloodcurdle can paralyze a target after he ingests their blood, so a successful cut can decide a fight quickly. But he must first land a hit and obtain blood, and the duration depends on the target’s blood type. His lethal precision makes him more dangerous than raw strength alone suggests, while those conditions keep his placement matchup-dependent.

- Flawless 4K@60Hz Video with HDMI: Delivers exceptional clarity and smoothness with its 4K@60Hz HDMI port, making it ideal for high-definition presentations and entertainment. (Note: Only the HDMI port supports video projection; the USB-C port is for data transfer only.)
- Double Up on Efficiency: The two USB-A 3.0 ports and a USB-C port support a fast 5Gbps data rate, significantly boosting your transfer speeds and improving productivity.

- What You Get: Anker USB-C Hub (7-in-1), welcome guide, 18-month warranty, and our friendly customer service.
9. Moonfish
Moonfish’s extendable teeth give him unusual reach and a frightening close-quarters attack, making him harder to approach than a conventional brawler. His demonstrated threat is real but comparatively narrow: he lacks the range, resilience, or versatility that define the higher tiers.
10. Kurogiri
Kurogiri’s Warp Gate can relocate people and attacks, divide opponents, and provide an escape route, making him one of the most valuable battlefield-control villains. That strategic utility can outweigh a simple duel ranking, but his demonstrated personal offense and toughness do not put him alongside the strongest direct fighters.
11. Muscular
Muscular’s muscle fibers provide immense strength and protection, and he can increase his size and striking power dramatically. He is a brutal close-range threat, but his style is less flexible than the ranged or regenerative abilities above him, and his power can be countered by sufficient force.
12. Lady Nagant
Nagant’s rifle arm gives her exceptional long-range precision and the ability to threaten targets before they can close the distance. Her placement rises sharply in an open environment with time to aim; it falls in a confined fight or against opponents who can withstand, evade, or rapidly close on her shots. Her status is morally and narratively complex, but her role as an antagonist in the relevant conflict makes her fit this list.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
13. Overhaul
Overhaul’s Quirk lets him disassemble and reconstruct what he touches, giving him lethal close-range offense, terrain manipulation, and the ability to repair himself or others. He is extraordinarily dangerous when he can make contact, but that requirement and his comparatively limited mobility leave him vulnerable to distance and interruption.
14. Dabi
Dabi’s Blueflame produces devastating heat and can threaten multiple opponents over a broad area. His flames also injure his own body, so his destructive peak comes with a severe cost; he is less sustainable than a durable fighter who can keep attacking without burning himself out.
15. Himiko Toga
Toga can transform into people whose blood she has consumed, and her ability to use a copied Quirk makes her far more dangerous than a disguise specialist. Access depends on blood and the power’s conditions, however, and she is not as consistently durable or destructive as the upper ranks. Her potential for mass disruption changes substantially when she can use Twice’s blood.
16. Twice
Twice’s Double can create copies, making him a modest direct fighter but a potentially overwhelming force multiplier. Given room to multiply, he can turn one combatant into a crowd and create pressure on many fronts. That makes his strategic threat greater than this personal-combat position implies; the scale of the danger depends on time, opportunity, and the circumstances in which he can use the ability.

17. Re-Destro
Re-Destro converts stress into strength, giving him powerful attacks and substantial physical resilience when his stress is high. His peak is formidable, but it depends on that condition and does not match the most extreme regeneration, endurance, or destructive scale higher on the list.
18. High-End Nomu
High-End Nomu are engineered combatants with powerful bodies and combinations of abilities that can include regeneration and specialized attacks. Their capacity to withstand punishment and threaten top heroes makes them more than ordinary muscle, although their capabilities vary by individual; “High-End” does not describe one identical fighter.
19. Gigantomachia
Gigantomachia combines enormous strength, speed, and endurance with the ability to keep moving through sustained opposition. His scale makes him a threat to multiple combatants and to the surrounding battlefield. He is less adaptable than the two figures above him, but few villains can match his combination of power and stamina.
20. All For One
All For One’s accumulated Quirks give him extraordinary versatility: he can combine offensive, defensive, and mobility abilities rather than relying on a single attack. His combat experience and planning add to that threat. The ranking considers his strongest demonstrated version, but places him below Shigaraki’s final-story peak rather than treating their guidebook-era S tiers as a decisive order.

21. Tomura Shigaraki
At his final-story peak, Shigaraki combines Decay’s catastrophic area threat with immense physical ability and enhanced resilience. He can endanger many opponents and reshape the battlefield on a scale that eclipses the other villains’ demonstrated personal combat power. His peak places him first here, though that does not mean every matchup would be effortless or that raw strength alone explains his danger.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Who is the strongest villain in My Hero Academia?
Shigaraki is the strongest villain by demonstrated peak combat threat in the completed main manga. All For One is the closest rival, with a wider range of abilities and extraordinary experience; Shigaraki’s final-story combination of destructive scale and physical power gives him the edge in this ranking. Older character-book tiers that place both in S do not settle the comparison: they cover earlier portions of the story and are not a final ranking.
Quick Recap
Why the order changes by situation
- Distance changes the result: Nagant is most dangerous with room to aim, while Overhaul and Rappa benefit from getting close.
- Conditions matter: Stain needs blood, Toga needs it to transform, and Mustard’s gas is most effective against people who breathe it.
- Support can outweigh a duel: Twice’s copies and Kurogiri’s portals can multiply a group’s threat without making either a straightforward top-tier duelist.
- Peak power can carry a cost: Dabi’s flames can devastate opponents but also damage him, limiting how long he can sustain that output.
- Not every member of a category is equal: Nomu differ from one another, so the High-End placement represents the threat of that class rather than a claim that all Nomu share identical abilities.
