In January 2017, Greece’s Supreme Court refused Turkey’s request to extradite eight Turkish military personnel who had arrived in Greece after the failed coup attempt in Turkey. That ruling was separate from their asylum cases: it did not decide every officer’s claim for protection. Later reporting documented an asylum grant to one officer, Süleyman Özkayakçı, and a Greek government effort to challenge it. The available record here does not establish the present legal or residence status of all eight.
How the eight officers reached Greece
On 15–16 July 2016, eight Turkish military personnel landed in Alexandroupoli in a Black Hawk helicopter and sought refuge in Greece, according to contemporaneous reporting by The Guardian. Turkey called for their return. Their Greek lawyer, Vasiliki Marinaki, said the officers denied involvement in the coup attempt and feared harm and an unfair trial if returned. She told The Guardian: “They fear for their lives and do not believe they will be given a fair trial there.” Those statements describe the officers’ position, not a finding that the feared outcomes would occur.
Why extradition and asylum were separate questions
Turkey sought extradition, asking Greece to surrender the men for prosecution. Asylum, by contrast, concerned whether an individual could receive protection in Greece. The proceedings involved different legal questions and decision-makers; a refusal to extradite did not, by itself, grant asylum or resolve each person’s application.
On 26 January 2017, Greece’s Supreme Court rejected extradition for all eight, as reported at the time by Ekathimerini. Contemporary coverage said the asylum requests were still pending. The ruling should not be read as a determination of every factual allegation about the coup or as a decision on the officers’ separate protection claims.

What happened in the asylum proceedings
The January 2017 position
When the Supreme Court refused extradition, the asylum applications had not all been resolved. A U.S. Department of State report on Greece, describing the position as of 30 November 2017, said the cases remained under consideration by an appeals committee. That is a dated snapshot, not a status update after the events that followed.
Özkayakçı’s asylum grant in December 2017
Greek asylum authorities granted asylum to Süleyman Özkayakçı in December 2017. Hürriyet Daily News, citing AFP and a source, reported that the authority considered human-rights reporting about Turkey and found no evidence that Özkayakçı had participated in the failed coup. These details are attributed to that report; they should not be generalized to the other seven officers.

The Greek government said it would seek to invalidate the decision, and Turkey criticized the grant. In a statement reported by Hürriyet Daily News, Greece’s Foreign Ministry said: “Our faith in democratic principles and practices is not a weakness, but a source of strength.” The statement expressed the government’s position; it did not establish the outcome of its challenge.

- Established in the cited contemporary accounts: eight Turkish military personnel sought refuge in Greece after arriving in Alexandroupoli; Turkey requested their extradition; and Greece’s Supreme Court rejected extradition for all eight in January 2017.
- Established for one individual: Greek asylum authorities granted asylum to Özkayakçı in December 2017, after which the government said it would challenge the decision.
- Not established here: the final outcome of that challenge, the later outcome of every other asylum application, or the current legal and residence status of each of the eight.
The distinction matters: an extradition ruling and an asylum decision answer different questions, and a reported decision concerning one person does not settle the cases of the others. The available contemporaneous accounts and the dated government report explain the 2016–2017 dispute, but they do not establish what has happened to all eight since.
