There is no verified, single-source ranking of every Dragon Ball Z character and form. The figures that can be identified come from different kinds of evidence—story readings, character estimates, official character profiles, and guidebook claims—and they should not be treated as one consistent scale. Verified Dragon Ball Z power levels
The strongest comparisons are those that preserve the source and measurement status of each number. A scouter reading, a character’s estimate, and an official profile statement are not interchangeable.

What the Ginyu figures show about scouter readings
The Ginyu encounter is a useful warning against reading every number as a stable measurement. The Dragon Ball Official Site says Ginyu sees a scouter reading of 5,000, estimates Goku’s actual power at around 60,000, and then Goku reaches 180,000 with Kaio-ken. The first number is a device reading, the second is Ginyu’s estimate, and the third is a changed power level in battle. They describe different states and kinds of evidence, not conflicting values for one fixed statistic.
Is 150 million Goku’s canonical Super Saiyan power level?
It is a widely repeated figure attributed by Dragon Ball Wiki (Fandom) to Daizenshuu 7, but that secondary compilation is undated and the original guidebook passage has not been independently verified here. It should therefore be labeled a guidebook attribution reported by a secondary source—not presented with the same evidentiary status as the directly stated Namek-era figures above.

Why there is no complete canonical ranking
A list spanning the franchise can combine manga and anime material, films, guidebooks, promotional publications, games, and calculations. Those sources do not necessarily describe the same continuity or use the same method. The available compilation itself draws on this mixed source base and separates game scales from its main table. Without verifying each entry against its original source and defining which continuity counts, a single “every character” ranking would imply a level of completeness and comparability that is not established.
A reliable ranking should label each entry by source authority, medium or continuity, character form, scene or saga, and measurement status. In particular, it should distinguish direct readings from estimates, profile statements, and derived calculations. Until those distinctions are made, putting all numbers in descending order creates false precision rather than a canonical scale.
