Its Popcornmeter is 56% from fewer than 50 audience ratings. Both figures are a snapshot of a small sample and can change as Rotten Tomatoes adds ratings or reviews.
What the Rotten Tomatoes scores say
The Tomatometer percentage reflects the share of counted critic reviews classified as positive; it is not an average star rating. At 83% from six reviews, the current score is not perfect, and the small review count means it should not be treated as a broad critical consensus. Rotten Tomatoes also shows a 56% Popcornmeter based on fewer than 50 audience ratings. Critic reviews and audience ratings are separate measures, so the two percentages should not be combined.
Rotten Tomatoes’ displayed critic reactions are mixed. Some reviews praise the performances or production, while others fault the show’s pacing, narrative cohesion, or familiarity. Decider’s Joel Keller, in a review dated December 13, 2025, wrote: “City Of Shadows goes into that large middle category of shows, ones that are decent enough but don’t distinguish themselves by offering viewers much that they haven’t seen a number of times before.” Check the Season 1 page for the current figures, since ratings can change.

The current Rotten Tomatoes Season 1 page does not show a 100% Tomatometer. Although an older news result claimed a perfect score, its timing and review count are not established here, so it cannot confirm what the score was at that point. The reliable takeaway is the current page’s dated, changeable snapshot: 83% from six critic reviews and 56% from fewer than 50 audience ratings.
