No. Undertale identifies Frisk and Chara as separate characters, not as one person who changes identity. Who are Frisk and Chara?
Chara is the first human to fall into the Underground, the child connected to Asriel’s backstory. The opening screen asks the player to name that fallen human. The name entered there is associated with Chara; it is not the name of the child the player controls for most of the game.

That playable human is Frisk. The distinction becomes explicit in the True Pacifist resolution: Asriel initially mistakes the protagonist for his old friend, then realizes they are not the same person and identifies the human as Frisk. The story details are documented in the Undertale Wiki’s story summary, a community-maintained reference.
Why does it seem like Frisk might become Chara?
The strongest reason is the ending of the Genocide Route. Chara appears after the world is destroyed and says that the human SOUL and determination caused their return. Chara then offers the player a choice about erasing the world. This establishes a supernatural or narrative connection between the protagonist and Chara, but the scene does not describe an ordinary transformation or say that Frisk’s identity has permanently changed.

The route also encourages the confusion in other ways: Flowey assumes the protagonist is Chara, and the player’s actions become closely tied to Chara’s name and presence. Those details support interpretations about influence, shared agency, or a bond between them. They do not overturn the True Pacifist reveal that Frisk and Chara are distinct characters.
Who is Chara speaking to?
Chara’s Genocide Route speech looks beyond the usual boundary between character and player. The line “SINCE WHEN WERE YOU THE ONE IN CONTROL?” underscores the story’s question of who is directing events; on its own, it does not prove Frisk has become Chara. The ending leaves the addressee uncertain: Chara may be speaking to Frisk, to the player, or to both.

That ambiguity fits the opening naming mechanic. The player chooses a name for the first fallen human, then controls a different child whose name is revealed later. An academic discussion of Undertale describes this setup as blurring the roles of player and avatar, but that is an account of how the game frames the player—not evidence that the two fictional characters are literally one person.
