The Third Doctor began his life on Earth because the Time Lords punished the Second Doctor for interfering in events and breaking their laws of non-interference. They changed his appearance and restricted his ability to travel in the TARDIS. The sentence turned Earth into the Doctor’s base of operations until the Time Lords later called on him to help defeat Omega.
Why did the Time Lords exile the Doctor?
The exile followed the events of The War Games, when the Second Doctor summoned the Time Lords to help return soldiers displaced by the War Lords to their own times. The Time Lords judged him guilty of interference. Their verdict also included stealing a TARDIS and breaking the laws of non-interference, according to the official Doctor Who recap of the Doctor’s past.
That was the Time Lords’ judgment, not a neutral verdict on whether the Doctor’s actions were morally wrong. In The War Games, his intervention helped rescue people caught up in the War Lords’ scheme; the Time Lords treated the intervention itself as an offense.
How did the sentence create the Third Doctor?
The Time Lords forced the Doctor to change appearance, beginning the incarnation played by Jon Pertwee. The official Third Doctor profile describes him as starting his exile “with a new face.” The BBC Studios guide to Spearhead from Space says the Time Lords “forcibly change his face.”

The sentence also kept him on Earth by making him forget how to fly the TARDIS, as the official recap explains. The restriction was specifically about piloting the ship; the available official accounts do not describe it as the destruction of the TARDIS.
What did the Doctor do during the exile?
Earth became the setting for the Third Doctor’s UNIT era. UNIT investigates alien activity, and the Doctor served as its scientific adviser while helping defend the planet from extraterrestrial threats. The official UNIT feature describes the organisation and the Doctor’s role in protecting Earth.

When did the Third Doctor’s exile end?
The exile ended in The Three Doctors. When the Time Lords needed help defeating Omega, they restored the Doctor’s knowledge of how to fly the TARDIS, according to the official recap. The official story page covers the adventure that brings the Doctors together.
The exile therefore had three connected parts: a judgment for interference, a forced change of appearance and a restriction that kept the Doctor grounded on Earth. The Time Lords ended that restriction when a threat they could not handle required his help.
