Doctor Who: Empire of Death Review: A Big Finale With an Emotional Core

Daniel Cooper finds the Doctor Who finale’s reunion scene moving, but argues its answers to the season’s mysteries lack satisfying story logic.

Spoilers ahead for Doctor Who: “Empire of Death.” In his June 21, 2024 Engadget review, Daniel Cooper argues that the finale delivers spectacle and a genuinely affecting reunion, but does not make the season’s mysteries add up to a satisfying payoff. His verdict is captured in the review’s standfirst: “Emotional bombast triumphs over internal consistency.”

Does “Empire of Death” pay off the season’s mysteries?

For Cooper, mostly not. The finale resolves the immediate danger posed by Sutekh, but the explanation for why Ruby Sunday seemed so important strikes him as a weak answer to mysteries the series had encouraged viewers to take seriously. The problem, in his reading, is not simply that the reveal is surprising or unusual; it is that the story’s explanation does not feel proportionate to the significance it had assigned to Ruby’s unexplained abilities and her birth mother.

That is Cooper’s assessment of the writing, not a claim about how all viewers responded. The review distinguishes between an answer being supplied and that answer feeling earned: the finale closes plot questions, but Cooper finds the underlying logic unconvincing.

What happens in the finale?

Sutekh’s dust kills the people it touches, and the Doctor, Ruby and Mel try to stop him. In the review’s account, the Doctor uses the TARDIS to drag Sutekh through the time vortex, after which those killed by the dust are restored. The episode then shifts from the scale of that catastrophe to Ruby learning who her birth mother is and approaching her in a coffee shop.

Cooper’s criticism centers on the gap between the grand mechanics of the threat and the payoff to the season’s personal mysteries. The plot provides a resolution to the deaths and confrontation, but he considers the explanation of Ruby’s apparent importance less convincing than the emotional scene that follows.

Why does Ruby’s reunion matter more than the reveal?

The meeting between Ruby and her mother is the finale’s strongest material in Cooper’s view. Rather than treating the identity reveal as the emotional payoff in itself, the episode gives Ruby a quieter encounter with the person she has been searching for. Cooper finds that scene affecting even though he is dissatisfied with the story logic that led to it.

This contrast gives the review its central tension: the finale can work emotionally in an intimate moment while feeling inconsistent as the answer to a season-long mystery. Cooper’s positive response to the reunion does not erase his reservations about the explanation surrounding it.

What does the review say about the finale’s spectacle and Mrs. Flood?

The review describes “Empire of Death” as a visually and emotionally outsized conclusion, but argues that spectacle cannot compensate for an unsatisfying narrative resolution. It also treats Mrs. Flood’s final appearance as another tease of a possible future threat. That is Cooper’s interpretation of the scene, not confirmation of the character’s future role.

Cooper also mentions that the TARDIS perception filter “operates at a distance of 73 yards.” The review does not provide an independent technical source for that figure, so it should be understood as a detail reported there rather than a separately verified specification.

Who should read this review?

Read Cooper’s review if you want a spoiler-filled assessment of whether the finale’s answers satisfy the season’s setup, especially its treatment of Ruby’s mother and the contrast between plot resolution and emotional closure. It is less a neutral plot guide than a critic’s argument: the story mechanics disappoint him, while Ruby’s reunion gives the ending much of its emotional force.
