Google Cloud also offers a separate managed option, Live Stream API, for encoding and transcoding. Choose between them based on the workflow you need, the operating work you can take on, and the full cost of compute, storage, network traffic and recovery—not a headline VM rate.
First, distinguish the three options

Google describes Live Stream API as a cloud service that transcodes live linear video into multiple formats. Its archived services summary describes it as a cloud-based live encoder for 24×7 live-linear or event workflows. That establishes its product category, not a specific YouTube handoff or a guarantee of continuity; check the current Live Stream API documentation for supported inputs and outputs.
Which should you choose?
Choose a DigitalOcean Droplet for a self-managed Linux encoder
A Droplet is a plausible fit if you want a conventional Linux VM and are prepared to install, supervise and troubleshoot the encoder yourself. That is an architectural fit, not a validated configuration. Choose CPU, memory and disk against the encoder, codec, resolution and frame rate you actually plan to use. Include outbound transfer in the estimate: the stream itself sends data continuously, and any other destinations add to traffic.
Choose Compute Engine for a self-managed encoder in Google Cloud
Compute Engine provides the VM route when you want Google Cloud’s machine types and operating environment. Compare a specific machine family and region with equivalent assumptions for your Droplet; do not assume Google is cheaper just because YouTube is also a Google service. Google says eligible Compute Engine resources used for more than 25% of a billing month can receive sustained-use discounts, up to 30% for eligible resources. The maximum depends on machine family and resource, and the discount does not make disks, network transfer or every other charge free. Consider Live Stream API when managed encoding is the point
Live Stream API changes the operating model: it is managed encoding/transcoding rather than a general VM for your own encoder process. Google bills by active channel time and input/output resolution; a channel can remain billable while active even if no input arrives. Review the Live Stream API pricing and verify that its current supported workflow fits your YouTube delivery plan.
Google’s quotas documentation says a channel that remains in a streaming state other than STOPPED or STOPPING for 24 hours may be restarted. A continuous design therefore needs lifecycle handling; do not treat a managed channel as an endless session without intervention. Check the current quotas and limits before deployment.

How to compare the real cost
There is no evidence-based universal cost winner without a workload, region, bitrate, storage requirement and recovery design. Compare like with like rather than choosing from the lowest advertised compute line item.
- Use the same region assumptions and workload: encoder software and codec, resolution, frame rate and bitrate.
- Estimate VM CPU and memory headroom, persistent disk, and any storage for source video.
- Include monthly outbound traffic for the YouTube stream and any additional destinations.
- Separate compute from disk, IP address, transfer, monitoring and backup charges in each estimate.
- For Live Stream API, estimate active channel hours and the relevant input/output resolution, including active idle periods without input.
- Include the cost and complexity of health checks, restart policies, redundancy, monitoring and a second encoder or channel if your requirements call for them.
DigitalOcean says bundled CPU Droplets keep billing while powered off because resources remain reserved; billing ends when the Droplet is destroyed. Outbound transfer is pooled by team, and excess transfer is charged per GiB. These details make a powered-off VM different from a destroyed one, and make high-egress workloads worth estimating carefully. See Droplet pricing.

Plan for YouTube eligibility and encoder setup
YouTube supports encoder-based live streams, the relevant approach when automating a cloud-hosted feed. YouTube’s current help page says the channel must be verified and must not have had a live-streaming restriction in the previous 90 days; streams are also subject to Community Guidelines and Terms of Service. Eligibility and policy requirements can change, so check YouTube’s live-streaming eligibility guidance when setting up.
- In YouTube Studio, create or schedule a live stream and select the encoder workflow.
- Configure your encoder with YouTube’s live server URL and stream key, following YouTube’s encoder setup instructions.
- Treat the stream key as a credential: keep it out of public logs, code repositories and screenshots. If it is exposed, replace it in YouTube Studio and update the encoder.
- Test the complete path before relying on it: encoder output, YouTube ingest, restart behavior, alerts and the operator recovery procedure.
YouTube’s cited encoder help page says streams under 12 hours are automatically archived. That statement is not a guarantee of indefinite streaming or a defined archive outcome for a continuous stream. If you deliberately use DASH, Google’s developer documentation specifies protocol requirements including separate PUT requests and timely MPD and initialization-segment delivery; those requirements are specific to DASH, not a blanket encoder recommendation. Reliability is an operating design, not a VM feature
A VM can host an encoder, but the word “always-on” describes the intended outcome, not a continuity guarantee from the host. Decide how you will detect and recover from process failure, host maintenance, lost input, network disruption, credential expiry and YouTube-side interruption.
- Run a health check that can detect a stalled or failed encoder, not merely a running VM.
- Configure restart and backoff behavior, then verify that recovery works without creating a restart loop.
- Keep logs and alerts that let an operator identify whether the failure is in the encoder, VM, network, credentials or YouTube ingest.
- Document a recovery path, including how to replace a compromised stream key and restore service.
- If a single interruption is unacceptable, assess a redundant design and test failover against your own requirements; redundancy adds cost and complexity.
For Live Stream API, specifically account for the documented possibility of a restart after 24 hours in a streaming state other than STOPPED or STOPPING. Confirm current behavior and build lifecycle handling around it.
