The January 2026 report said the United States had not imposed the threatened tariff by then. President Donald Trump announced the proposal in May 2025 and repeated it in September, but the announcements did not establish an effective date or explain how it would work. That dated status does not confirm whether a film-specific action occurred after January 2026.
What did Trump announce?
On May 4, 2025, Trump said on Truth Social that he was authorizing the Department of Commerce and the Office of the U.S. Trade Representative (USTR) to begin the process of instituting a 100% tariff on movies produced in foreign countries and brought into the United States. The announcement described overseas production incentives as drawing work away from the United States and called the issue a national-security concern. Those were the administration’s stated rationale and characterization, not findings independently established by the cited reporting. AP reported the announcement.
The White House had not made a final decision the next day. Spokesperson Kush Desai said on May 5, 2025: “Although no final decisions on foreign film tariffs have been made, the Administration is exploring all options to deliver on President Trump’s directive to safeguard our country’s national and economic security while Making Hollywood Great Again.” The Washington Post reported the White House response.
Trump repeated the 100% tariff threat on September 29, 2025, but again gave no start date or explanation of how it would be administered. AP’s September report described the practical questions surrounding the proposal.

How would the tariff apply to a movie?
The announcements did not define what counts as a “foreign-made” movie. A film may involve financing, filming, post-production, ownership, and distribution in different countries, leaving open which factor would determine its origin. The reporting also raised questions about digital delivery: if a movie is streamed rather than shipped on physical media, what would cross a border for tariff purposes, and what value would be taxed?
- Country of origin: The proposal did not specify how to classify a production involving multiple countries.
- Delivery method: It did not explain how the tariff would apply to digital transmission as opposed to physical distribution.
- Taxable value: The announcements did not say whether the base would be a physical copy, a license, or another measure of value.
- Administration: The available reporting did not establish a final legal authority, customs procedure, covered-film definition, or collection method.
These are unresolved design questions in the cited coverage; they do not, by themselves, show that a tariff is legally impossible. The sources also do not answer whether a U.S. studio movie filmed overseas would qualify.

What is known about its status?
In January 2026, the Associated Press reported that the United States had not imposed the threatened movie tariff and that its mechanism remained unclear. The USTR’s Presidential Tariff Actions index was also reviewed for a film-specific action, but no such item surfaced in the results reviewed. That index observation is not conclusive proof that no later action exists. The January report is the latest directly relevant status information cited here; it cannot establish what happened after that report.

Trump’s May 4 post said, as quoted by AP, “The Movie Industry in America is DYING a very fast death,” and described the proposed measure as a “100% Tariff” on “any and all Movies coming into our Country that are produced in Foreign Lands.” Those statements express Trump’s position; the quoted industry assessment is not a verified statistic.
