In August 2025, the U.S. Secret Service requested a temporary increase in outflows from Caesar Creek Lake to support safe navigation for its personnel on Ohio’s Little Miami River during a family boating outing around Vice President JD Vance’s birthday. The Army Corps of Engineers said the release followed normal operating criteria, not a special deviation.
What happened, and where?
The Secret Service asked for a temporary increase in water released from Caesar Creek Lake in southwest Ohio into the Little Miami River. The Army Corps of Engineers’ Louisville District said the increased outflow occurred on August 1, 2025, ahead of a family boating outing around Vance’s 41st birthday on August 2. The location was the Little Miami River—not the Ohio River. The Guardian’s August 6 report described the request as intended to support safe navigation for Secret Service personnel.
The Secret Service said it coordinated with the Ohio Department of Natural Resources and the Corps so motorized watercraft and emergency personnel could operate safely. The stated purpose was security and safe navigation for the protective detail, not a public river event.
Did Vance know about the request?
The Secret Service said the decision was made by agents during its standard advance-planning process and did not involve the Office of the Vice President. Vance spokesperson Taylor Van Kirk said Vance and his staff were unaware of the request. The Guardian’s August 7 follow-up reported the agency’s clarification.

What did the Corps say about the water release?
USACE spokesman Gene Pawlik said the request met the criteria in the Water Control Manual for Caesar Creek Lake and “did not require a deviation from normal procedures.” The Corps said downstream stakeholders were notified in advance and that it determined the operation would not adversely affect upstream or downstream water levels. Those are the Corps’ stated assessment and explanation; the reviewed coverage does not provide an independent engineering analysis or underlying release records. The Guardian reported the Corps’ account.
The Guardian also reported that public USGS data showed a rise in river level and a corresponding drop in lake elevation in early August, but did not give a numerical change. The reporting likewise does not state the volume released. A formal deviation from normal Corps procedures would require approval and documentation of its justification and risk assessment, according to the Guardian’s explanation; USACE said this operation was not such a deviation. The Corps has also adjusted outflows for community river events and emergency-responder training, but the reports do not establish how common requests for an individual official’s outing are.

What remains unknown?
- Release volume: No figure for the 2025 release is given in the reviewed reports.
- Measured river rise: The reporting describes a change in USGS data but gives no numerical stage increase.
- Cost: The reviewed reporting does not quantify the cost of the operation.
- Additional motive: An anonymous source told the Guardian the request was also intended to create “ideal kayaking conditions.” The Guardian said it could not independently confirm that claim, so it should not be treated as established motive.
Why did the request draw criticism?
The dispute was about whether using public water-control infrastructure for a protective detail’s support during a family outing created an appearance of special treatment. Former White House ethics lawyer Richard W. Painter criticized that appearance. Norm Eisen, a former White House special counsel for ethics and government reform, said he had not received a comparable request while serving in government. Those are opinions, not legal rulings. The Guardian’s initial report said there was no allegation that Vance’s office acted illegally.
The Corps’ account distinguishes this operation from a documented departure from ordinary procedures: it said the request fit the lake’s normal criteria, stakeholders were notified, and no adverse water-level effects were expected. That explanation addresses the agency’s stated process and anticipated effects; it does not quantify the release, its cost, or the degree of water-level change.

How does this compare with earlier water releases?
Associated Press coverage noted a historical comparison: four billion gallons were released for a 1999 Connecticut River canoe outing involving Al Gore. Gore’s campaign said he did not request that release. That reported figure concerns the 1999 event, not the 2025 Ohio operation. The Associated Press also reported that Caesar Creek Lake covers 2,830 acres and has five launch ramps, citing Ohio Department of Natural Resources information.
