Hailey Upton is gone, he is still reckoning with a near-death experience, and two new officers bring very different perspectives into his orbit. The result is a shakeup in both the unit’s personnel and its most powerful relationship.
What happens in the Season 12 premiere?
The premiere, “Ten Ninety-Nine,” finds Intelligence overwhelmed by cases while pursuing a high-stakes drug bust, according to Peacock’s Season 12 listing. The story resumes about a month after Voight’s near-death experience, TVLine reported in its September 24, 2024 preview. Showrunner Gwen Sigan said that experience leaves him considering what he wants to do with the time he has.

The cases provide the immediate pressure, but the bigger change is personal: Voight begins the season without Upton, a colleague who served as a confidante and could call him out. Sigan described Season 12 as exploring “identity and crisis of self.” That theme puts Voight’s uncertainty at the center of the premiere’s setup.
Why did Hailey Upton leave Chicago P.D.?
Upton leaves at the end of Season 11, and Tracy Spiridakos does not return as a series regular in Season 12, TVLine reported. Her departure is not just a staffing change. Sigan described Upton as Voight’s confidante and “a bit of his compass”—someone able to challenge him when he went too far.

That leaves an open question for the season: who can now act as Voight’s peer and push back on his decisions? The premiere’s new arrivals offer different possibilities, but they do not simply replace Upton’s role.
Who are the new characters in Season 12?
Charlie Reid: a potential mirror for Voight
Shawn Hatosy joins in a recurring role as Deputy Chief Charlie Reid, who debuts in the premiere. Sigan said Reid sees much of himself in Voight and identifies with his philosophy as a police officer. Their relationship is expected to evolve over the season, making Reid less an obvious counterweight than a figure who may reinforce—and complicate—Voight’s outlook.
Kiana Cook: an experienced patrol officer
Toya Turner joins as series regular Kiana Cook, a patrol officer who stays composed in chaos. Sigan described Cook as an active, street-level officer with years of patrol and tactical experience who wants to be first on scene. Her hands-on perspective differs from Reid’s close alignment with Voight, adding another kind of energy to the team.

What does the shakeup mean for Voight?
Season 12 starts Voight in an unusually introspective position. He has just faced the possibility that his life could end suddenly, and now he has lost the colleague who could challenge him. Sigan said the experience has made him confront how quickly everything could be gone, before he has a chance to tie up loose ends.
Reid’s resemblance to Voight may create a relationship built on recognition rather than immediate opposition. Cook, meanwhile, brings a patrol-based point of view. The key tension is not simply who fills a vacancy; it is whether anyone around Voight can offer the kind of perspective Upton provided.
