Those are different kinds of refusal, and the evidence does not verify a list of 20 people.

Why a 20-person list would overstate the evidence
The reported anecdotes do not establish 20 separately verified refusals. A broad entertainment roundup is not enough to turn every story about an awkward kiss, a changed scene or an actor’s discomfort into a confirmed refusal.
The distinction matters: McDonough described a standing boundary, while Baldwin described a request concerning a particular scene. Baldwin’s account is his account of the production dispute; the reporting also describes a separate, disputed account from Stone about producer pressure. Those claims should not be presented as a single settled version of events.
Stories often mistaken for kiss refusals
Discomfort is not the same as refusal
BuzzFeed’s roundup describes Jennifer Lawrence feeling guilty about kissing married co-star Chris Pratt, Reese Witherspoon being uncomfortable because Robert Pattinson had a cold, and Ashley Tisdale objecting to the style of Zac Efron’s kiss. Those descriptions do not, on their own, establish that the actors refused to kiss. BuzzFeed

Broader intimacy boundaries are a different subject
Us Weekly reported that Penn Badgley discussed cutting back on intimacy scenes. That is a boundary concerning intimacy more broadly, not evidence that he refused to kiss a named co-star. The same roundup discusses Kirk Cameron’s no-kissing commitment and an arrangement in which his wife served as a body double for the kiss in Fireproof; that is a separate example, not proof of a 20-person roster. These reports show that actors may set boundaries at different levels: a standing rule about on-screen kissing, a request to change one scene, or a broader limit on intimacy. They do not establish how common such refusals are. The cited coverage is anecdotal; it provides no attributable statistic about prevalence.
