Possibly, but enabling monetization in YouTube Live Control Room does not establish that a prerecorded 24/7 stream—or the channel carrying it—will be approved for monetization. YouTube’s published guidance covers live-stream ads and channel-wide monetization policies, but does not explicitly rule on whether continuously looping prerecorded video is eligible as a distinct format. Make sure the content adds original value, you hold the necessary rights, and the channel meets YouTube Partner Program requirements; even then, approval and ad delivery are not guaranteed.
What turning on live monetization does—and does not—mean
Live Control Room lets eligible creators enable monetization and configure live-stream ads. It is an ad setting, not a ruling that the channel or a particular 24/7 prerecorded stream qualifies. YouTube’s official guidance does not expressly say that a continuously looped prerecorded stream is either approved or prohibited as a format. Treat eligibility for that exact format as unresolved, and do not promise viewers or collaborators that it will pass review.

To earn ad and YouTube Premium revenue from long-form or live videos on the Watch Page, a creator must be in the YouTube Partner Program and accept the applicable Watch Page Monetization Module. See YouTube’s monetization options and eligibility guidance. A monetization toggle cannot replace those requirements.
Assess the content before setting up ads
Make the stream meaningfully original
YouTube’s channel monetization policies apply to live streams and assess the channel overall. Monetized content should be original and authentic, rather than generic, mass-produced, or repetitive. A loop made from existing footage with little meaningful change or added value may raise concerns; there is no published minimum amount of variation that guarantees approval.

YouTube says reviewers may consider the channel’s theme, most-viewed and newest videos, the share of watch time associated with particular content, metadata, and the About section. For a documentary channel, make the stream’s purpose and your contribution clear: for example, explain what original curation, context, commentary, or substantive editing makes this stream valuable beyond replaying material. These are practical ways to demonstrate value, not a checklist that guarantees a favorable review. YouTube’s policy also describes reused content as existing material republished without significant original commentary, substantive modification, or educational or entertainment value; evaluation is channel-level, not limited to one stream. Clear rights for everything in the source
You must hold the necessary rights for live content, including music licensing rights. Check both the visual material and audio in the prerecorded source, and consider the rights needed for any archived version of the stream. Owning or licensing one component does not establish permission for the others. YouTube’s livestream terms and conditions describe creators’ rights obligations.
Choose how to place live ads
If the channel is eligible and monetization is enabled in Live Control Room, YouTube offers automatic, scheduled, and manual mid-roll approaches. Pre-roll and display ads are automatically on when live monetization is enabled, but YouTube does not guarantee that ad slots will serve.

Compare the options by control, break frequency, and likely interruption to viewers—not by assuming that more breaks mean more served ads. YouTube says automatic mid-rolls are recommended and scheduled or manual settings may have lower earnings potential; neither statement guarantees a result for an individual channel. The YouTube live monetization help page also reports that channels enabling automatic live mid-roll ads had over 20% average uplift in instream ad revenue per hour versus channels that did not, in YouTube’s comparison across 207 countries in January 2024. That dated aggregate comparison is not a forecast for your stream, proof of eligibility, or evidence specific to 24/7 prerecorded broadcasts.

What to expect from review and ad serving
- A channel must meet YouTube Partner Program and applicable Watch Page Monetization Module requirements to earn the relevant revenue.
- The stream and the rest of the channel remain subject to originality, reused-content, and other monetization policies.
- Rights to the prerecorded video, audio, music, and archived version need to be in order.
- Turning on live monetization does not guarantee approval, and enabling ad settings does not guarantee that ads will be served to every viewer.
YouTube’s channel monetization policy states: “If your channel is found to be violative of any other policies, you will not be able to access monetization through the YouTube Partner Program.” The official policy describes channel-level review; it does not set a 24/7 loop-specific pass rate or a threshold for how much variation is enough.

Run the stream yourself or use a cloud service
Use YouTube’s encoder workflow
For a do-it-yourself stream, prepare your source and use YouTube’s encoder workflow to create the live stream, configure it in Live Control Room, and send the feed from an encoder. YouTube’s encoder setup guide explains the workflow. Keep the content and rights review separate from the technical setup: successfully sending a feed does not settle monetization eligibility.

Common questions to check before going live
Live Control Room shows monetization as enabled, but does that prove the stream is eligible?
No. The setting controls ads for an eligible creator; YouTube’s published materials do not give a specific approval ruling for a continuously looped prerecorded 24/7 stream.
Will ads play whenever I schedule or enable them?
No. YouTube says ad slots are not guaranteed to serve. Ad settings are not a promise that every viewer will receive an ad.
Can a documentary replay qualify if I own the footage?
Owning footage helps address rights, but does not by itself establish channel monetization eligibility. Originality, added value, reused-content policy, and rights to all audio and visual elements still matter.
