YouTube treats phone verification, identity verification and its public verification badge as different things. Check YouTube Studio → Settings → Channel → Feature eligibility: that page shows whether livestreaming is enabled for your channel and whether a limit applies.
First, identify which verification is pending
Phone verification
Phone verification is YouTube’s step for access to intermediate features. YouTube’s feature-access table lists computer livestreaming at this level, subject to a limited daily limit. If phone verification is still pending, your channel has not completed the stated verification requirement for livestreaming.
ID or video verification
ID or video verification is one way to gain access to advanced features after phone verification; building sufficient channel history is another. YouTube says ID or video verification is not available to every creator, and that review usually takes 24 hours. If phone verification is already complete and computer livestreaming is enabled in Feature eligibility, a pending ID or video review alone does not establish that streaming is blocked. It also does not guarantee access: your channel’s displayed status and any limits are decisive.
Public verification badge
The public badge indicates that a channel is the authentic channel of a creator, artist, company or public figure. It does not grant extra features and is not proof of livestream eligibility. Not having the badge does not mean livestreaming is disabled.

Check whether your channel can go live
- Open YouTube Studio → Settings → Channel → Feature eligibility. Check the channel-specific status for livestreaming and any indicated daily limit.
- Confirm phone verification. If computer livestreaming is unavailable, complete phone verification and recheck the eligibility page. If access is enabled at the phone-verified level, observe the limited daily allowance shown by YouTube.
- Check for recent livestream restrictions. YouTube requires that the channel have had no livestreaming restrictions in the previous 90 days.
- Confirm the age requirement. You must be at least 16 to livestream.
- Apply the requirements for your chosen method. Mobile livestreaming has additional eligibility checks; webcam or encoder setup does not bypass channel eligibility.
Mobile livestreaming has separate requirements
For a mobile livestream, YouTube lists a minimum of 50 subscribers, channel verification, no livestream restrictions in the previous 90 days, and livestreaming turned on. The first mobile livestream may take up to 24 hours to become available. Meeting the computer-streaming criteria does not necessarily mean mobile streaming is ready; check the mobile requirements separately.
Choose a streaming method only after eligibility is clear
YouTube identifies mobile, webcam and encoder as livestreaming methods. The method determines how you send the video, but it does not replace channel-level eligibility. If Feature eligibility does not show streaming access, changing equipment or software will not resolve that account restriction; follow the status YouTube displays and complete the applicable verification or waiting period.

- Phone verification is pending: livestreaming access has not met YouTube’s stated verification requirement. Complete phone verification, then check Feature eligibility again.
- ID or video review is pending: check whether phone verification is complete and whether computer livestreaming already appears as enabled. YouTube’s usual review timing is 24 hours, but the pending review alone does not determine the channel’s live status.
- Computer streaming is enabled but mobile is not: check mobile’s subscriber, channel-verification, restriction-history and activation requirements.
- Eligibility appears enabled but a stream cannot start: confirm there has been no livestream restriction in the previous 90 days and check the account-specific status and any limit in Feature eligibility.
These requirements and timings are described in YouTube Help; they can change, and the eligibility page for your channel is the practical check for your current status.
