The answer depends on the setting: DVR is documented as changeable in Live Control Room; resolution, frame rate, and bitrate come from the encoder, and YouTube does not promise that changing them midstream will be safe or uninterrupted.

How to change DVR after going live
In Live Control Room, open the active stream’s stream settings and change the DVR option. YouTube says you can enable or disable it after the stream is live. Viewers who are already watching are not the audience for the changed setting: the change applies to people who start playback afterward. YouTube Help: DVR on live streams
YouTube also documents a limitation on rewind availability for very long streams: DVR rewind is not available for streams longer than 12 hours. YouTube Help: DVR on live streams
What to do about settings YouTube does not confirm as live-editable
For metadata or privacy
Open the stream in Live Control Room and check whether the current interface allows the change. YouTube’s instructions explain how metadata and privacy are configured, but do not guarantee that each field can be changed during an active encoder broadcast or specify the result of switching it live. If the interface accepts a change, verify what viewers see rather than assuming it applies to everyone already watching.

For resolution, frame rate, or bitrate
These are encoder output settings, not a documented Live Control Room live-edit operation. Avoid assuming that changing them during a broadcast will preserve a continuous stream. If a change is necessary, consult the encoder’s workflow and monitor YouTube’s stream health afterward. YouTube recommends testing before a stream and checking stream health while live. For a stream key reset
A reset gives you a new key to copy into the encoder. Do not assume the existing connection will continue uninterrupted: YouTube’s reset instructions require updating the encoder but do not promise continuity. YouTube Help: Create and manage your YouTube live stream

Check stream health after a change
Before an event, test the encoder setup. During the broadcast, use Live Control Room’s stream-health indicators to watch for problems. This is especially important after changing an undocumented setting: YouTube’s advice to test and monitor is prudent, but it does not guarantee that a live edit will be seamless.
